jongolei and greater Pibor area . I hold a bachelor degree in public health from Makerere
university school of public health - MUK 2013). Majoring in epidemiology and applied by statistic
and post graduate studies in special needs education With over seven(7) years’ experience in M&E
program design and implementation, strategic planning and working with the multi Donors I have
grown into an ardent and organized individual with exceptional follow - through abilities and
comprehensive knowledge and understanding of Project planning , Monitoring and Evaluation , and
above I have the skills to manage the dynamic consortium Team and delivering of high quality
programming skills ,program operational activities and using statistical software like SSPS ,EPI
Info and STATA , Because of the Personal and Professional abilities as reflected in my resume, I

EVALUATION/QUALITY ASSURANCE CONSULTANT FOR OFDA PROJECT JONGOLEI

Roles and Responsibilities

Scope of Role:

The main purpose of this role is to lead on ensuring the quality and accountability of our work,
bringing immediate and lasting changes in the lives of refugees.
As the Monitoring and Evaluation /Quality Assurance Manager I brought significant experience
and fresh ideas to lead on M&E system implementation, review and evaluations, M&E budgeting,
recruitment, as well as support to proposal writing and log frame development. I am ensuring that
all CRS projects are supported to ensure quality, effectiveness and appropriateness of its
programmes. I have always made it key and ensured lessons learned captured and the information
communicated in various capacities to improve on-going and future programming, I am directly
responsible for guiding CRS teams to maintain an effective monitoring system across all sectors,
including the use of beneficiary feedback data, to assure the quality of interventions. I am the
lead person on building capacity of staff on M&E but particularly on accountability and
participation,with a specific focus on children.
Ultimately, I am responsible for ensuring that the programme has evidence-based knowledge to
inform the direction of the programme from assessment and regular programme monitoring
documents. Special attention is paid to the positive and negative impact that interventions have in
communities, marginalized and disabled persons.
Key Areas of Accountability:
System Design and Promoting M&E
• Leading on the development and oversee the roll-out of an organizational M&E system
(emergency & development), ensuring accountability to donors and beneficiaries
• Promoting all aspects of M&E to support the creation of an organizational culture which
prioritizes quality programming, and building strong relationships with colleagues and
provide support as required to ensure M&E system is understood and supported at field
and Syria Response office level
• Working closely with the programme teams to ensure that M&E becomes an integral
element of project implementation leading to enhanced quality, accountability,
management and impact. This may include the establishment of a Technical Working
Group.
Staff Management, Mentorship, and Development

• Heading up the M&E CRS team in the Humanitarian Response programme, forming a
solid team identity within the organization and creating cohesion between team members
working in different geographic areas and overseeing the recruitment of appropriate M&E
staffing in CRS
• Managing the M&E team to ensure that the M&E system operates effectively with the
support and resources required and that there are clear links and reporting lines between
field and CO level and between M&E and other NES departments.
• Supporting the M&E team progress on specific projects, providing management oversight
on progress and problem-solving in case of challenges.
• Defining expectations, provide leadership and technical support as needed so that M&E
staff are able to perform their roles as required
• Managing the performance of direct reports in the M&E unit through performance
management, coaching, mentoring, training and development.
• At the organizational level, advise and manage a M&E training programme with the goal
of increasing capacity and awareness of M&E for all staff. Assess training needs and
engage M&E team staff to roll-out the training programme.
Internal Reporting
• Responsible to ensuring that the organization delivers on all internal M&E requirements
in emergency and development programmes in a timely manner and with high quality
information, including reporting on CRS Regional indicators and quarterly reports, total
direct and indirect reach data.
• Identifying and introduces new elements (systems, tools, processes) required under the
M&E system and project manages development by M&E team members
• Receiving regular field monitoring and accountability reports from M&E Coordinators
and circulate to the country office teams, ensuring that action plans are included and
followed up and that SMT reviews reports regularly
appropriate consequences when results are not achieved.
