REFORMS IN THE PRESCHOOL EDUCATION SYSTEM AND THEIR


EFFECTIVE RESULTS

Annotation:
Systemic deficiencies accumulated over the past years in the preschool education
system, which is the foundation of the continuous education system, the lack of
preschool educational institutions in the localities, the objection of the parents' rights
were taken into special consideration by the head of our country. , instilled hope and
confidence in the hearts of young parents. In this regard, many positive results are
being achieved in the system based on the reforms carried out in the preschool
education system over the past years. This article describes in detail the reforms being
carried out in the preschool education system and their effective results.

Key words: reform, gene fund, capital repair, pedagogical technologies, tendency,
management system, reconstruction.
When talking about the education system, which is of decisive importance in our life,
it is necessary to repeat the wise thoughts of our grandfather Abdulla Avloni:
"Education is either life or death, or salvation - or it's a matter of destruction, or
happiness, or disaster." In fact, paying serious attention to the education and training
of the growing young generation has long been considered one of the most responsible
tasks before our people.
Today, all spheres of the life of the new Uzbekistan have become a field of deep
reforms. In this process, it is impossible not to talk excitedly about the changes in the
education system, which is considered the basis of the social sphere. In recent years,
practical work on organizing all stages of the education system based on modern
requirements has entered a decisive stage in our country. In particular, the reforms
implemented in the preschool education system, which is considered the initial link
of the continuous education system, make an important contribution to the
fundamental improvement and development of this system. As the President noted:
"No matter what field we choose, we cannot achieve any change or a prosperous life
without educating modern mature personnel. Preparation of such personnel, a

healthy gene pool of the nation, begins first of all with the pre-school education
system.
In Uzbekistan, constant attention is being paid to the issues of strengthening the
national gene pool and educating the young generation as mature personnel. Many
directions of education system development have been determined. In particular,
important tasks have been defined for the structural reform of the preschool
education system, the full inclusion of children in these institutions.
Decree of the President of the Republic of Uzbekistan Sh.M. Mirziyoev dated
September 30, 2017 "On measures to fundamentally improve the management of the
preschool education system" and "Organization of the activities of the Ministry of
Preschool Education of the Republic of Uzbekistan" in accordance with the decision
on" a new system was created in this field. The establishment of a separate ministry
shows how much attention our state pays to this field.
The new ministry is tasked with developing and implementing a unified state policy
in the field of preschool education, expanding the state and non-state network of
preschool educational institutions and strengthening the material and technical base,
providing them with qualified pedagogic personnel, preschool educational
institutions the tasks of dramatically increasing children's coverage, applying modern
educational programs and technologies to educational processes, all-round
intellectual, spiritual-aesthetic, physical development of children and fundamentally
improving the quality of their school preparation were set.
In fact, in order to fundamentally improve the system of preschool education, which
is the most important link in the education system of our country, it is necessary to
implement such large positive changes in a short period of time, to reconstruct
preschool educational institutions, capital education it is important that they are
provided with furniture and other inventory.
Currently, our state is constantly paying attention to the issues of raising the young
generation to be mature and perfect. Reforms in the education system include many
areas of development of this system. In particular, important tasks have been defined
to fundamentally reform the preschool education system and attract children to these
preschool educational institutions.
As the President of the Republic of Uzbekistan Sh. Mirziyoev said, "We need to bring
our large-scale work in this field, in particular, our national programs on education,
to a logical end."
Preschool education system is the primary, most basic link of continuous education.
According to the scientific conclusions of specialists and pedagogues, 70% of all the
information and information that a person receives during his life is received by the

age of 5 years. This fact alone clearly shows how important kindergarten education is
for our children to grow up as mature and well-rounded individuals.
You don't have to go far to find additional proof of this.
When comparing a child who received kindergarten education and a child who did not
go to kindergarten, it is not difficult to notice that there is a huge difference between
their thinking level. That is why the issue of revising the system of preschool education
in our country has risen to the level of state policy, and great work is being done in
this regard.
In order to further improve the preschool education system, ensure children's equal
use of quality preschool education, develop preschool education services, as well as
the President of the Republic of Uzbekistan on September 30, 2018 "Measures to
improve the management of the preschool education system" In accordance with the
decision PQ-3955, the concept of development of preschool education system of the
Republic of Uzbekistan until 2030 was developed.
The document is implemented step by step on the basis of a separate "Roadmap"
approved annually based on the achieved results, target indicators and main
directions for the relevant period (2019-2024 and 2025-2030). .
Every year, the Ministry of Preschool Education prepares the "Roadmap" for the next
year by December 1st and submits it to the Cabinet of Ministers, and constantly
monitors its implementation.
Sources of financing of the planned activities are determined by the document and
personal responsibility for their implementation is imposed.
The purpose of this Concept is to develop mechanisms for using quality preschool
education, which is an important resource that ensures the development of all areas
of a child's life and activity.
Today, the state program on expanding the network of preschool educational
institutions, strengthening their material and technical base, and building new
kindergartens is being adopted and implemented. Taking into account the experience
of developed countries, great attention is paid to expanding the network of non-state
educational institutions, including non-state kindergartens. This serves to create
healthy competition in the system and increase the type of educational services.
Special attention is paid to the training of personnel specialized in the field of
preschool education. Those who implement the decisions, teach children the basics of
knowledge, the most necessary life concepts and skills, must be highly qualified
educators and trainers. Taking this into account, additional places were allocated to
higher education institutions training specialists in this field, and strict requirements
were set for the process of training specialists.

It is worth noting that the development of advanced pedagogical methods and


techniques that meet modern requirements for the preschool education system, the
creation and publication of a new generation of educational and educational-
methodical literature are gaining urgent importance.
In conclusion, it can be said that the comprehensive reforms of the preschool
education system in our country, the measures taken to eliminate the existing
shortcomings in the system, the legal and regulatory basis of preschool education
institutions are improving, the institutions the transition to new forms of financial
and economic activity, the increasing number of non-state preschool educational
institutions, the implementation of advanced pedagogical technologies in education,
the issue of the number and quality of necessary personnel in the field, the alternative
of quality preparation of children for school education formation of healthy
competition between non-state and state pre-school educational institutions and the
increase in the types of educational services is a clear proof of the effective result of
the reforms carried out in this system.
