1. Introduction
Today in Uzbekistan there are fundamental changes in the system of preschool education. In particular, radical reforms
are carried out in the field of the preschool education system, new decisions and regulations are being developed. The field
of preschool education is the primary component of the continuous education system, which plays an important role in the
upbringing and preparation of a healthy and harmonious child in all respects.
In the years of independence, the educational system and upbringing of a harmonious generation in the Republic have
risen to the level of the main priorities of the state policy. However, the conducted analysis shows that the effectiveness and
result of the work carried out in the field of pre-school education is not enough, there are positive changes achieved in the
field, as well as problems with achievements.

2. Review of literature

In particular, over the past 20 years, the number of state-owned preschool institutions has decreased by more than 45 per
cent, and today the coverage of children by preschool education in the Republic is 30 per cent. Also, the material and
technical base of preschool institutions is not in demand modern.
From this point of view, a number of decisions and decrees have been adopted by the head of our state and the
government in order to develop the sphere and to increase it to a higher level and are gradually introduced into practice.
The effectiveness of this work can be seen especially in the example of decisions and decrees adopted in the following
years, as well as normative documents.
In particular, in the decision of the president of the Republic of Uzbekistan "on measures to improve the management
of the preschool education system" PP-3955, adopted on September 30, 2018, further improvement of the preschool education
system as an important component of the holistic continuous education system, expansion of the network of preschool

education institutions, strengthening the material and technical base, providing, the introduction of modern educational
programs and technologies that develop spiritually-aesthetically and physically into the educational process is defined as the
main goal of radically increasing the level of their preparation for school.
In turn, it should be noted that the systematic study, research and analysis of the changes taking place in the sphere, the
measures being taken, the development of the changes taking place in the sphere are of great importance.
First of all, referring to the concept of pre-school education, preschool education is the beginning of continuous education,
which promotes the formation of the child as a healthy and developed person, evokes his enthusiasm for education and
prepares him for systematic education. Pre-school education under the age of 6-7 years is carried out in state and non-state
children's preschool institutions and in the family. The purpose of preschool education is to prepare children for schooling,
to form a child as a healthy, developed, independent person, to reveal their abilities, to educate their enthusiasm for schooling,
systematic education.
3. Statement of problem

The protection of the life and health of children in a pre-school educational institution is carried out by the pre-school
educational institution, as well as the medical staff of the state, as well as the medical staff of the health authorities attached
to the pre-school educational institution.

4. Main part

The system of preschool education-preschool institutions-is a type of educational institutions in the Republic of Uzbekistan
and carries out general education programs in different directions. Pre-school educational institutions provide education,
training, supervision, care and wellness of children from the age of 2 to 7 years.
A number of works have also been carried out on the development of this sphere, the strengthening of its material and
technical base, the provision of personnel.
There are 13 thousand 500 pre-school educational institutions operating in Uzbekistan. In 2019, the Ministry of preschool
education increased the system's children's coverage from 37,7 per cent to 52 per cent in the 2018 year. In 2020, this figure
is expected to be 59,5 per cent, as well as 85,2 per cent is planned to cover 6-year-old children with compulsory 1-year
education.
Before the Ministry of preschool education was reached, modern programs in the field were not introduced into
practice, alternative, flexible models for the preparation of children for the school were not sufficiently developed.
Special state educational programs aimed at social, personal, emotional, speech, Mathematical, Physical and creative
development, acquaintance with the environment, like foreign civilized countries, were not implemented.
Most of the pedagogical staff working in pre-school educational institutions of the state had secondary special education
and did not give the opportunity to prepare children for school education at the required level.
In addition, since the monitoring of the quality of preschool education is not provided for structurally and organically, the
assessment of the quality, effectiveness of the educational process in preschool institutions did not meet the modern
requirements at all.
In order to develop and implement a unified state policy in the field of preschool education, to ensure gradual full
coverage of children with preschool education, the Ministry of preschool education was established by the decree of the
president "on measures to radically improve the management of the preschool education system" on September 30, 2017,
with the decree of the president of the Republic, in order to develop the non-public sector of preschool education services,
the concept of development of the preschool education system of the Republic of Uzbekistan until 2030 was approved.
After the establishment of the Ministry, taking into account the advanced foreign experience, conditions are created for
the development of pre-school moral, aesthetic and physical. It is envisaged to ensure step-by-step coverage of all children's
preschool institutions on the account of creating a healthy competitive environment among state and non-state educational
institutions in the Republic.
Also, special importance is attached to the development of the non-governmental sector in the system apart from the state-
owned preschool institutions. Today, the number of pre-school educational institutions on the basis of Public-Private
Partnership in Uzbekistan has exceeded 6 thousand. In 2020, it is planned to open another 420 pre-school educational

institutions on the basis of 2 thousand families and public-private partnerships. The fact that the volume of preferential loans
allocated to 992 projects amounted to 1 trillion 1628 billion soums is also evidence of the attention paid to the development
of the industry.
The issue of radical reform of the pre-school education system, which is considered the primary link of continuing
education, is not only strengthening the material and technical base of pre-school educational institutions but also attaches
importance to the provision of the educational and methodological base, qualified personnel.
In particular, taking into account modern pedagogical technologies and techniques, the management and pedagogical
personnel of preschool institutions, which are able to professionally solve the issues of upbringing and comprehensive
development of children, are being trained and retrained. For this purpose, the Institute for retraining and professional
development of managers and specialists of pre-school educational institutions was established.
5. Conclusion

In short, the large-scale reforms carried out in the field serve to educate children from a young age in harmony with
national, universal values, cultural and historical traditions, to arouse interest in reading books from childhood, to provide
them with educational-methodical, didactic materials, games and toys, artistic literature, to develop modern methods and
tools of Education, pedagogical technologies and techniques .
