1. GENERAL
1.1. ATIS
ATIS 128.0

1.2. PREFERENTIAL RWY SYSTEM (PRS)


As a general principle, RWY 29 is to be used in preference to RWY 11 whenever
the tailwind component does not exceed 10 KT.
Note: Pilots, who ask for permission to use the RWY into the wind despite this
procedure, should expect that their arrival or departure may be delayed.

1.3. TAXI PROCEDURES


ACFT wider than C130 are not authorized to use TWY C between C4E and begin-
ning of RWY 29L for taxi.

1.4. OTHER INFORMATION


Birds and stray dogs in vicinity of APT.
RWYs 11L/R right-hand circuit.
1.4.1. CURFEW
The curfew takes place daily between 0000-0500LT.
During restrictions, the following flights can land and take off:
- Emergency;
- Scramble/SM;
- Hospital;
- Head/VIP;
- Search and rescue ACFT engaged in SAR;
- Fire fighting flight;
- Flight carrying hazardous material;
- Medical evacuation;
- Delayed scheduled flight;
- Military IL 76 ACFT.
During the curfew, APT shall not be used as alternate aerodrome.

2. ARRIVAL
2.1. COMMUNICATION FAILURE PROCEDURES
1. If "cleared approach" clearance was not issued, maintain the last acknow-
ledged level or minimum safe altitude which one is higher and:
- When RWY in use is RWY 29:
- continue towards VR NDB, hold over this aid until commencement of
descent;
- commence descent from VR NDB at or as close as possible to the esti-
mated time of arrival resulting from the current flight plan to the
minimum holding level (9000’), then follow ILS RWY 29L for Mehrabad
Intl APT and in the case of ACFT inbound to Imam Khomaini Intl APT fol-
low ILS or VOR/DME RWY 29R instrument approach procedures.
- When RWY in use is RWY 11:
- continue towards RUS VOR;
- hold over this aid until commencement of descent;
- commence descent from RUS VOR at or as close as possible to the esti-
mate time of arrival resulting from the current flight plan to the
minimum holding level (9000’) then follow CIRCLING VOR/DME 2 RWY
11L/R for Mehrabad Intl APT and in the case of ACFT inbound to Imam
Khomaini Intl APT follow VOR/DME RWY 11R/11L instrument approach
procedures.

2. ARRIVAL
2. Within TMA boundary or establishing communication with MEHRABAD Radar if
"cleared approach" clearance was issued and acknowledged, follow the
related procedures.
If the ACFT is cleared for visual approach, continue visually and pilots should
take account of visual landing aids and keep watch for instructions as may be
issued by visual signals from the control tower.
3. If the ACFT is being radar-vectored and the last acknowledged direction
instruction was not issued to establish final approach track or the ACFT is on
the base leg of the related RWY, follow the instructions mentioned in item 1
of arriving ACFT.
4. If the ACFT is being radar-vectored and the last acknowledged direction
instruction was issued to establish final approach track or the ACFT is on the
base leg of the related RWY, continue to establish final approach track of the
related RWY by maintaining the last acknowledged level and speed, then con-
tinue according to the related procedure or visually if the radar vector was for
visual approach.
Final approach track of RWY 11 of Mehrabad is establishing radial 265 from
TRN DVOR/DME.
If for any reason unable to follow this instruction, establish final approach
track of the related RWY, descend to the minimum of the related procedure
and follow the missed approach procedure of the related procedure; then fol-
low the instructions mentioned in item 5 below.
5. When during missed approach RCF occurred, if flying in VMC and maintaining
visual reference to the terrain, join the downwind of the related RWY
(RWY 29: left downwind, RWY 11: right downwind) at 5000’ and proceed for
landing. If this is not practicable for any reason, climb to 7000', RWY heading
to departure end of RWY, then proceed towards RUS VOR and expect further
clearance by Mehrabad radar.
Pilots should ensure that they do not enter danger or prohibited areas in TMA and
all the time remain at or above the minimum safe altitude.

3. DEPARTURE
3.1. ANTI-ICING AND DE-ICING
Anti-icing and De-icing area located on TWY A.

3.2. START-UP AND PUSH-BACK PROCEDURES


3.2.1. START-UP
Engine run-up for light and medium ACFT at TWY B9, for heavy ACFT on military
ramp PPR.
All flights shall inform MEHRABAD Delivery or Ground (when MEHRABAD Deliv-
ery is not operational) 20 minutes before EOBT in order to receive start-up
approval time, estimated taxi time or ATC clearance, passing the following
information:
- ACFT identification;
- ACFT type;
- Parking stand;
- Desired level;
- Any other necessary information such as opposite RWY for departure, needs
for De-ice/Anti-ice etc.
Issued start-up approval time is valid up to 10 minutes and issued taxi time is
valid up to 3 minutes; it will be automatically cancelled if the pilot has not
requested taxi associated with its departure.
All departing passenger flights wishing to operate between 0500-0830LT are
required to have RPL. FPL is not accepted for this period. In case of route changes
for a flight whose RPL is submitted, RPL shall be cancelled and individual FPL will
be accepted.

3. DEPARTURE
3.2.2. TAXI PROCEDURES
Apron 5:
- All ACFT shall use push-back car for taxi.
- If the ACFT position has been moved before and the pilot-in-command is ready
to start, the ACFT will be cleared for taxi by follow-me car approval.
Stand 101:
- All ACFT larger than F100 shall coordinate with follow-me car before start.
Stand 113:
- Push-back is required on follow-me car discretion.
Stand 201:
- All ACFT larger than F100 shall use push-back car for taxi.
- All ACFT on other stands of Apron 2 shall use push-back car for taxi.
Stand 301:
- All ACFT larger than A300-B shall use push-back car for taxi.

3.3. RWY OPERATIONS


RWY 11L/R: RWY 11 is not used for take-off during 2100-0800LT except tailwind
component of RWY 29 is 10 KT or more.

3.4. COMMUNICATION FAILURE PROCEDURES


1. If departing ACFT is following a SID, continue according the SID direction
instructions up to the TRN TMA boundary point; then continue according the
current flight planned route.
2. If departing ACFT is being radar-vectored or re-route by other methods
(radial, NAVaids...), continue in accordance with ATC direction instructions
last acknowledged for only 2 minutes; then proceed in the most direct manner
possible to rejoin the TRN TMA boundary point. Then continue according the
current flight planned route.
3. Maintain the last assigned speed and level or minimum flight altitude if higher
for a period of 7 minutes following:
- the time the last assigned level or minimum flight altitude is reached; or
- the time the transponder is set to code 7600 to indicate the loss of air-
ground communications; or
- the ACFT’s failure to report its position over a compulsory reporting point
whichever is later and thereafter adjust level and speed in accordance with
the filed flight plan.
Pilots should ensure that they do not enter danger or prohibited areas in TMA and

If two-way communication was not established with MEHRABAD RADAR
upon departure:
1. Squawk 7600.
2. Continue heading 260.
3. Climb 7000’ up to 10 DME, then climb 9000’ up to 20 DME from TRN DVOR/
DME.
4. Follow below instructions according to TMA exit points:
PAXID: Climb FL 200, turn RIGHT direct PAXID or establish B121.
PAROT: Climb FL 200, turn RIGHT direct PAROT or establish G208.
PAVET: Climb FL 200, turn LEFT direct PAVET or establish W8.
DAXIL: Climb FL 200 and turn LEFT direct DAXIL or establish B411.
SAV: Climb FL 200, turn LEFT direct SAV NDB/DME or establish G667.
EGVEL: Climb FL 200, turn LEFT to RUS VOR, then proceed direct EGVEL or
intercept RDL 201 from RUS VOR to EGVEL.
ELUSI: Climb FL 210, turn RIGHT intercept RDL 270 to cross TRN DVOR/DME
at or above FL 130 then direct ELUSI or proceed VR NDB then after
establish A647.
OBRIX: Climb FL 210 and turn RIGHT intercept RDL 270 to cross TRN DVOR/
DME at or above FL 130 then direct OBRIX.
DHN: Climb FL 210, turn RIGHT intercept RDL 270 to cross TRN DVOR/DME
at or above FL 130 then direct DHN DVOR or intercept RDL 107 from
TRN DVOR/DME to DHN DVOR.
NAGMO: Climb FL 210, turn RIGHT intercept RDL 270 to cross TRN DVOR/DME
at or above FL130 then direct NAGMO or establish G667.
5. After TMA exit points: Climb to filed flight plan level to destination or pro-
ceed to VR NDB 9000’ for ILS APCH RWY 29L OIII.
Note: Avoid OIR66 and OIP20 during any direct routing.
If communication lost during vector for departure:
1. Squawk 7600.
2. Maintain last acknowledged heading and level for 2 minutes from the time of
squawking 7600.
3. Proceed via shortest way to TMA exit point and climb FL 200 (for Westbound
track) and FL 210 (for Eastbound track).
Note:
- Due to high terrain at North of APT, RDL 290 from TRN DVOR/DME must be
crossed above FL 130 when proceeding to PAXID and NAGMO directly.
- Avoid OIR66 and OIP20 during any direct routing.
4. After TMA exit point: Climb to filed flight plan level to destination or proceed
to VR NDB 9000’ for ILS APCH RWY 29L.

DAXIL: Climb FL 200 and turn LEFT intercept RDL 110 to cross TRN DVOR/DME
at or above FL 130, then turn left direct DAXIL or establish B411.
SAV: Climb FL 200, turn LEFT intercept RDL 110 to cross TRN DVOR/DME at

OBRIX: Climb FL 210 and turn RIGHT direct OBRIX.
DHN: Climb FL 210, turn LEFT direct DHN DVOR or establish B411.
NAGMO: Climb FL 210, turn LEFT intercept RDL 110 to cross TRN DVOR/DME at
or above FL 130, then turn RIGHT direct NAGMO or establish G667.
5. After TMA exit points: Climb to filed flight plan level to destination or pro-
ceed to RUS VOR 9000’ for circling VOR/DME3 11L/R OIII.
Note: Avoid OIR66 and OIP20 during any direct routing.
If communication lost during vector for departure:

2. Maintain last acknowledged heading and level for 2 minutes from the time of
squawking 7600.
3. Proceed via shortest way to TMA exit point and climb FL 200 (for Westbound
