    The Accounts officer (IA), JdvvNL, Jodhpur apprised to the committee about the
    rules goveming the provisions of MACP. In this regard, Notification No. F.lS(I)FD/ Rules/
    2017 Pt. dated 06th oct., 23 issued by the Finance Department @ules Division), Govt. of
    Raj., Jaipur was put up before the committee for examining the case of MACp to the
    Diploma Holder Engineers.

    Rule 14 (3) was examined by the committee which stipulates about IInd MACP to the
    employees as under

    3 (ii) The second MACP, wherever admissible, in terms of these rules to employees of
    class-IV/Ministerial/subordinate service, shall be the Pay Level of the second promotion
    post available to that employee in the same service/cadre;

    Iurther provisio to rule 3 (ii) stipulates as under.

    "provided that in case the second promotion, post available in the same seryice/
    cadre carries a Pay Level higher than the Pay Level L-14 or there is no second promotion
    post iti the same service/ cadre or the employee does not possess academic qualifications
    prescribed for promotion or in respect of the isolated posts, the second MACP shall be the
    Pay Level corresponding to his Pay Level of the post held or the ACP, as specified in sub-
    rule (5);'
    The committee discussed the matter in detail and observed that IInd MACP will be
    granted to the Diploma Holder Engineers as per provisions of Rule 14 (3) (ii) read with
    provisio appended thereunder of the MACP Notification dated 6s Oct., 23 which prescribes
    that in case of persons not holding the academic qualification prescribed for promotion i.e;
    12 years services as Assistant Engineer, IInd MACP shall be the Pay Level corresponding to
    his Pay Level of the post held or the ACP as specified in sub rule 5. Sub-rule 5 stipulates pay
    level L-15. Therefore, the Diploma Holder Engineers will be granted MACP in Pay Level of
    L-15 i.e. Grade Pay ofRs. 6,000/-
