International Student Application Guide and Terms of Admission

For Undergraduate Programs

Thank you for your interest in attending İzmir Kâtip Çelebi University (IKCU). This guide is
designed to provide you with quick information about our undergraduate programs.

1. General Information
1.1. This guide contains the regulations and procedures which must be followed by students
from abroad who wish to start studying at IKCU in 2018-2019 academic year.
1.2. Applications must be submitted via the Internet between 28 May and 13 July 2018.
(https://ubs.ikc.edu.tr/AIS/ApplicationForms/Home/Index?apptype=3).
1.3. Results of the applications are applicable only for the students who wish to be enrolled
in an undergraduate (Bachelor) program at IKCU. The applications of transfer students
will not be taken into consideration. Applications for graduate programs are out of
scope of this guide; those who will apply for graduate programs must follow the
internet pages of the relevant institutes for graduate studies.
1.4. For English programs, proof of English proficiency is compulsory. Minimum TOEFL
score of 80/120 or equivalent is required. Alternatively, students can take the English
Proficiency Exam in IKCU, and must get a score of minimum 70/100. Students do not
need to take one of these English certificates if: (i) if they have completed their
education in Canada, USA, UK, etc. in that case, an official letter is required; (ii) if you
are a citizen of these countries.
1.5. For Turkish programs, proof of Turkish proficiency is compulsory. If exists, Turkish
Proficiency Certificate which will be approved by IKCU TÖMER. Otherwise, students
must take the Turkish Proficiency Exam offered by IKCU TÖMER at the beginning of
each semester.

2. Application Requirements
2.1. All applications will be accepted and evaluated on the condition that the applicant is
either in the final year of or has completed his/her secondary education or and
2.1.1. is a foreign student,
2.1.2. became Turkish citizen by birth and who expatriate himself/herself from
Turkish citizenship with the permission of Turkish Ministry of Internal Affairs
and their underage children registered on these people’s citizenship expatriation
document, providing evidence of ownership of the document for the usage of
the rights given by the law no. 5901,
2.1.3. is a foreign student who has taken Turkish citizenship,
2.1.4. has Turkish citizenship and completed his/her secondary education in a foreign
country except Turkish Republic of Northern Cyprus (TRNC),
2.1.5. has dual citizenship where one is TRNC citizenship (except those who
completed their secondary education in TRNC having GCE AL examination
results and the ones who have/will have GCE AL examination results after
registering and receiving education in a college or high school in other countries
between 2005-2010),
2.2. Applications of the following individuals will not be accepted. The applicants who;
2.2.1. Has Turkish citizenship (except those who have completed their secondary
education in a foreign country except TRNC),
2.2.2. Has TRNC citizenship (except those who have completed their secondary
education in TRNC having GCE AL examination results, and those who
have/will have GCE AL examination scores after registering and receiving
education in a college or high school in other countries between 2005-2010),
2.2.3. Has dual citizenship with a birthright Turkish citizenship (except those who
have completed their secondary education in a foreign country - except TRNC),
2.2.4. has dual citizenship where one is TRNC citizenship (except the ones who
completed his/her secondary education in TRNC having GCE AL examination
results and the ones who have/will have GCE AL examination results after
registering and receiving education in a college or high school in other countries
between 2005-2010),
2.2.5. Has Turkish citizenship and has attended foreign high schools or foreign
embassy schools in Turkey,
2.2.6. Has been dismissed from an institution of higher education in Turkey due to a
disciplinary action or identified as cheater in an examination accomplished by
OSYM or İKCU in previous years,
2.2.7. Has acted physically or mentally against T.C. or was stripped of his/her Turkish
citizenship as a punishment.

3. Application Procedures
3.1. Applicants living in Turkey or abroad should apply to the Internet address
http://ikc.edu.tr/. Applications are accepted only within the application period.
3.2. All applicants should carefully fill in the Application Form online
(https://ubs.ikc.edu.tr/AIS/ApplicationForms/Home/Index?apptype=3).
3.3. Applicants are fully responsible for any negative results that occur due to the errors
made while filling in the Application Form. Identity fields of the Application Form
should be filled in with the information on the applicant’s passports without any
abbreviations.
3.4. Applicants should also upload their passport style photograph electronically. Since this
photograph will be used for registration and on the Student Identity Card, it must not
be older than six months, and must be easily recognizable.
3.5. Those applicants who have filled in the Application Form and completed the
application procedures must not forget username and password.
3.6. Applicants should have either SAT (Scholastic Assessment Test) score or İÜYÖS
(İstanbul University Exam for International Students) in order to be admitted to the
programs they apply,
3.7. Applicants can make maximum 3 preferences from the programs given in the
Application Guide. Before the preference procedure, both original forms of diplomas
and exam score documents should be uploaded to the University Information System.

First please click on

translated versions of your Diploma,

the Application Information.

STUDENT APPLICATION” screen. After checking all the information you
enter to the system, click on “Save
Application” button.

Number” area and click on Enter button

4. Placement Procedures
4.1. The evaluation of the candidates’ applications and placements will be carried out by
the relevant faculties. Related commissions can take a decision about having an
interview, aptitude test and skill test in application evaluation in addition to specified
exam/exams if necessary.
4.2. A second placement may be carried out for the alternate candidates considering their
grades and preferences if the initially accepted candidates do not register within the
registration period.
4.3. The lists of initially accepted and alternate candidates will be announced both on the
University’s main web page and relevant faculty’s web page within the dates stated in
the academic calendar.
4.4. Even if a student has fulfilled all the application conditions this does not mean that
he/she will be accepted.
4.5. IKCU may or may not accept students as much as the quotas.

5. Documents Necessary for Registration


5.1. Each applicant accepted in an IKCU Turkish program must comply with the regulations
of IKCU and submit the required documents (Turkish Proficiency) within the stated
registration time limits for the academic year 2018-2019.
5.2. Each applicant accepted in an IKCU English program must comply with the regulations
of IKCU and submit the required documents (English Proficiency) within the stated
registration time limits for the academic year 2018-2019.
5.3. Applicants who have gained admission to an IKCU program must bring their passports
bearing a student visa to IKCU during registration.
5.4. Vacant quotas and additional placement may be announced on IKCU website if
necessary.
5.5. Required Documents
5.5.1. The original secondary school diploma with a notarized Turkish translation
from a Notary or Turkish Embassy/Consulate,
5.5.2. Diploma Equivalency Certificate given by the Turkish Ministry of Education,
5.5.3. The original document of Exam Score (İÜYÖS score or SAT Score) which will
be submitted for application process and taken into consideration for the
placement
5.5.4. A copy of the applicant’s passport,
5.5.5. Bank receipt of tuition fee payment,
5.5.6. One passport size photograph not older than six months,
5.5.7. For Turkish citizens, declaration of T.C. Identification Number or the copy of
the Identity Card.
5.5.8. If exists, an English Certificate approved by YÖK. Other language certificates
will not be accepted. IELTS scores are not accepted.
5.5.9. If exists, Turkish Proficiency Certificate which will be approved by IKCU
Turkish Teaching, Application and Research Center (IKCU TÖMER).
6. Tuition Fee
Tuition varies by type of degree program. Specific tuition fees per year are given below:

There is no application fee for undergraduate and graduate programs.

7. Other Information
Upon the publication of this Guide, IKCU reserves the right to make any changes in the
regulations of the examination that may be deemed necessary, following the rulings of
executive, legislative, and/or judicial bodies, and/or of (YÖK), the Evaluation Committee, the
IKCU Executive Board or the IKCU Senate. Such changes will be put into effect by
IKCU. Furthermore, any contingency not specifically covered in this Guide will likewise be
dealt with by IKCU.
