    A RESOLUTION ADOPTING, CONFIRMING AND APPROVING THE 2ND SUPPLEMENTAL ANNUAL


    INVESTMENT PLAN OF BARANGAY PULO, VALENZUELA CITY FOR CALENDAR YEAR (CY) 2020

    WHEREAS, ON MARCH 8, 2020, PRESIDENT RODRIGO R. DUTERTE, RECOGNIZING THAT THE


    CORONAVIRUS DISEASE 2019 (COVID-2019) PUBLIC HEALTH EVENT CONSTITUTES A THREAT
    TO PUBLIC HEALTH, AND TO PROMPT A WHOLE-OF-GOVERNMENT APPROACH IN ADDRESSING
    THE COVID-19 OUTBREAK, DECLARED A STATE OF PUBLIC HEALTH EMERGENCY THROUGHOUT
    THE ENTIRE PHILIPPINES THROUGH PROCLMATION NO. 922;

    WHEREAS, SECTION 2 OF PROCLAMATION NO. 922, SERIES OF 2020 STATES THAT ALL
    GOVERNMENT AGENCIES AND LGU’S ARE ENJOINED TO RENDER FULL ASSISTANCE AND
    COOPERATION AND MOBILIZE THE NECESSARY RESOURCES TO UNDERTAKE CRITICAL, URGENT
    AND APPROPRIATE RESPONSE AND MEASURES IN A TIMELY MANNER TO CURTAIL AND
    ELIMINATE THE COVID-19 PANDEMIC;

    WHEREAS, BY VIRTUE OF JOINT MEMORANDUM CIRCULAR NO. O1 DATED 27 MARCH 2020 OF


    THE DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT (DILG) AND DEPARTMENT OF
    BUDGET AND MANAGEMENT (DBM) PROMULGATE AN ADDITIONAL GUIDELINES ON THE
    UTILIZATION OF THE TWENTY PERCENT (20%) OF THE ANNUAL INTERNAL REVENUE
    ALLOTMENT FOR DEVELOPMENT PROJECTS IN VIEW OF THE CORONAVIRUS

    WHEREAS, IT IS IMPERATIVE AND ETHICAL TO CHANGE PRIORITIZATION OF PROGRAMS IN


    RESPONSE TO CORONAVIRUS DISEASE 2019 PANDEMIC;

    WHEREAS, PROJECTS IDENTIFIED AS PART OF THE ANNUAL INVESTMENT PLAN FOR CY 2020
    NEED TO BE AMENDED;

    NOW, THEREFORE, BE IT RESOLVED, TO ADOPT, CONFIRM, AND APPROVE THE 2 ND


    SUPPLEMENTAL ANNUAL INVESTMENT PLAN OF BARANGAY PULO, VALENZUELA CITY FOR THE
    CALENDAR YEAR (CY) 2020.
