OFFICE OF THE SCHOOL GOVERNING COUNCIL

A RESOLUTION ON THE IMPLEMENTATION OF THE SIX HOUR TEACHING LOAD AMONG THE
TEACHING PERSONNEL OF PAGALANGGANG NATIONAL HIGH SCHOOL

KNOW ALL MEN BY THESE PRESENTS:

WHEREAS, the Magna Carta for Public School Teachers (RA 4670), Article III, Section 13,
states that any teacher engaged in actual classroom instruction shall not be required to render more
than six hours of actual classroom teaching a day, which shall be so scheduled so as to give him time
for the preparation and correction of exercises and other work incidental to his normal teaching duties;

WHEREAS, the Civil Service Commission (CSC), released CSC Resolution 080096 which
resolves that public school teachers are not exempt from the eight (8) hours of work provided for in RA
1880 and what is limited to six (6) hours as provided for in RA 4670 is only the work hours devoted to
actual classroom teaching. It further resolves that the remaining two (2) hours work that complete the
public school teachers’ required 8-hour work day may be spent within or outside the school premises,
provided that the Secretary of the Department of Education shall provide for pertinent guidelines
therein;

WHEREAS, the Department of Education released Guidelines for the Implementation of CSC
Resolution No. 080096 on Working Hours for Public School through DepEd Memorandum No. 291, s.
2008 to wit:

a. Public school teachers shall render at most Six (6) hours of actual classroom teaching a day,
except when undertaking academic activities that require their presence outside the school
premises;

b. School heads shall assign teaching loads to public school teachers to fully utilize the six (6)
hour classroom teaching, i.e. six teaching loads at one hour per teaching load, with due regard
for possible teaching intervals. All advisorship and/or special assignments for the entire school
year combined shall be considered as one teaching load;

c. A teacher with less than six (6) hours of actual classroom teaching shall render remaining
hours of appropriate teaching-related activities and duties within the school premises to comply
with the six-hour teaching load and the remaining engaging in the following teaching-related
activities and duties;

 Preparation of lesson plans, action/work plans, instructional material


evaluation/ assessment tools/rubrics;
 Preparation and checking of exercises; recording of academic performance results and
classroom accomplishments;
 conduct of research;
 attendance to seminars, workshops and similar programs;
 counseling, mentoring, coaching of students including home visits;
 consultations and conferences with parents;
 performance of coordination activities and duly recognized community social services;
 participation in the maintenance and improvement of school facilities and equipment; and
 other activities identified in the specific guidelines

d. A teacher with six (6) hours of actual classroom teaching shall render remaining two (2) hours of
appropriate teaching-related activities and duties shall be rendered within or outside the school
to comply with the eight-hour workday by engaging in the teaching-related activities and duties
enumerated in Section c.

WHEREAS, the Department of Education released an addendum to DepEd Memorandum No.


291 s. 2008 (Guidelines for the Implementation of CSC Resolution No. 080096 on Working Hours for
Public School Teachers), in view of requests for clarifications as to the implementation of the provisions
of said Memorandum and reports of non-compliance or different interpretations at the school level as to
its correct application. The following additional guidelines/clarifications were promulgated:

a. The six (6) hours of actual classroom teaching shall cover the full teaching load of a teacher
as indicated in the class program for SY 2018-2019 and the succeeding years. Teaching loads
including advisorship and/or special assignments for the entire school year combined shall be
considered as one teaching load;
b. The time interval between actual classroom teaching shall be counted as part of the two (2)
hours spent for teaching-related activities except lunch breaks and recess periods.
c. Teachers who have rendered the six (6) hours of actual classroom teaching duly reflected in
their daily time cards shall be deemed to have completed the required daily working hours and
must not be declared to have incurred undertime in the report of attendance and must not be
subjected to salary deductions by the concerned payroll services unit;

IN VIEW OF THE FOREGOING, the School Governing Council of PAGALANGGANG


NATIONAL HIGH SCHOOL pray for the implementation of the 2-hour teaching related activities to be
spent within or outside the school premises, whichever the teacher so decides.

NOW THEREFORE, that the teachers who choose to spend the 2-hours outside the school
campus be allowed to log-out from the biometrics upon completion of the six(6) hour teaching load.
However, for the purpose of implementing programs on improving pupil’s performance such as but not
limited to school remedial reading interventions, the school head and teachers agreed to spend the said
two (2) hours or a portion thereof for the implementation of approved programs, projects or activities
pertaining to learner’s development until its completion or attainment of the goal/s or whichever comes
first.

RESOLVED as it is resolved by this governing body that the implementation of the six (6) hour
work load for the teaching personnel of PAGALANGGANG NATIONAL HIGH SCHOOL take effect
upon approval of this resolution and send a copy to the Schools Division Office of Bataan and Civil
Service Commission for their information and guidance.

Adopted this 14th day of December , 2018 in PAGALANGGANG NATIONAL HIGH SCHOOL,
Dinalupihan, Bataan, by the affirmative undersigned of the School Governing Council members.
