PHILIPPINES SITUATION
Highlights IN NUMBERS
- Out of the total 20,382 confirmed cases reported in
the Philippines until today, 55% are male, with the
most affected age group 30-39 years (22.2%) fol-
lowed by 20-29 years (19.1%)
- 57.9% of cases reported from National Capital Region
(NCR), followed by Central Visayas (14.3%), CALA-
BARZON (8.9%), and Central Luzon (3.3%)
- Out of the 984 confirmed deaths, 64% are male,
with the most affected age group over 70 years
(36.6%) followed by 60-69 years (30.5%)
- 74.9% of deaths reported from NCR, followed by CAL-
ABARZON (11.0%), Central Luzon (3.3%), and Central
Visayas (2.9%)
- Department of Health (DOH) emphasizing that the
increase in cases is due to clearing of delayed re-
ports combined with real-time reporting of cases
through recently implemented COVID KAYA mobile
application
- According to DOH among all active, confirmed cases,
93.7% are mild
- DOH strongly emphasizing the importance of adher-
ence to minimum precautionary measures, with
NCR currently in General Community Quarantine
- Currently 40 laboratories using RT-PCR accredited for
COVID-19 testing, with latest additions: Philippine
Red Cross-Port Area in NCR, and Teresita Jalandoni
Provincial Hospital Region in Region VI, as well as 12

Current Situation
As of 4 June, a total of 20,382 confirmed COVID-19 cases including 984 deaths have been reported in the
Philippines.

Among the 20,382 confirmed cases, 55% are male, with most affected age groups 30-39 years (22.2%)
followed by 20-29 years (19.1%).

Country readiness and response operations


Country-level coordination
The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) issued Resolu-
tion #43 on 3 June re-imposing movement restrictions to essential activities only for persons below 21
years old, above 60 years, those with health risks, and pregnant women, including for accessing essential
goods and services, and for work in offices, under the modified general community quarantine put in
place in the majority of the country.

Risk communication
DOH, in partnership with WHO and UNICEF, is conducting the 2nd round of the
COVID-19 Rapid Public Perception Survey to improve communication strate-
gies for COVID-19 response. bit.ly/COVIDPublicPerceptions2
Internews released Social Media Rumour Bulletin #4,showing the spreading
of rumours used as jokes (i.e. drinking of “uncontaminated semen” as a cure
or for cleaning and sanitising of hands to protect from COVID-19) as high risk
in spite of their apparent unlikeliness, because of high level of engagement as
well as encouragement of risky behaviour that could lead to the spread of
sexually transmitted diseases.
UNICEF distributed 19,500 fans with COVID-19 messages
through 2 health facilities in Maguindanao, and food packs
distributed through government agencies to 2 provinces in
Bangsamoro Autonomous Region in Muslim Mindanao
(BARMM)

Surveillance
Thanks to real-time reporting of newly confirmed COVID-19 cases through the COVID KAYA mobile applica-
tion, Provincial, City and Municipal Epidemiological Surveillance Units (ESUs) are now able to provide timely
analysis for informed decision-making on urgent measures to be taken at barangay level, especially in high-
risk settings such as prisons, health facilities, and among returning Overseas Filipino Workers (OFW).
For example, South Cotabato province tightened monitoring of returning OFWs and locally stranded indi-
viduals (LSIs) after 2 cases tested positive. The Philippine National Police (PNP) reportedly now has a total
of 346 confirmed cases among its staff, including 4 deaths. Special surveillance amongst front-liners in Da-
gupan city, Pangasinan province in Region I, detected 14 out of 517 positive cases. Thanks to enhanced sur-
veillance in areas with more relaxed quarantine measures in place, Cebu City recorded 45 new cases, while
Caraga (Region XIII) confirmed 3 additional cases.
Necessary adjustments are ongoing to speed up the sharing of essential data between all relevant mobile
applications, such as COVID KAYA, FASSTER, Stay.Safe.ph, and others.

National laboratory system


There are currently 40 laboratories certified to conduct COVID-19
testing by DOH using RT-PCR technology, with latest additions: Phil-
ippine Red Cross-Port Area in NCR, and Teresita Jalandoni Provincial
Hospital Region in Silay City in Negros Occidental province in Region
VI, as well as 12 laboratories using GeneXpert with latest addition:
Mariano Marcos Memorial Hospital Batac, Ilocos Norte province in
Region I. With now 3 molecular laboratories operating in NCR, the
Philippine Red Cross (PRC) Helpline (1158) has seen a sharp increase
in the number of calls up to 200 calls day, with most callers seeking
guidance about their COVID 19 test results of COVID-19.
PRC now has 3 operating molecular laboratories in Metro Manila,
DOH with support from the private sector established the interim which tested 94,941 specimens since the start: approximately
26% of the national test output in the Philippines.
Laboratory Logistics Survey Tool to monitor the availability and con-
sumption of supplies, and equipment across all laboratories.
WHO is supporting DOH and the Research Institute for Tropical Medicine (RITM) with ongoing assess-
ments of an additional 136 public and private laboratories.

Infection prevention and control


According to DOH, there currently are 1,186 health care workers in-
fected with COVID-19, out of which 83% have mild symptoms, 17%
are asymptomatic, and less than 0.1% have severe symptoms. Out
of the accumulative total of 2,675 confirmed cases among health
care workers, 32 have died.
Through its online trainings UNICEF reached:
UNICEF delivered 150 cleaning and disinfection kits to 21 health

UNICEF is making the IPC modules available for persons with disa-
bility, including the use of sign language.

Case management and continuity of essential services


The 7th webinar in the series Stop COVID Deaths: Clinical Management Updates or-
ganised by the University of the Philippines, in partnership with the National Tele-
health Centre and the Philippine Health Insurance Corporation, to be held on 5 June
2020, is dedicated to Supportive Care for Mild Pneumonia in Community Isolation:

UNICEF, PRC and the Department of Social Welfare and Develop-


ment (DSWD) are continuing the webinar series for social workers
and community service providers: four of the five modules have
been completed, reaching 2,693 individuals with topics on MHPSS;
2,293 with GBV, 1,164 individuals with case management, and
1,772 individuals with Violence against Children (VAC) and Protec-
tion against Sexual Exploitation and Abuse (PSEA).

DOH issued the below administrative orders aimed at strengthening the implementation of Primary
Health Care through enhanced coordination between DOH, DILG and other relevant government and
non-government stakeholders, including the private sector.
1. DOH Administrative Order 2020-0024 Primary Care Policy Framework and Sectoral Strategies 22
May 2020, to strengthen coordination among different bureaus in DOH and relevant government
agencies, in particular LGUs, but also private sector, in a collective effort to ensure efficient and qual-
ity primary care
2. DOH Administrative Order 2020-0024 Guidelines on Identifying Geographically Isolated and Disad-
vantaged Areas (GIDA) and Strengthening their Health System 27 May 2020 aimed at guiding all
stakeholder in improving access to quality health care through Province-wide and City-wide Health
Systems and equitable and sustainable health financing in GIDAs
3. DOH Administrative Order 2020-0021 Guidelines on Integration of the Local Health Systems into
Province-wide and City-wide Health Systems 22 May 2020 aimed at providing the general proce-
dures and mechanisms by which LGU, national government agencies, and stakeholders can integrate
local health systems into Province-wide and City-wide Health Systems
4. DOH Administrative Order 2020-0019 Guidelines on the Service Delivery Design of Health Care Pro-
vider Networks (HCPN) 14 May 2020 aimed at setting standards of HCPN and apex hospitals to en-
sure that the continuum of care is delivered through a people-centred and integrated health system
5. DOH Administrative Order 2020-0018 Guidelines on Contracting Province-wide and City-wide
Health Systems 14 May 2020 aimed at providing guidelines and mechanisms by which the DOH con-
tracts Province-wide and City-wide Health Systems for the delivery of population-based health ser-
vices.

As of 29 May, WHO received more than US$ 667.8 million and an additional US$ 225.9 million in pledges
to its global appeal. This includes €114 million from the European Union to support 80 priority countries
with weakened health care systems and capacity including the Philippines.
The French government through its Development Agency AFD donated €2 million to fight COVID-19 in
Southeast Asia, including laboratory strengthening support for RITM.
