The Contractor shall make arrangement for Construction Power at the site at his own cost.
The Contractor shall arrange for bore well/s at suitable location/s away from the plant area and
arrange for the water requirement by transportation to the Project site at his own cost.
Labour Engagement
The Contractor shall be responsible to provide all wages and allied benefits to his labours
engaged for execution of the project work.
The Contractor shall remain liable to the authorities concerned for compliance of the respective
existing rules and regulations of the government of Assam & government of India and adhere to
any special territorial authority rules as notified from time to time and shall remain liable for any
contravention thereof.
The Contractor shall maintain a register of minimum wages according to the labour act in Assam,
and also maintain a register of attendance and labour wages sheet on site.
Labour camp to be kept outside the boundary limits of the plant area.
Local Labour to be given preference for any semi-skilled and unskilled labour requirements.
The Contractor shall procure all necessary material required for the project work and arrange to
store the material properly within the site area or nearby to the site area at his own risk.
Test certificate in accordance with the specifications are to be furnished by the Contractor to
Enerparc for approval at site in respect of the materials procured by the Contractor.
Module Mounting Structure (MMS) Contractor should Cooperate with other Contractors of AC /
DC cabling works on Interdependence with other works including DC/AC Trenching as it is
planned to be done right after the column post installation.
Site certifications for GRNs and Packing list. Along with site certifications, Invoice needs to be
shared via mail and hard copies to be submitted immediately without any delay.
The contractor is advised to visit the site of the project and its surroundings and obtain for
himself, on his own responsibility, all information that may be necessary for work planning and
other infrastructure needs before entering into contract(s).
The following trainings are to be imparted to the labourers by the contractor through his Site

Details of manpower:
As per Assam minimum wages act, salary is to be provided for all the labours.
Salary to be provided either through Bank or Cheque. Not by Direct Cash as per Act 2017.
All contractors must take contract labour licence and ensure all their sub-contractors to
have valid labour licence to work in Assam State.
PF, ESI to be paid to all labour working on site by all the contractors.

The below list of documents are required as compliance to clear for payment of all Civil and
Services Invoices:
All the compliance documents should submit to Enerparc as hard copy with contractor / sub
contractor seal / stamp and signed on weekly/ monthly basis / billing cycle basis.
Annexure – 3:
The Following are Requirements from the MMS Contractor and his Sub-contractors at Site.
Machinery
Self-loading concrete machines of 4 m3 capacity – 4 no’s
M25 Concrete Design mix report along with cube testing lab equipment on site.
Auger machine / tractor mounted augers for pile drilling – 6 no’s
Alignment Templates for structure – for 20 complete tables at one go.
Forklifts & tractor mounted lifts for module movement and erection – 3 nos.
Torque Wrench sets of required numbers for fixing nuts & bolts – 4 complete tables
at one go
Concrete cube testing lab with Cube Tester, slump cone, aggregate testing machine
equipment to be established at site.
Manpower of required number to complete the job on time. (contractor to submit
mobilization plan for our approval).
MMS Prototype assembly to be demonstrated at factory for approval from Azure
Power.
Compliance of all ASSAM RTA (Road Transport) Laws for machinery deployed at site.
Mandatory submission of ESI & PF for all employees on site and to be further
submitted to principal employer
Mandatory enforcement of ID card with photo for entry and exit to work site.
Deployed machinery if broken down should be removed from the site area
immediately.
Drivers should adhere to all safety precautions while driving inside the plant area.
NO LABOUR CAMPS ARE PERMITTED INSIDE THE WORK AREA. TO BE STRICTLY
ENFORCED AT SITE.
ANY LABOUR CAMPS SHOULD BE OUTSIDE THE VISIBILITY AREA AWAY FROM THE
PROJECT SITE.
