1 GENERAL
1.1 SCOPE
This procedure describes the requirements of material certification and traceability of equipment and materials
to be purchased for South West Gas Field Development, Gathering Network (EPC-1) and Export Pipeline (EPC-
3) Project.

1.2 PURPOSE
The purpose of this procedure is to identify the way to proceed with, responsibilities and activities of Vendors in
terms of material certification and traceability.

1.3 OBJECTIVE
The objective of this procedure is to assure the following:
(a) Maintain records of materials
(b) Prevent unintended use of incorrect materials.
Subsequently when problem is reported to certain material, limit its impact within the materials that have the
same identification.

1.5 DEFINITIONS
EPs Contractor: The Party which carries out all or part of design, Detailed engineering and
Procurement services up to TBE. Excluding the procurement and construction
Activities related to the Lot-1 & Lot-3 projects

PC Contractor: Party which carries out the Update of part of Detailed engineering for Construction,
procurement, construction, commissioning and Start-up. PC Contractor includes its
approved Manufacturers, Suppliers, and Subcontractors.
Material Traceability: Ability to trace the history, application or location of material by means of
recorded identifications

Certified True Copy: Certificate checked against the original certificate by Vendor and over-stamped
and countersigned as appropriate.
Vendor: The person, firm or corporation to whom the Order of equipments and/or material
is issued.

2 PROJECT DESCRIPTION
The SWGF development project consists on the development of three (03) gas fields located in south west of
Algeria (HBH&RM, HTJ&HTJW et TNK&TNKW). The development of these fields has been divided into
several Lots (projects) as follow:
 Lot-1: Detail Engineering, Procurement and Construction of the installation of gathering network for
each field and surface installation of 51 wells (24 at HBH&RM, 11 at HTJ&HTJW and 16 at
TNK&TNKW).
 Lot-2: Detail Engineering, Procurement and Construction of three (03) central processing facilities at
HBH&RM, HTJ&HTJW and TNK&TNKW.
 Lot-3: Detail Engineering, Procurement and Construction of the export pipelines systems for the
transportation of treated gas from Processing Plants to the corresponding tie in points.
 Lot-4: EPC Infrastructure (Permanent Camp, Access Roads, Air strip and Security Camp)

The scope of work of EPs Contractor is to perform the detail engineering and procurement services up to TBE
of all pipes, equipment and instruments related to the Lot-1 & Lot-3 projects.
The gathering network (Lot1) mainly consists of:
 Well surface installation of 51 wells including Wellhead Control Panel
 Flow lines,
 Manifolds and Trunk-lines.
 Fix and mobile Pigging stations (Launchers and Receivers)
 Block Valves Stations
 Chemical Injection packages
The Export system (Lot3) consists to:
 Export Pipelines
 Block Valves Stations
 Pig Launchers & Receivers
 Tie in Points

3 PROJECT LOCATION
 Tinerkouk Fields:
The Tinerkouk perimeter (TNK&TNKW) covers an area of 282.80 km2 and located in the northern part of the
Gourara Basin in the Algerian Sahara Desert. It occupies the western approaches of the M’Zab Plateau, west
and south fringes of the southern Tademait Plateau and eastern approaches of the Saoura River.
The Tinerkouk perimeter is approximately 300 Km south west of Hassi R'Mel field and approximately 160 Km
northwest of the Krechba field and located in three Wilayas: Adrar, El Bayadh and Bechar.

 Hassi BaHamou and Reg Mouaded Fields


The Hassi Bahamou (HBH) and Reg Mouaded (RM) gas fields (HBH exploration permit) lies in the Sahara
Desert of central Algeria, some 830 km south of the capital Algiers, 260 km south-southwest of the Hassi
R`Mel and 450 km west-southwest of the Hassi Messaoud operations base.
Reg Mouaded (RM) field is located at approximately 70 Km far from Hassi Bahamou (HBH) field.

 Hassi Tidjerane Fields


The HASSI-TIDJERANE (HTJ&HTJW) covers an area of 611.17 km2 and is approximately 300 Km south
west of Hassi R'Mel field and 160 Km northwest of the Krechba field. It is located in three Wilayas: Adrar, El
Bayadh and Bechar.
The location of the above three Fields (TNK&TNKW, HTJ&HTJW and HBH&RM) is shown in the below figure.

4 REQUIREMENTS FOR CERTIFICATION OF MATERIALS


4.1 General Requirements for Certification of Materials
(1) The language used within material certificates should be English. Certificates in other languages
are acceptable provided that they are accompanied by English translation of the contents.
(2) Certificates shall be complete, unambiguous and legible over the full contents and care should
be taken so that copies present a full and clear reproduction.
(3) Certificates shall be dated and signed by an authorized person, whose name and position shall
be indicated on the document.
(4) Certificates, combined if necessary, shall represent the material in the final condition or at least
in a condition after operations which can affect any of the properties being reported.
(5) For Tagged Items, the certificates shall cover all components used in the manufacture of Tagged
Item.

4.2 Types of Certificate


4.2.1 Type A (Certificate of Compliance) similar to 2.1 of ISO 10474 or EN 10204
This is a certificate issued by the manufacturing or processing works and signed by a person responsible for
quality, stating that the material supplied complies with that specified in the purchase order.
4.2.2 Type B (Material Test Certificate) similar to 3.1 of ISO 10474 or EN 10204
This is a certificate issued by the manufacturer’s or process work’s quality department confirming that the product
supplied corresponds with the specified requirements.
Certification shall be based on tests carried out on the material of the product itself or on test samples of the
material in accordance with the material specification and the purchase order requirement. Testing must have
been carried out by a third-party inspection which is independent of the production section of the manufacturing
works.
4.3 Contents of Certificate
Type "A" and "B" certificates shall contain the following information:
(a) Name of material manufacturer, identification number of certificate and its date of issue.
(b) Material specification; (including class, grade and heat treatment condition, where
applicable).
(c) Dimensions and quantity covered.
(d) Name, job, title and signature of person authorizing the certificate.
(e) Such supplementary or additional information as may be required by the purchase order.

Additionally, Type” A" and "B" certificates shall contain the following information:
(f) Purchase order number.
(g) Material manufacturer’s work order number.
(h) Material charge number, batch number, heat number or other references required to
demonstrate that the testing and inspection has been performed on the required number
of test units.
(i) Test and inspection results.

5 CERTIFICATION SELECTION
The required type of certificate listed below for equipment and piping shall be the minimum requirement
according to previous experience and good practice. When Algerian regulation, the other applicable Project
Specification, data sheet, and/or requisition specify more stringent or specific requirement, it shall prevail.
It is the Contractor's responsibility to specify the required type of certificate 1) when the requirement is not shown
in this specification or other Project Specification, 2) when it is stated that" Contractor to specify or define" in this
specification, or 3) when the higher class of material certificate type than those specified herein is required due
to insufficient evidence of manufacturer's QA capabilities / implementation.

5.1 Pressure Vessel

5.2 Rotating Equipment (Pump)

For manufacturer’s standard mass-production pumps for non-critical duty, the requirements for material
certificate may be relaxed unless local regulation calls for Contractor will define these pumps.

5.3 Steel Structure


Type "B" certificate shall be required for primary members such as columns, girders, and equipment support
beams.
Type "A" certificate shall be required for other members such as miscellaneous steels, ladders, handrails,
gratings

5.4 Piping Bulk Materials Procured by Contractor


5.4.1 Pipe, Fitting, Flange and Bolting
Type "B" certificate shall be required for pipe/fittings/flange and stud bolting for pressure retaining parts.

5.4.2 Valve
Type "B" certificate shall be required for body/bonnet/cover and Type "A" certificate shall be required for closure
member (gate/wedge, disc, ball, Plug), stem, seat and bolting.
5.4.3 Other Piping Bulk Materials
For pressure parts, Type "B" certificate (Type "A" for bolting) shall be required unless Contractor‘s criticality
assessment waives or relaxes this requirement.
For stem tracing tubes and associated fittings, and piping bulk materials within buildings for HVAC / plumbing
piping, no material certificate is required.

5.5 Instruments
5.5.1 On-Line Instruments

The same certification requirements as for piping shall be required as follows:


(a) Instrument valves: Type "B" certificate for body/bonnet/cover and Type "A" certificate for
closure member, stem, seat and bolting.
(b) Other On-Line Instruments: Type "B" certificate for pressure retaining envelope and Type
"A" certificate for bolting.
Example: Level switch, displacer, level gauge, thermowell, turbine meter, orifice flange and plate, venturi tube,
rotor meter, annuber, pitot tube

5.6 System Equipment / Packaged Unit


Unless otherwise specified, Type "B" certificate shall be required for pressure parts of equipment such as
pressure vessels, heat exchangers, pumps, and safety valves. In addition, for low temperature or cryogenic
service piping shall require Type "B" certificate.
For other minor pressure parts of fabricated piping and instruments mounted on the skid base, Type "A"
certificate may be applied.
When Vendor finds difficulty to supply the required certificate as Vendors common practice of supplying similar
type of equipment/package unit, Vendor shall propose to Contractor for the alternative. Contractor shall judge
if Vendor’s proposal is reasonable and the requirements of Algerian regulation are met.

6 MARKING OF MATERIALS
6.1 Content of Marking
Materials and components shall be marked in accordance with the relevant material standard (ASTM, BS, API,
etc.) and the purchase order requirements.
For the materials with Type "A" certificate, marking by any means shall appear on the material or bundle of
materials to ensure that the materials ordered comply with the purchase order specification.
For the materials with Type "B" certificate, as a minimum, markings shall include the following information:
6.1.1 Plate
(a) Manufacturer’s identification
(b) Charge/heat number
(c) Material designation
(d) Mill’s plate number

6.1.2 Pipe / Tube / Fittings (Seamless and Welded) and Forging

6.1.4 Bolts / Nuts

6.2 Method of Marking


Marking shall be applied by suitable means such as hard die-stamping, vibro-etching, engraving, stencilling or
forging for wrought materials in accordance with the requirements of applicable code/standard/material
specification and manufacturer's standard practice.
However, for low temperature materials of which minimum design temperature is lower than –29°C, all ferrous
materials with a thickness less than 6 mm including austenitic stainless steel and 9% Ni steels shall not be hard
die-stamped.

Stencil marking shall use a water-insoluble ink that does not contain substances which could harmfully affect the
material (such as metallic pigments, sulfur, zinc, sulfides, chlorides or inorganic halogens).
Hard-die stamping shall be with round-nosed, low-stress die.
Casting shall have the charge or heat number cast in the material. The other required markings also to be cast-
in, in an order of preference.
In case it is physically impossible to apply the required marking (e.g. small size) it would be acceptable to apply
the marking on a durable, securely affixed metal tag or to codify the marking.

6.3 Colour Coding for Piping Bulk Materials


Piping materials purchased in bulk for field fabrication and installation shall be colour coded according to the job
specification of colour code for piping materials, which will be issued separately.

7 MATERIAL TRACEABILITY
When a Type "B" certificate is specified for Tagged Items or Bulk Items, materials shall be traceable to the
material certificate after assembly, at the time of final inspection at Vendor’s shop before shipping.
Prefabricated piping or assembled piping and bolting shall be traceable to the material specification, grade, size
and schedule/ rating after assembly, at the time of final inspection at Vendor’s shop before shipping.
The vendor shall maintain an identification procedure of all materials, parts and components, including partially
fabricated assemblies. The location and method of identification shall not affect the function or quality of the item
being identified. The procedure shall require that verification of correct identification of materials, parts and
components be made and documented prior to release for fabrication, assembly, shipping or installation.
