Logistic Coordinator (Head of Logistics).

Duties and responsibilities.

Technical guidance to country within portfolio.

Responsible for providing technical guidance and support to country mission within
assigned portfolio; plan regular visits to the field sites in coordination with the
Country Director and Regional Logistics Coordinator.
Provide technical support in the implementation of logistics operations, reporting,
and ensuring compliance with IMC policies and procedures, donor regulations and
local laws.
Coordinate with Country level, Regional Logistics coordinator and HQ logistics/
finance, Audit and Operation personnel to anticipate/identify gaps, bottlenecks, risks
and lead in the development of improvement plans
Provide advice on technical related logistics procedures and guidelines to senior
country management team with the aim at delivering projects in timeliest and
effective manner.
Provide support to the senior country management team in implementing logistics
related corrective measures highlighted during audits; Internal / external Audit
(Finance, Operations, Technical Unit). Build capacity of relevant logistics staff to
implement those corrective measures.

Logistics support to specific operations

Conduct assessments, support start up or closure of country programs or project
sites ensuring implementation of standard Logistics processes and minimization of
financial liabilities.
Provide backup support and trouble shoot logistics issues for various International
Medical Corps projects upon request from program department and in coordination
with the Regional Logistics Coordinator and Country Director.
Participate in the preparation of project proposals, provide technical input on supply
chain, appropriate staffing structure and procurement planning. Assist in
subsequent pipeline execution, as appropriate.
Take lead role in matters pertaining to logistics planning, international and local
procurement, tendering, contracting, commodities tracking, import, warehousing,
transport (international and in-country), vehicle fleet management, asset
management and goods prepositioning for distribution.
Logistic support to Emergency Response Operations:
 Take active role in International Medical Corps Emergency Responses in assigned
role. Remain flexible to answer/re-deploy in timely fashion.
Undertake thorough assessments of infrastructure and logistics parameters in
emergency situations (airports, trucking fleets, warehousing, access routes etc.) to
enable operation take logistics-informed decisions. Monitor and report any relevant
changes in post-emergency period that may influence intervention strategies.
Manage the supply chain on medical, non-food, food and other commodities as well
as information management (incoming pipelines, stock reports, and commodities
movement report) to ensure program staff remains well-informed and well-prepared
for incoming pipeline and related schedule.
Manage all commodity movements, including secure warehousing, inventories,
delivery and distribution facilitation supported with appropriate evidences and
reports on commodity movements, identify and overcome bottlenecks to ensure
uninterrupted supply of emergency relief operations.
Human Resources
In close collaboration with Country Director, take active role in developing country
logistics HR strategies and organizational structures in line with recommended
structures.
Support recruitment, induction and performance management of senior country
logistics personnel and maintain open lines of communications with all field staff.

Compliance & best practices
Committed to fraud detection, risk reduction and fraud reporting, ensure compliance
with IMC policies and procedures, donor regulations and local laws.
Ensure that the procurement and disposal of equipment and supplies, especially
those subject to US Export Compliance regulations, are in line with applicable

Manager/Acting Filed Coordinator (Team Leader).

Duties and responsibilities.

Coordination of program logistics to implement the country logistics policies and

procedures for the management of the supply chain, including procurement,
transport and distribution, warehousing and stock management, management of
vehicle fleets, communication systems, and assets
Provide support to senior staff on areas relating to budgets, technical aspects of the
program, and implementation mechanisms as required and subsequent capacity
building through mentoring and coaching and training as required to all Logistics,
Warehouse staff and drivers.
Evaluate current stock management processes especially against International
Medical Corps in line with standards, undertake documented warehouse inspection
and draft recommendation plan including costing, coordinate with country
management for funding and immediate implementation of required adjustments.
Assist in-country team in the pre-qualification of (1) Pharmaceutical and (2)
Medical/Laboratory consumables and equipment suppliers on the national market;
Evaluate the implementation of new Quality Assurance and Quality Control
methodology.
Working closely with implementing partners, the County Health Team (CHT) and
Ministry of Health (MOH) to design and oversee the implementation of scalable
program, logistics and supply chain solutions necessary to support Liberias CHTs
projects.
Decommissioned all Ebola treatment Centres (ETUs) previously IMC run and
handover to CHT.
Draft plan and initiate distributions exercises of drugs and medical supplies and
medical equipment to MoH through CHT and to work with MOH officials and their
partners to plan for the inclusion of commodities, supplies, and equipment needs of
the national CHT in county quantifications and forecasts and their distribution plans.
Assess needs and propose recommendations for CHT facilities, at community in
relation of supply chain management, fleet management, maintenance, and
transportation/emergency preparedness and response support.

Logistics Operations, provide technical oversight supervision and input to manage
staff support to delivery of best practices in procurement, fleet management,
warehousing and all logistics support systems according to IMC Logistics policies
and procedures.
Plan, support and give advice to those making a procurement request, then process
and manage the procurement process (either locally or internationally) in
accordance with IMC policies and procedures, in a transparent, accountable,
efficient and cost effective manner.
Ensure that local market surveys are regularly carried out, to ensure a full
 knowledge of the availability and price of local items.
Manage and capture of pipeline information in regards to supply chain by ensuring
that Program staffs are well-informed, prepared for incoming goods/materiel and
support Program staff to verify that distribution has occurred according to the
intentions and plans for the respective project.
Assist with the management of all matters logistics relating to transport and fuel
management, to ensure that vehicles are insured, asset managed correctly, being

Drought Response Horn of Africa (Dadaab).

Duties and Responsibilities:

Responsible for all tasks related to supply chain; procurement, warehousing, assets
and IT equipment, Fleet management/Transport, distribution in Nairobi offices and
field offices.
Working very closely with the Logistics& Procurement Nairobi team in providing
technical capacity across the programme to support the implementation of WASH
and rehabilitation projects for the influx of Refugees from Somalia to Dadaab
refugee camp.
Taking lead in all aspect of constructional work, maintenance. Office set up,
warehouse and stores for emergency kits and WASHE equipments.
Ensure transparency and accountability in all procurement and logistics activities,
appropriate documentation on the logistics operations in the system
Ensure that all procurement procedures and documentation are according to Oxfam
standards and guideline.
In charge of transport and fleet management, i.e. fuel consumption, trip journey
