Arrival procedures

ATC Speed requirements
Approach Control Unless otherwise approved by APP, arriving aircraft must not
exceed 250kt IAS below 10,000ft within 30NM of Wellington
Airport and comply with speed requirements published on STAR
charts.
Final Approach Unless otherwise approved by ATC, aircraft must fly an
instrument approach at MAX 170kt IAS at 8NM on final and MNM
160kt IAS at 5NM on final. If unable to comply advise ATC with
preferred speed.

Interference to Wellington ILS/LOC performance


Interference to the performance of the Wellington localiser may occur when aircraft
exit the runway at the taxiway nearest the localiser aerials. When MET conditions are
at or below a ceiling of 1000ft and/or visibility of 5km, a 12NM separation will be
provided between aircraft that regularly use the full runway length for landing and
following aircraft on ILS/DME or LOC/DME approach.

Missed approach tracking by non RNAV aircraft requires use of Wellington VOR and DME,
Ident WN Freq 112.3.
If unavailable following missed approach procedures will apply to non RNAV aircraft:
ILS/DME or LOC/DME RWY 16
D Track 161° (DR), climb to 3000ft
D Expect radar control
ILS/DME or LOC/DME RWY 34
D Continue on track 341° to minimum 750ft, then direct to NL NDB
D Cross NL NDB at minimum 2000ft
D Track 335° to TY NDB, climb to 3000ft
D Expect radar control

Visual Approach Procedures


IFR aircraft (CAT A, B, C) on a visual approach or visual arrival procedure that are
unable to land are to enter the aerodrome traffic circuit unless otherwise advised by
ATC. If MET conditions are below circling for the aircraft category, and at all times for
CAT D, aircraft are to carry out the missed approach for the nominated instrument
approach on the ATIS. Exception — CAT D aircraft that wish to remain in the
aerodrome traffic circuit must request approval from ATC.

Maximum Speed on Missed Approach


Unless otherwise approved by ATC maximum speed on the missed approach is 185kt
IAS.

Protection of the Missed Approach
ENR 1.5 — Protection of Missed Approach refers. Where actual meteorological
conditions are at or above published circling minima for the aircraft category and type
of approach, ATC may protect the missed approach by requiring an arriving aircraft
to circle visually within the aerodrome traffic circuit, by day or night, provided circling
is permitted for the aircraft category and type of approach, with the following
exceptions:
D circling instructions will not be issued to Category D aircraft; and
D for Category C aircraft the MET conditions must be equal to or better than a ceiling
of 2000ft and visibility of 8km; and
D by night, circling instructions will only be issued to Category A, B and H aircraft.

This procedure will not be used by ATC when:


D MET conditions (e.g. turbulence, crosswind) are such that there is doubt an
aircraft may be able to circle visually; or
D that the pilot may be unfamiliar with the aerodrome; or
D when a pilot advises both Approach Control and Tower, each on first contact, that
they do not wish to carry out such a procedure.
Notwithstanding, aircraft unable or no longer able to carry out this procedure
must advise Approach Control or Tower immediately.

UMAGA and WITBY RNAV Holding Patterns

VOR/DME:

Derived from an Environmental Court decision dated 19 November 1997


1. GENERAL
Aircraft operations at Wellington International Airport shall normally be prohibited
between 1200 and 1800 UTC (1100 and 1700 UTC during NZDT) with the
exception that international arrivals may be permitted until 1300 UTC (1200 UTC
during NZDT).
The above restriction on hours of operation shall not apply:
(a) to aircraft landing in an emergency;
(b) to aircraft using Wellington International Airport as a planned alternate, but
which shall not take off until 1800 UTC (1700 UTC during NZDT);
(c) to emergency flights required to rescue persons from life threatening
situations or to transport patients, human vital organs or medical personnel
in a medical emergency;
(d) to the operation of unscheduled flights required to meet the needs of a
national or civil defence emergency declared under the Civil Defence Act
1983;
(e) foreign military aircraft carrying heads of state and/or senior foreign
dignitaries;
(f) in the case of disrupted flights where operations may be permitted for an
additional 30 minutes after 1200 UTC (1100 UTC during NZDT) for domestic
operations and international departures, and an additional 30 minutes after
1300 UTC (1200 UTC during NZDT) for international landings;
A disrupted flight is defined as a flight which is delayed on arrival or
departure at Wellington through unforeseen circumstances that could not
reasonably be catered for by prudent timetabling, such delay having
originated at Wellington or within the previous 4 sectors as a result of:
S weather (at origin, enroute or destination causing cancellations,
diversions, delays, missed approaches or holding)
S Air Traffic Control (congestion, start delays, enroute holding or approach
delays)
S closure of a departure or destination aerodrome
S diversion for in-flight medical condition or flight safety reason to another
aerodrome other than the flight planned aerodrome
S aircraft unserviceability (e.g. mechanical breakdown)
S the aircraft being required to wait for crew from a flight delayed as a
result of any of the above
Note:
S an aircraft which has been substituted for an aircraft delayed as a result
of any of the above also comes within the definition of a disrupted flight
S an aircraft may not depart Wellington after midnight and before 0600 HR
(local) to act as a substitute aircraft for another that has become
unserviceable at a location other than Wellington
(g) in statutory holiday periods when operations may be permitted for an
additional 1 hour beyond the disrupted schedule allowance;

2. Non chapter 3 jet aircraft operations shall normally be prohibited except:


S in the event of unscheduled non-serviceability when substitute aircraft
meeting chapter 2 may be used for the period of the non-serviceability
S to aircraft using Wellington International Airport as a planned alternate but
which shall not take off until 1800 UTC (1700 UTC during NZDT)
S in the event of emergencies
S to military aircraft, which have their own noise emissions quota
3. REQUESTS FOR ONE-OFF EXEMPTIONS
The authority to grant any exemptions rests with the Wellington City Council
pursuant to the Resource Management Act 1991.
As a general rule, exemptions will not be contemplated unless:
S adequate time has been given for full consultation and decision to be made
within the terms and provisions of the Wellington District Plan
S circumstances are unusual, compelling and are unlikely to be repeated and
the environment effect of the aircraft movement is minor
Enquiries in the first instance should be directed to Manager, Airside Operations

4. FLIGHT OPERATION PROCEDURES


No aircraft shall be flown over the noise abatement area (refer Wellington Noise
Abatement Chart) at an altitude lower than that required by Civil Aviation Rules
Part 91 (generally 1000ft AGL for flight over a populous area) or 1500ft,
whichever is the higher.
This limit shall not apply:
S to aircraft on approach to land from the airport holding pattern
S to aircraft conducting operations within the built-up area as approved by the
Director
S to aircraft north of a line joining Point Gordon and Shelly Bay, approaching
to land on RWY 16
S to aircraft operating in accordance with promulgated IFR procedures
S to helicopters conducting emergency flights
5. Aircraft joining the standard aerodrome traffic circuit pattern shall maintain a
distance of not less than 0.5NM from the Miramar peninsula as depicted on the
Wellington Noise Abatement (1) Chart.

6. Runway 34
Aircraft taking off VFR are required to track up the centre of Evans Bay. In
conditions of turbulence, aircraft may track along the western side of Miramar
peninsula adjacent to the Evans Bay coastline, that is west of a line passing
through the WIAL building and Mt Crawford Prison, extended to the shoreline
slightly east of Point Halswell.
The minimum altitudes for turns from these tracks are:
S to the west at 1500ft AMSL, continuing to climb to achieve at least 1000ft AGL
S to the east at 1000ft AMSL, provided the climb is continued to not less than
1500ft AMSL
7. Runway 16
Aircraft cleared by ATC to join right base from over the city must, in addition to
4 above, maintain a distance of not less than 0.5NM north of Point Jerningham.
Aircraft joining or departing via the aerodrome traffic circuit at altitudes of less
than 1500ft AMSL must maintain a distance of not less than 0.5NM from the
Miramar peninsula, as depicted on the Wellington Noise Abatement Chart.
The noise abatement requirements do not apply to aircraft conducting operations
within the built-up area as approved by the Director.

On receipt of clearance, follow assigned procedures or instructions.
If a higher altitude than those shown in the procedures below is required, call Wellington
Tower as early as possible before the CTR/C boundary.
Altitude, routing and reporting instructions may be varied by Wellington Tower.

Arrival Procedures:
If a clearance is not available remain outside Wellington CTR/D and proceed to
alternative aerodrome.

otherwise instructed.
Report approaching Island Bay for joining instructions.
If joining instructions are not issued — hold west of Island Bay.

Station.
 Eastbourne ARR Enter and track via Eastbourne Sector at 1500ft or below unless
otherwise instructed.

 Pencarrow ARR Enter and track via Pencarrow Sector at 1500ft or below unless
otherwise instructed.
Report approaching Pencarrow for joining instructions.

Loss of communications procedures for VFR flights within the Wellington


CTR/C
S Outside the Wellington CTR/C — remain clear and proceed to an
alternative aerodrome. Squawk 7600. Report arrival to Flight
Information.
S Within Wellington CTR/C — if not issued with circuit joining instructions
then vacate the CTR/C via the sector which the aircraft entered.
Squawk 7600. When clear of the control zone proceed to an
alternative aerodrome. Report arrival to Flight Information.
S Within the Wellington CTR/C — and issued with circuit joining
instructions, or in case of emergency or through stress of weather:
a) if operating east of instrument sector, Squawk 7600, descend to not
above 1000ft, proceed to mid-downwind position, observe and follow
light signals from the Tower. If lights not observed, carry out three (3)
orbits downwind and then continue in the circuit for the RWY in use.
b) if operating west of instrument sector, Squawk 7600, proceed to the
Airport Holding Pattern at 1500ft, observe and follow light signals from
the Tower. If lights not observed, carry out three (3) orbits of the
holding pattern and then join base leg for the RWY in use.
If weather conditions prevent the use of the Airport Holding Pattern at
1500ft, make three orbits west of ISLAND BAY, then join left base for
RWY 34, or cross the extended centreline and join left-hand downwind
for RWY 16.
NOTE: When entering the instrument sector exercise extreme caution
and lookout when crossing the extended RWY centreline.

Departing Aircraft — IFR


S Contact DELIVERY up to a maximum of 15 minutes prior to start for route
clearance, advising stand number or location on aerodrome. ALL flights pass
requested level, domestic flights pass alternate. Clearance will be issued within
2 minutes.
S When ready to start contact GROUND, request pushback if necessary. Any air
traffic delay will be advised at this time. ATC expect the aircraft to commence start
within 1 minute of start approval.
S All pushbacks to be carried out in accordance with the approved procedures
published by WIAL. Copies of these procedures have been provided to ATC and
all scheduled operators. Anyone else requiring a copy may request one from
Airside Operations WIAL.
S Request taxi clearance from GROUND before departing stand.
S All aircraft should be ready for take-off on reaching the holding point.
S Aircraft from Eastern Apron contact TOWER when passing B5 for RWY 16 or when
passing B9 for RWY 34. If from Western Apron contact TOWER when instructed.

Departing Aircraft — VFR


S Prior to start-up for departure submit a local VFR Flight Notification via IFIS to
provide flight details to Wellington Tower.
S Contact DELIVERY advising stand number or location on the aerodrome, receipt
of ATIS and request departure clearance.
S When ready to start contact GROUND; any air traffic delay will be advised at this
time.
S All pushbacks to be carried out in accordance with the approved procedures
published by WIAL. Copies of these procedures have been provided to ATC and
all scheduled operators. Anyone else requiring a copy may request one from
Airside Operations WIAL.
S Request taxi clearance (traffic information is provided on the Western Apron) from
GROUND before departing stand, or moving from current location.
S Contact TOWER when instructed.
S Alternative departure instructions may be issued by TOWER.

Arriving Aircraft — IFR and VFR


S Arriving aircraft for the Eastern Apron to arrange flight to vacate runway at A7 or
south of when landing RWY 16, or A5 or north of when landing RWY 34.
S When instructed by TOWER contact GROUND advising intended stand number or
location on aerodrome.
S Ensure well clear of runway if required to stop on vacating.
S Taxi as instructed by ATC.
S Remain on GROUND frequency until established on stand, or closing down.

Restrictions and hazards


S Grass areas are not available for any aircraft use. All operations are to be
confined to runways, taxiways and apron areas.
S B767 aircraft or larger use TWY A1 and A11 only. Use of TWY A2 restricted to
vacating RWY 16 only. Use of TWY A9 and A10 restricted to vacating RWY 34
only. TWY A3 to A8 not available.
S Simultaneous runway and taxiway operations by aircraft with wingspan greater
than 60m not permitted.
S A vehicle traffic roadway is marked on the apron by solid and broken white
lines. Taxiing aircraft have right of way over all vehicles. When responding to
an emergency, emergency service vehicles shall advise ATC to request priority
over aircraft movements and will display red and/or blue flashing lights.
S WESTERN APRON — Pilots of aircraft with low propeller clearance are to
exercise caution when transiting the Western Apron.
S Under the Apron Management System, pedestrian movement on the eastern
apron is restricted to the aircraft stands or the apron road. No direct
pedestrian/passenger movement between Terminal and Stands 1–3 permitted
— use of approved airside vehicles required. Contact the Airside Operations
Co-ordinator, Tel (04) 385 5164, for pedestrian access to other areas.

Stand 23 Procedures
Aircraft stands 22 and 24 are closed when aircraft are parked on stand 23.
Stand 23 available with prior approval from WIAL Airside Operations. Contact
WIAL Airside Operations Co-ordinator on Tel (04) 385 5164 48HR prior to arrival.

Scheduled operations
S Request stand allocation 15 minutes prior to ETA.
Domestic itinerant operations
S Itinerant operations on the eastern apron are restricted to the pick-up and
set-down of passengers and require prior approval of WIAL Airside Operations.

The Aircraft Nose In Guidance System (NIGS) is installed on stands 23, 24 and 26.
The system is manually programmed from an operators panel prior to the aircraft
arrival. After a successful self-test, the NIGS is in active mode and is looking for an
aircraft. The chevrons scroll in the display unit. Once the NIGS captures the incoming
aircraft, it provides the pilots with azimuth guidance and closing rate information to
their designated stop positions. When the aircraft reaches the stop position, the
display unit shows STOP with two red blocks.
System operation is as follows:

Check that the correct aircraft type is displayed.


The scrolling arrows indicate that the system is
activated.
Follow the lead in line.
When the solid yellow stopping position indicator
appears, the aircraft has been caught by the the
scanning unit. The scanning unit now checks that
the aircraft is the correct type and the display
provides azimuth guidance information.

Look for the flashing red arrow and solid yellow


arrow which provide azimuth guidance information.
The flashing red arrow shows which direction to
steer, while solid yellow arrow gives an indication
of how far the aircraft is off of the centreline.

When the aircraft is 12m from the stop position,

If the aircraft stops in the correct position, “OK”


will be displayed after a few seconds.
If the aircraft has gone past the correct stop
position, the display will show “TOO FAR”.

The aircraft type must be verified at least 12m


before the correct stop position. If this does not
occur, the system displays “STOP” with two red
rectangular fields being lit in the azimuth guidance
area of the display. While the aircraft is stopped,
the system will attempt to verify it. If successful,
the docking procedure will continue. If an
unverified object is found in the scanning area
during docking, the system will show “WAIT”.
When the object has disappeared, the procedure
will be resumed.

For VFR flights departing Wellington INTL Airport and leaving the Wellington
CTR/C.

General:
Listen to ATIS for conditions at Wellington Airport.
Prior to start-up for departure submit a local VFR Flight Notification via IFIS to provide
flight details to Wellington Tower.
If a higher altitude than those shown on the procedures below (including entry into
Wellington CTA/C) is required advise Tower at this time.
Wellington Tower will issue departure procedure or instructions as applicable.
Altitude and routing instructions may be varied by Wellington Tower.

Departure Procedures:
After take-off follow clearance.

 34 Sinclair DEP At 1500ft turn LEFT, leave control zone via Island Bay and
Sinclair Sector at 1500ft or below unless otherwise
instructed.
 34 Eastbourne DEP At 1000ft turn RIGHT, track via Ward Island then leave
control zone via Eastbourne Sector (remaining east of
Somes Island) at 1500ft or below unless otherwise
instructed.
 34 Pencarrow DEP At 1000ft turn RIGHT, track via Harbour Entrance then
leave control zone via Pencarrow Sector at 1500ft or below
unless otherwise instructed.
 16 Sinclair DEP Turn RIGHT, leave control zone via Sinclair Sector at
1500ft or below unless otherwise instructed.
 16 Eastbourne DEP Turn LEFT, track via Harbour Entrance then leave control
zone via Eastbourne Sector (remaining east of Ward
Island and Somes Island) at 1500ft or below unless
otherwise instructed.
 16 Pencarrow DEP Turn LEFT, track via Harbour Entrance then leave control
zone via Pencarrow Sector at 1500ft or below unless
otherwise instructed.
N.B. Clearance to operate within the Hutt Sector 1500ft and below is only required at
night.

Communications Failure:
Vacate the Wellington CTR/C via the assigned procedure. Squawk 7600.
If operating within the Wellington CTA/C descend clear of controlled airspace as soon as
possible.
