General:

present decade.

As of January 2018, some 45,000 migrants are stranded in Greece, housed in camps across the country as well
as in apartments rented by humanitarian agencies. The Red Cross is now prioritising long-term, sustainable
solutions for migrants and refugees living in the mainland by prioritising the provision of cash support as well
as support to health, psychosocial support, social inclusion and integration services

Job Purpose:

Job Advertisement).

The Project Officers are line managed by the Deputy Team Leader (DTL). The position holder will facilitate
successfully the plan and the tasks assigned from DTL in the field. The Project Officer will act as Field Team
Leader and will report to DTL. She/ He is responsible to manage and assign clear tasks to Cash Officers and HRC
volunteers. She /He will train the volunteers in different CTP processes and explain to them in a detailed way
the program.

The Project Officer has to maintain good level of teamwork and morale of the team members, ensure the safety
and security of the team members. Being in this position She/he will keep DTL informed of team location and
report/communicate any problems and constraints to DTL and when needed to the Team Leader (TL).

The Project Officer has to ensure immediate contact and good level of cooperation and coordination with DTL
and TL. Participate actively in initial training sessions and expand her/his knowledge regarding CTP activities.

At the field level, She/he will implement in a professional and accurate way the activities (info sessions, help
desk service, certification and distribution processes) assigned by DTL, will conduct spot-checks during field data
collection or during the process of remote certification. She/he will act as Field Security Focal Point and will be
in charge of team vehicle and driver. She/he will carry out field assessments, ensure validity of collected
information and propose possible improvements. She/ He will be in position to explain the project’s activities

and objectives to partners and the population and be able to communicate in an excellent manner, with
professionalism and respect with the beneficiaries’ communities.

Job Duties and Responsibilities:


Implementation

• Act as Field Team Leader and lead the CTP Officers and HRC volunteers in the field activity
• Implement the scheduled activities in an accurate and professional manner in different regions with
possibility short overnight stays
• Inform and keep aware the Deputy Team Leader of any changes or updates during the field visits
• Maintain the cooperation and the teamwork among the team
• Coach and supervise the HRC volunteers used in the CTP program
• Ensure that volunteer check-in procedures are followed and records of volunteer hours are maintained
according to established procedures
• Ensure that volunteers receive the appropriate level updated eligibility for cash program through the
Team Leader.
• Conduct enrolment and distribution of cards for new beneficiaries following program eligibility guidelines;
including checking validity of ID documents, confirming official registration on site and visually checking
beneficiaries by the enrolment deadline each month.
• Regularly update data regarding personal details, family size, contact information, etc via database
ProGresV4
• Certify beneficiaries in ProGresV4 database and collect signatures based on the eligibility criteria
• Ensure correct case management of beneficiaries who no longer meet eligibility criteria (removal from
IFRC data and report IM officer with those cases)
• Provide daily feedback to the TL & Deputy TL regarding any challenges faced during working hours both in
Site or Urban context
• Report back appropriately on any issues encountered during enrolment to IM Officers

Communication with communities


• Conduct HelpDesk activity in the field based on the schedule. Inform beneficiaries of the existence of GCA
Hotline service, in order to address problems, issues, questions
• Record all complains via tablet using CommCare platform and ensure regular follow up of all unresolved
cases.
• Conduct regular information sessions with new cardholders on the use of the debit cards
• Conduct info sessions on topics as required such as providing updated information on processes with
community leaders and information to POCs individuals –groups.
• Organize meetings with the community, in order to have the chance to ask questions to IFRC cash team
and seek information about the program

Coordination

• Provide information regarding the new procedures and plans to SMS, site authorities, and other relevant
actors
• Liaise with site management support actor on any cases requiring follow up
• Proactively coordinate referrals for beneficiaries between UNHCR Protection unit, or other actors as
needed
• Maintain working relationship with other NGO actors in the field in order to refer beneficiaries as needed

Security

• Act as Security Focal Point in the field for the team, responsible for the security of the field team (IFRC and
HRC)

Other
The CTP Project Officer are expected to be on call, work on weekends or difficult hours on an ad-hoc and/or
Emergency basis.

• Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Qualifications and Work Experience:

• University degree in relevant field will be preferred


• Ability to understand and adapt to communities with complex Socio-Cultural backgrounds
• Experience working with Refugees on the move
• Very good Computer skills (windows, word processing, PowerPoint, spreadsheets)
• Experience as part of the CTP officers team for a minimum of 6 months is required
• Good organizational skills, ability to work under pressure while respecting deadlines.
• Good interpersonal and management skills
• Very good English and Beneficiary Language skills (Faris, Arabic), Greek Language will be an asset
