CREATING THE BANTAY ILOG TASK FORCE OF BARANGAY BATCHELOR WEST, NATIVIDAD,
PANGASINAN
WHEREAS, the Barangay Batchelor West of the Municipality of Natividad is committed to support the
attainment of sustainable development and the provision of environment friendly place for its
populace;
WHEREAS, the waterways of Batchelor West including rivers and irrigation canals mainly from Viray
Watershed comprise a total length of 0.42;
WHEREAS, there is an urgent need to protect the Barangay River and its tributaries from
environmental degradation, mitigate destructive floods and harness it for economic development;
WHEREAS, pressing issues and concerns related to the Protection of Waterways in the Barangay
Batchelor West, Natividad, Pangasinan require management actions;
WHEREAS, there is a need to harness the support of all stakeholders - national government agencies,
local government units, local communities/indigenous people, community organization, private
entities and business groups – for the above stated reasons;
WHEREAS, A Bantay Ilog Task Force will permit the effective implementation of Municipal Ordinance
No. 7 Series of 2014 and the speedy preparation and implementation of an integrated river basin
management and development plan for the Natividad Viray River and its tributaries;
NOW THEREFORE, I, FELOMINA N. GARCIA, by virtue of the power vested in me by law hereby
creates the Bantay Ilog Task Force of the Barangay Batchelor West, Natividad, Pangasinan through
the following provisions:

1. Develop a.”Barangay Bantay Ilog Plan” which will be submitted to the Sangguniang Bayan
for adoption;
2. Provide the necessary logistic and operational support for an effective implementation of the
Bantay Ilog Plan;
3. Recommend measures and safeguard against waterways pollution and for preservation of
the natural ecosystem;
4. Identify areas within the barangay which have common waterways problems as basis for
planning local waterways management services;
5. Convene monthly meetings of the Barangay Ilog Task Force for the purpose of integrating,
synchronizing, monitoring and evaluating the development and implementation of the
Barangay Batay Ilog Plan;
6. Submit the monthly accomplishment report to the MENRO.
SECTION III. EFFECTIVITY. This Executive Order shall take effect immediately.

WHEREAS, it is the declared policy of the state to promote the ideals of good governance in all its
branches, departments, agencies, subdivisions and instrumentalities, including government-owned
and controlled corporations (GOCCs), and local government units (LGUs);
WHEREAS, to implement these ideals, all procurement by the local government unit shall be
governed by the principles of transparency, competitiveness, streamlined process and the
implementation of awarded contracts with the end in view of guaranteeing that these contracts are
awarded pursuant to Republic Act (RA) 9184 otherwise known as the Government Procurement
Reform Act (GPRA) of 2002 and its Implementing Rules and Regulation (IRR), and that all these
contracts are performed strictly according to specifications;
WHEREAS, in reference to the directive promulgated by the Department of the Interior and Local
Government (DILG), LGUs were instructed to reorganize/ reconstitute all Local Special Bodies
(LSBs) created under the Local Government Code and other national laws in order to conform with
the new set of local elected officials who are mandated to act as members of such local special
bodies.
SECTION 1: COMPOSITION
Composed of at least 5 but not more than 7 regular members of the Sangguniang Barangay,
except the Punong Barangay. Designated by the Head of the Procuring Entity or the Punong
Barangay. The Chairman and Vice-Chairman elected by and from among themselves.
SECTION 2: FUNCTIONS
1. Advertise and/or post the invitation to bid;
2. Conduct pre-procurement and pre-bid conference;
3. Determine the eligibility of prospective bidders;
4. Receive Bids;
5. Conduct the evaluation of bids;
6. Undertake the post-qualification proceedings;
7. Resolve motions for reconsideration;
8. Recommend award of contracts to the head of the procuring entity of his duly authorized
representative, provided that in the event the head of the procuring entity shat disapprove
such recommendation, such disapproval shall be based on valid reasonable grounds to be
expressed in writing, copy furnished the BAC;
9. Recommend the imposition of sanctions in accordance with article XXIII of the
Implementing Rules and Regulations (IRR) of RA 9184;
10. In proper cases, recommend to the head of the procuring entity the use of Alternative
Methods of Procurement as provided for in Rules XVI of the IRR;
11. Ensure that the procuring entity abides by the standard set forth by RA 9184 and its IRR;
12. Prepare a procurement monitoring report that shall be approved and submitted by the head
of the procuring entity to the Government Procurement Policy Board (GPPB) on a semestral
basis, which shall cover all procurement activities specified in the Annual Procurement Plan
(APP), whether on-going or completed, costing fifty million pesos (Php50,000,000.00) and
above for goods and infrastructure projects, and five million pesos (Php50,000,000.00) and
above for consulting services. The report shall also cover major activities from the holding
of the pre- procurement conference to the issuance of notice of award and the approval of
the contract, including the standard and actual time for each major procurement activity, It
shall be submitted in printed and electronic format within ten (10) working days after the
end of each semester;
13. Furnish the observers a copy of the following documents upon their request: minutes of
related proceedings of BAC meetings; abstract of bids; post-qualification summary report;
APP and related PPMP; and copies of opened proposals; and
14. Perform such other related functions as may be necessary.
