1 General
CONTRACTOR has developed this construction plan on its experience in construction of various
gas plants and pipelines in recent years.
CONTRACTOR considers the following as key elements to the success of the project and has as
such taken account of these factors in the construction plan.

Minimum Schedule
The importance of this project to the national economy of Nigeria cannot be overemphasized.
Accordingly overall construction schedule is prepared for the earliest possible completion and
operation of the facility.

Minimum Cost
Construction cost is typically determined by craft manpower loading and construction equipment
mobilization, and local purchased construction materials; these are greatly influenced by the
CONTRACTORs efficiency and experience in the industry.
CONTRACTOR has the requisite capability and plan to optimize the crafts manpower loading as
well as the mobilization of construction equipment, especially for heavy rigging equipment.

Quality
The Quality of the construction work has an important impact on the future, safe and efficient
operation of the plant. CONTRACTOR will utilize its Quality Management and Plan as provided in
the Appendix B20.

Safety
The Safety of the construction work is a high priority of the project execution. As such,
CONTRACTOR has addressed this topic in a separate Section, Appendix B18 Health, Safety and
Environment Management Plan.

2 Construction Plan

CONTRACTOR has developed this plan on its experience in construction of various and
Oil plants and pipelines in Nigeria over the years as well as on the primary objectives of the
Project and drives of the Project.

2.1 Organization & Personnel

1) Construction Organization

The Construction Organization is provided in the Appendix 06 Organisation & Key Personnel.

2) Mobilization and Demobilization Plan

Construction Management of CONTRACTOR

CONTRACTOR intends to complete mobilization of construction management staff as early as


possible. Most of construction management staff will be initially is located at Head Office, Port
Harcourt to gain full understanding of the Project requirements.

CONTRACTOR will mobilize Construction Manager, Field Control Manager, Construction


Superintendent, Admin./Account Manager, and their assistants two or three months before site
opening. Soon after site opening, Construction Manager, Quality Control Manager, Material
Manager, Safety Manager, and their staff will be mobilized to Construction Site. Technical engineers
such as Inspectors, Supervisors, Warehouse controllers, etc. will be mobilized as needed. Field

Engineering Manager and his engineers will be mobilized from Engineering Operation Centres in
Port Harcourt, when the design and engineering is progressed.

1) Construction Labor
CONTRACTOR will strictly control manpower mobilization by reviewing construction plan and
monitoring labor market status to meet the manpower requirements based on the construction
progress.

2) Assignment of Qualified Personnel


All candidates will be medically certified fit after proper approval. They

will be given induction training as indicated in our plan.


The personnel of construction management from CONTRACTOR will be provided from its pool
utilizing existing and available personnel. In order to achieve effective control of the work activities,
CONTRACTOR will mobilize qualified personnel on major position of organization regarding their
capability, ability, and experience upon the approval of ACCUGAS.

Also, CONTRACTOR will require Subcontractors to submit the resumes of their proposed personnel
for the project (Construction management) before subcontracting.
CONTRACTOR trusts that the opportunity offers to the local community to participate in the Project
term employment is important, hence the local candidates will be given chance to participate,
especially within an immediate community work site.

3) Construction Equipment
Most of the construction equipment will be mobilized based on detailed equipment mobilization plan.
The type and number of construction equipment that are to be utilized in this project is shown in the
Appendix B07 Equipment & Facilities.
The required construction equipment and tools for subcontracted work will be mobilized by the
Subcontractors, except otherwise agreed with CONTRACTOR to provide.

CONTRACTOR and the respective Subcontractors shall provide adequate services to reduce any
time loss and to get more efficiency for the construction equipments. Inspection and testing of
construction equipment shall be executed regularly in accordance with the checklist/procedures.
All cranes, lifting equipment and vehicles shall be inspected or/and tested prior to mobilization to the
site and ACCUGASs certified premob sticker shall be put on the applicable equipment inspected
to identify the validity.
CONTRACTORs Safety Manager will issue the stickers to respective Subcontractors and
plan routine check on those equipment with the assistance of CONTRACTOR safety person and
construction supervisors, if unsatisfied equipment or item be found, these shall be replaced with
acceptable equipment upon the request.

2.2 Temporary Facilities Plan


The followings are the overall plan of the Temporary Facilities to be mobilized and managed by
CONTRACTOR for the execution of the field construction. CONTRACTORs proposed layout plan
for temporary facilities is shown in Appendix B07 Equipment & Facilities.
CONTRACTOR will supply Temporary Facilities in designated areas as shown in the Appendix B06.
Under the site conditions, the size, quantities and location of Temporary Facilities may be changed.
The follows are major and related facilities to be installed on site and outside of site.

1) Site Offices
Before mobilization of construction personnel for each spread, the following major construction site
offices will be provided at the following Evomec facilities considering work location in the two State
(Delta & Rivers State).

ACCUGASs Site Office


Generally, the ACCUGASs site office will be located adjacent or near the CONTRACTORs offices,
security, maintenance and other service to be provided by CONTRACTOR will be carried out by a
single control of CONTRACTOR site administration. The ACCUGAS office will be available at least
one month prior to start of Permanent Work, and will be operated until the project completion.

CONTRACTORs Site Office

The CONTRACTORs main site office and field offices will be located at Portharcourt Evomec yard.
The details are as shown in the Appendix B07 Equipment & Facilities

2) Fabrication Shop, Warehouse & Lay-down Area

CONTRACTOR intends to utilize its existing facility at Warri Evomec yard area, which shall be
upgraded to accommodate for the project.
Warehouse will be provided to store construction materials which are delicate and required
special care such as instruments.

CONTRACTOR will utilize existing lay-down area and warehouse which are located at Portharcourt,
and Warri yard for storing all the Line Pipe as per SOW. In addition to the above any other space
required for storing line pipe, CONTRACTOR shall make the necessary arrangement before 2
months of actual requirement.

3) Accommodations

CONTRACTOR will install and operate new camp facilities for the ACCUGASs personnel and
the CONTRACTORs personnel at Ughelli, Agbada and Gbaran. The high security fencing will be
installed and appropriate medical facilities shall be provided.

4) Catering Services

The breakfast and dinner shall be arranged at Portharcourt Camp canteen.


For meals during working hours, generally lunch pack shall be supplied for all the field workers and
on-site dining facilities with washing facilities will be provided by CONTRACTOR.
Alternatively the lunch shall be available at Gbaran site, Warri camp also depending upon the
circumstances of work.

5) Remote Locations

CONTRACTOR shall provide satellite offices and dining facilities using container at the remote
construction sites.
Detail locations are to be discussed with the ACCUGAS and fixed following contract award.

6) Other Site Facilities

Utility Facilities
Two mobile power generators will be provided and operated by CONTRACTOR both for the
temporary facilities and construction activities on each spreads.

CONTRACTOR will coordinate with ACCUGAS and local telephone authorities for an effective and
reliable telephones and radio communication system.
CONTRACTOR will purchase water from local authority source for the Temporary Facilities
operation and the construction works need. Until the water treatment facilities make available at
Portharcourt. In case of demineralized water required, the CONTRACTOR will purchase this water
from local sources or utilize water treatment facilities to get water required in accordance with project
specification.

CONTRACTOR will investigate the site to provide temporary open ditches for the drainage of
surface water, rain water, and water from hydrotest and flushing of piping system. Open ditches may
be linked with storm drain ditches for the dispersion and disposal to natural stream.
CONTRACTOR will do best with all possible means to maintain good site drainage system,
because this activity is important for the construction progress and targets, especially for the work
during the rainy season.

CONTRACTOR will provide fire extinguishers in all temporary offices, warehouse, canteens,
camps, storage area to meet the Fire Regulations and ACCUGASs requirement. All
CONTRACTORs and Subcontractors personnel will be trained for fire prevention.

Especially CONTRACTOR will train fire-fighting personnel on site.

Maintenance of Temporary Facilities

CONTRACTORs administration team shall manage and control the maintenance of all
Temporary Facilities with a working crew. Also CONTRACTORs electrical supervisor will operate and
manage the temporary power system with a separate working crew until demobilizing temporary
facilities.

7) Portharcourt Base (for information purposes)


Portharcourt base will be utilized as Nigerian local logistics base until Site Base are made available.
And also all pipeline material may be received from ACCUGASs works to this point for further
transportation to each lay-down area / work sites.

2.3 Off loading ACCUGASs line pipe material


CONTRACTOR clearly understood the scope of work and realizes the necessity of handling all line
pipe materials from ACCUGASs coating plant. It is planned to receive the material at Portharcourt
and Warri Base since the CONTRACTOR has well equipped facilities. For the list of handling
equipment available with the CONTRACTOR refer to Appendix B07. It is planned to transport all the
line pipe material by road using trailers. CONTRACTOR shall arrange handling equipment / cranes
at each site for delivery, safe Handling and storage.

2.4 Pipeline Installation Method statement


CONTRACTOR has reviewed and accepted the usage of ACCUGASs standard
construction
Specifications and DEP as the base for this project. Based on this specification, CONTRACTOR
has drafted a pipeline installation method statement for his another project which is enclosed in

Appendix B05 Method Statement with Attachment B05-2 Project Construction manual. As stated
elsewhere CONTRACTOR reaffirms that for implementation plan is 3-Spreads for installation of this
pipeline project considering the various project location (Ughelli, Agbada and Adibawa/Gbaran).
This planning has been considered to meet the tight construction schedule along with all constrains of
the project. However, detailed remote locations plans will be discussed with ACCUGAS after contract
award. Alternatively CONTRACTOR may adopt manual welding as in any other project cases
with the discussions/acceptance of ACCUGAS. But this option has been reckoned only as an
alternative. CONTRACTOR shall concentrate on implementing the Automatic Welding and NDT
scheme only as sought by SOW.

CONTRACTOR reviewed the requirement of automatic welding and manual welding method as part of
his work. CONTRACTOR has made a work method statement for CRC automatic welding
equipment and manual welding enclosed during previous EpC project named EGGS 2 as
Attachment B14-1 and B14-2 for ACCUGASs information. This procedure would be developed and
submitted to ACCUGAS for further approval prior to implementation.

2.5 Site Installation


1) Steel Structures
All the structural steel works shall be prepared, fabricated and installed in accordance with
Project standard and specifications.
Structural steel will be prefabricated and painted in the relevant fabrication yard to ensure close of
fabrication priorities and ensure the delivery of structures in the quantities and sequences required
to optimise erection.
Erection of the critical path piperacks if any required will commence as early as possible to allow
release of work area for follow on all disciplines. These areas will be progressed as much as possible
prior to the arrival of the long lead equipment.
On installation of the long lead equipment all efforts will be concentrated on ensuring the
completion of the works held by these critical delivery items.
For maximum safety, steel structures and access platforms will be fully grated out and handrailed as
much as possible prior to release to follow on activities such as installation of piping, electrical, and
instrumentation.

The following are structural steel works elements.

- Pipe racks.

- Pipeway/access walkways.

- Equipment supports and access platforms.

- Major pipe supports.

- Ladders stairs and handrails.

All structural steelwork shall be protected from the prevailing climate and environment by application of
primer and paint in accordance with project specifications.

2) Equipment Erection
Safe erection of equipment is fundamental to the successful execution of the project. To achieve this
aim, we will carefully plan all rigging operations with specific emphasis. All equipment or fabricated
skids/modules will be delivered in one piece fully shop
manufactured and tested, if applicable. They will be delivered with their lifting lugs or lifting pins, and
lifting spreader beams, where necessary, fully shop manufactured and tested. The installation work
consists mainly of:

- Offloading and storage

- Geometrical control of the equipment support frame.

- Verification of correctness of anchor positions.

- Supply and installation of shims under the equipment

- Transportation of all equipment from the storage area to the location to be


installed.

- Lifting installation and adjustment on final position of the equipment.

- Prior to start any lifting of skid or equipment, the crane used will be checked for
stability to securely lift the given weight to the given distance.

- Once the equipment is located at its final position on the deck platform, the next
stage is to complete any required shimming and alignment of the package, the
following activities have to be completed prior to the hook up of any piping,
instrument and electrical cables etc.:

- Removal of any fastenings, lifting lugs, temporary bracing.

- Reinstallation of any structures, i.e. ladders etc., that have been removed for
transportation.

- With the assistance of the vendor representative ensure that all activities as
Recommended by the vendor are carried out are in total compliance with the
instructions contained in the suppliers installation and instruction manual.

- Prefabrication of piping shall be done at CONTRACTORs Portharcourt and/or


Warri
Fabrication yard.

- All piping shall be prefab at random length, primed, package and shipped to site
for installation.

3) Piping Prefabrication

The pipe prefabrication works will be executed at CONTRACTORs Portharcourt and/or Warri base in
accordance with project standards and specifications.

Pipe prefabrication works include followings;

Fabrication Supervisor and QC Inspector in Portharcourt and/or Warri base will ensure that welders
are qualified for shop welding.
Segregated bays will be established for stainless fabrication in order to prevent the risk of
carbon contamination.
The prefabrication work will be efficiently organized and Fabrication Supervisor and QC
Inspector will carry out continual surveillance to ensure that quality is maintained.
The NDT on prefabrication welds will be carried out to minimize the work delay.
A stringent control system will be put in place to ensure that the correct welding materials are used
in accordance with the appropriate welding procedures.
Fabrication Supervisor and QC Inspector will also ensure that required drying in stoves in duly
performed at subcontractors works
The piping spools and supports will be sand-blasted and painted in accordance with Project
specifications at subcontractors works.

The pipe spools will be fitted with protective end caps and flange protectors.
Spools, valves, supports for the hook-up will be correctly identified and tagged, in order to be
packaged separately, line per line.

Erection on Skids and Walkways

Pipe erections will be carried out per skid and walkway section.

The erection of pipe will be organized and scheduled based on system completion to meet the needs
of commissioning.
The spools and supports will be managed by the yard fabricator to deliver them progressively in the
correct sequence and in quantities, which avoid congestion of the work areas.

CONTRACTOR will ensure that gaskets, bolts, valves, supports, etc, are available to meet the
erection program.

CONTRACTOR will develop work sequence in order to establish hydrotest schedules early in the
erection phase. The work will be driven to completion of test systems.

On successful completion of hydrotest the systems will be released for the installation of in line
instrumentation, touch up and final painting, and insulation.

Cleaning of lines will be a constant priority during pipe erection, particularly on stainless lines and
any welding debris will be regularly blown from the lines as work proceeds.

As with fabrication activities, control of NDT, particularly radiography will be carefully planned and
closely coordinated to prevent this from delaying progress.

Radiography will normally be carried out at night except eventually for critical welds which will be
shot, under safe and controlled conditions, during normal working hours.

Piping supervisors and welding inspectors will carry out continuous surveillance of welding
activities to ensure that electrode control procedures are being implemented at all times.

Visual inspection and other NDT examinations will be carried out as required by the project
specifications and individual quality plans.

4) Electrical

Cable Installation
Detailed pre-planning will ensure that priority routings for electrical cables have been clearly
defined. Cables will be installed in accordance with project drawing, specifications and the
procedures.
Cable-laying shall not commence unless the work related to the trays have been completed and
properly inspected. Cable runs will be physically measured and compared to cable schedules
prior to cutting cables from the reels, including over-length for connections inside junction boxes,
individual appliance of panels. Cutting of cables will be carried out in a controlled and
coordinated manner. Cable ends on all drums will be sealed after cutting. Cables will be properly
protected against water and humidity immediately after being laid. Cables shall be tagged as per
project specifications and standard during laying.
The cables will be normally hand-pulled. Cables will be positioned so that safety routes and
general access ways are not obstructed.
Cables will not be attached to piping, any removable flooring, handrails not mounted on
machinery and equipment that is subject to vibration during operation.
Flame proof cable glands will be used when cables are terminated in an explosion proof
enclosure. Multi-strand cable cores will be terminated in a BICC Burndy Hylug type cable lug or
similar type. All cables and equipment will be connected to the earthing system unless
otherwise specified. Branch off connections and through connections will be of the BICC
Burndy Crimp Compression type or similar, and/or Cadweld type connection.

Lighting Installation

Lighting installation will comply with specification. Fixtures will be positioned to:

- Provide easy re-lamping.

- Eliminate shadows.

Electrical Equipment Installation


Installation of electrical equipment shall be in full accordance with the manufactures instruction,
recommendation, project drawing, specification and procedures. Electrical Testing In accordance with
the test specification and procedure, de-energized test, energized testing, load shedding, current
injection test, functional testing and setting of relays shall be performed with qualified person and
proper test equipment.

5) Instrument
Instrument Installation
Throughout the construction period instruments will be adequately protected both before
commencement and after completion of the work. Also panels will be kept clean and free from
ingress.
All instruments will be installed according to the Project Specifications.
Instrument hook up drawings will be used as guidelines and will not be regarded as isometrics nor
used as such.
The main air distribution piping runs will be supplied by the piping part and will be provided with
adequate valved take-off points.
Instruments and tubes will be installed such as to facilitate easy maintenance without creating any
obstruction to exits and passages. Also they will be carefully routed from excessive vibration. All
instrument tubing will be protected and run in such a way as not to restrict areas of assess for
operators, emergency exits, etc.
Location and accessibility of all locally mounted items are to be correctly positioned for easy
readings to be taken. Also tapping points are to be chosen to keep impulse lines as short as
possible while minimizing the requirement for temporary platforms.

Safety relief valves will be protected from damage and installed in the designated plane, which is
normally vertical, thereby maintaining their set points.
All instruments will be positioned to minimize stress, which could cause calibrations malfunction and
harmful effects. Instrument terminations: terminations of control cables, instrument cables and data
cables shall be executed using insulated cable lugs.
Attachment of cable unions to the cables and to the equipment on gas protected appliances will be
executed with due special care and by personnel with necessary qualifications and
experience.

Instrument Testing
Faults discovered during inspection will be rectified before proceeding further. All previously
inspected equipment or circuits affected or disturbed by such repairs will be liable to re-testing.
Earthing instruments will be checked for acceptable resistance. All intrinsically safe instrument earths
will be checked for resistance and insulation in accordance with specifications. Checks will be
performed to ensure that all cable screens, armor and instruments are earthed only at the respective
isolated earth points, as detailed on the design drawings.

Intrinsically safe circuits will be tested to confirm that installed capacitance and L/R ratios are within
the specified tolerances required by the certificates.

Wiring will be tested for insulation using voltages compatible with the wiring tested.
Instrument air tubing and impulse lines will be disconnected from the instruments and checked for
continuity and correct identification by blowing out with clean dry air or nitrogen. Before
reconnection, lines will be blown out for a sufficient period of time to remove all foreign matter. All
cable trays will be checked for continuity and resistance to earth.

Instrument Calibration
The vendor will provide accurately recorded calibration and test results for acceptance.
All instrumentation will be checked and/or calibrated as described within the instrument
installation specification.

During calibration checks all information will be recorded on the calibration Test sheets
provided. The sellers instructions will be used to make routine adjustments for calibration.
Calibration will be carried out in the vendor workshop. The order of such calibration will
normally be in accordance with the pre-commissioning schedule. The techniques will ensure
verification of the instrument sellers specified accuracy and performance data, including
checking linearity and hysteresis of instrument mechanisms. After calibration, each instrument will
be clearly marked, by means of adhesive tape labels, as having been calibrated, the date and the
calibration sheet number.

6) Painting All pre-painted surfaces will be cleaned with freshwater prior to any other coating work to
remove all salt, dirt and other deposits.

Painting will be completed as far as possible within the confines of the fabrication yard.
All purchased items (except bulk steel materials) will have been grit blasted and prime painted, to a
system compatible with Project specifications.

Wherever practical, the system applied in the workshop at source will be completed (e.g.
mechanical items) with only touch up being required on yard. Any damaged areas will be
repaired by the approved painting repair procedure before the topcoat of paint is applied
following erection. When painting on Construction Sites, the surrounding areas will be screened to
prevent paint contamination of adjacent areas.

3 Method Statement for Offloading of Heavy Pipeline

.4 Method Statement for Pipelines Installation

4.1 Pipeline Survey & Stacking

Survey work will be checked to confirm changes and locate existing lines and services. Such data
will be collected and plotted to allow design work to proceed.

This activity consists of surveying the ROW, staking the Site with pegs and installing temporary
markers, which will serve as indication during construction to allow ROW clearing and access roads
and tracks identification.
Proper marking of existing pipelines/services, both in position and in depth, will be carried out to
prevent damages to third party services during construction work.

4.2 Concrete Coating

The concrete coating procedure for the pipeline joints is as follow:

1) Receive the pipes by truck at the site / lay barge

2) Record the pipe data. Stockpile the concrete coated pipes

3) Clean the pipe surface by removing traces of oil.

4) Arrange the joined pipe for clear application of cement coating

4.3 Clearing and Cleaning ROW


Following survey and staking works a team will be allocated to clear and clean the ROW.
CONTRACTOR will clear the area of all obstructions to the work will construct access roads,
wherever necessary and as regards to environmental impact in construction works, will open the
way for other construction activities.

CONTRACTOR will follow Contract regulations. Adequate signs and fencing will be adopted in
areas where protection of the public animals and adjacent land is required.

4.4 Tracks / Access roads Opening

Following survey works, necessary access roads to site will be improved in conjunction with
ACCUGAS. This work will be carried out in parallel with the ROW clearing activity.

4.5 Trench Excavation

Whenever required, excavation work will be carried out in accordance with CONTRACTORs
method statements and contract requirements based on ACCUGASs standards spec. Due care will
be taken in order to prevent damages to neighbouring properties and facilities.

4.6 Pipe Supports, Equipment Bases

CONTRACTOR will allocate teams for the construction of pipe supports, valve chambers and
station structures such as equipment bases and buildings. This work will follow approved design
details. The concrete structures will be cast in-situ. All steel items will be pre-fabricated and
delivered to Site for installation.

4.7 Pipe Stringing


The line pipes will be transported from storage area directly to Site. The pipes will be unloaded at
ROW locations, checked for quality, strung along Rowan sandbags and pipe numbers will be
recorded for later use during bending and welding. This work will be carried out in accordance with
CONTRACTORs method statements approved by ACCUGAS and conditions.

4.8 Pipe Bending


Following stringing, the Bending Engineer will count and record the pipes prior to the start of the
work at each bending location. Bending will be carried out in accordance with Contract
Specifications and approved Design details.

Bent pipes will be tested in accordance with contract requirements.


CONTRACTOR will make all necessary pipe cold bends required in the construction of the pipeline
and CONTRACTOR intends to minimize the hot induction bends.

4.9 Welding
CONTRACTOR will carry out this work in full compliance with the method statements. Welding
procedures and Welders qualifications will be submitted for approval prior to starting the work. 14.4.10
Welding Inspection

Ultrasonic test and X-ray radiography of welded joints will be carried out by a specialized
Subcontractor in accordance with contract specifications.

Internal crawler will be used for pipeline. Films will be developed for radiographic interpretation and
acceptance prior to field joint coating
operations. All films will be properly recorded and stored in approved containers prior to hand over
to ACCUGAS.

.4.11 Pipe Coating / Painting and Coating of field joints

CONTRACTOR will follow the specifications as to the type of coating and painting to be applied on
pipes. Welded radiographed joints will be cleaned before coating application.
The coating material will be stored, transported, handled and applied in accordance with Contract
Specifications and Manufacturers recommendations.

4.12 Repair of Pipe Coating

Repairs to pipe coating will be carried out in accordance with CONTRACTORs method statements
and Manufacturers recommendations. Holiday testing will follow all repair works to ensure proper
coverage is achieved.

4.13 Trench Bedding

Following excavation the trench will be cleaned and fill with sand bedding in rock ground conditions.
Bedding material will be sourced from approved borrow pits, and laid in layers as per
CONTRACTORs method statements.

4.14 Lowering-in and Back filling

Following trench preparation/sand bedding and completion of joint coating, the section of the
pipeline will be lowered in the trench with due care to pipe coating.

This work will be performed in accordance with the CONTRACTORs method statements.

Adequate protection to the pipe will be taken in rocky areas.
Sand surrounding and backfilling will follow lowering-in and will be performed in accordance with
contract specification.

4.15 Cathodic Protection

The ground-bed of an impressed current cathodic protection system shall be designed such that :

- It is mass and qualities are designed for the DC rated current and life of the system.

- The selection of the location and the type of ground-bed shall be based on and take full account
of local conditions such as:

Soil conditions and resistivity at various depths

Groundwater levels and resistivity

Strong seasonal changes in surface soil conditions

Risk of shielding (especially for parallel pipelines)

Risk of damage by excavation

4.15.1 Installation of Transformer/Rectifier

- Transformer/Rectifier unit shall be determined with pad mounting type.


- The cable and wire for the Transformer/Rectifier will be protected with the rigid galvanized
conduit to 60cm below from ground level and arrangement and size of conduit will be
fitted by manufacture standard.

- The Transformer/Rectifier shall be fixed by anchor bolt.

- All of Transformer/Rectifiers shall be installed in sub-station or main valve station.

- When Transformer/Rectifier will be installed, switches of A.C supply must be off. - Location,
capacity and number of rectifier are as defined in Engineering data.

4.15.2 Installation of impressive current Anode

- Anode will be used at shallow ground-bed.

- The anode will be installed with horizontal as shown in Cahtodic layout drawing which shall
be developed at design stage later on.
- After excavating anode location to App. 2 meter depth for shallow bed type fine soil is
refilled about 30cm at the lower part and around 100 meter depth for deep well bed type.
The excavation area will be completely backfilled with fine soil and soil layer shall be
hand tamped around the anode. Care must be exercised not to strike the anode or lead
wire with the tamper.

- To find the anode location easily and to prevent the damage which may occur during for
other purpose, the concrete mark will be installed directly over the anode.

- Splicing of anode lead wire and header cable will be completely with a splice kit and epoxy
mole.

- If possible, dont make the cutting and splicing of the positive wire. But, in inevitable case,
those shall be insulated by splice kit.

- When anode is laid, care is required to prevent caps damage.

4.15.3 Installation of Test point & Junction BoxThe Test point & junction box shall installed with a
weather-proof type as shown inCahtodic layout drawing, which shall be developed later on.

- The Test point & junction box cable will keep the colour code.

- Lead cable shall be bonded in Test point & junction box with terminal block.

- Test point & junction box will be fixed by concrete foundation.

- Cable connections to steel pipe shall be accomplished by the exothermic weld process.

- The metal surface in the area of the weld shall be cleaned to bright metal prior the
welding.

- Only sufficient insulation shall be removed from the cable to permit placing in the welding
mole. After welding all slag shall be removed and the weld shall be tested by striking a
sharp blow with a hammer.

- Welded area will be protected by insulation material as epoxy resin.

4.15.4 Installation of Reference Electrode

- Copper-copper sulphate reference electrode shall be installed by permanent packaged


type, at each Test point & junction box.

- During installation, care should be taken to backfill and compact the soft soil tightly
Around the reference electrode. Also, it is most important that care be taken to
prevent, the insulation on the lead cable of reference electrode from being scratched.

4.15.5 Installation of Magnesium Anode

- The grounding system relevant to the above ground lines shall be made by an array of
Magnesium Anodes.

4.15.6 Installation of Zinc Anode

- Each Zn anode shall be welded each together as Cahtodic layout drawing, which shall be
developed later on.
- The welded area shall be brushed and welded area protected epoxy coating.
- Flat bar and cable connection shall be bolted by SUS bolt. And bolted area shall be
protected by using splice kit.

- Cable and pipeline connection method using thermo weld (cadweld)

4.15.7 Installation of Surge Diverter

- Surge diverters shall be complete of connection cable at bolt and pvc insulator.

- Surge diverter and pipeline connection shall be used thermoweld (cadweld) and welded
area protected by insulation material as epoxy resin.

4.15.8 Installation of Cables

CONTRACTOR shall include in the design, detailed procedures and methods to be used for cable
connections. Welders shall be fully qualified for the applicable welding process.
Cable connections shall be designed to ensure adequate mechanical strength and electrical
continuity and to prevent damage to the structure. Connections shall be made to surfaces which are
thoroughly cleaned to the bare metal. Cleaning shall be accomplished by file or grinders without
reducing wall thickness below project requirements.

Welding of cable connections shall not be carried out on bends.

Cadwelding process when suitable with steel grade for underground connections.
Cadwelding process, when suitable with steel plate, shall be such that copper penetration into the
pipeline material shall not be deeper than 1 mm and that the hardness shall meet the original
pipeline requirements. Cadweld shall be visually inspected and gently impact, tested with a hammer.

All cables shall be laid without coils or kinks. Buried in sand at a depth of at least 600mm m,
provided with cable protection warning tape installed 400mm, which shall be developed later on,
above the cable. Where cables are to be routed in areas of hydrocarbons spillage etc., a special
protection shall be specified.

Surge diverter shall be installed at insulating joint in order to adverse impact cathodic protection
system and personal safety.

4.15.9 Training

CONTRACTOR shall include ACCUGAS operating personnel during installation, pre-


commissioning, commissioning and close interval potential survey of the cathodic
protection system. CONTRACTOR shall include the training of ACCUGAS personnel in the
operation and maintenance of the cathodic protection system with particular attention being paid
to any special features of the system and troubleshooting.

4.15.20 Safety
CONTRACTOR shall address in the design all safety related topics regarding the cathodic
protection systems and indicate, in the installation and operating documentation, procedures to
ensure safe working practices.

4.16 Crossings of Roads, Tracks, Pipes and Services

ACCUGAS will provide CONTRACTOR with typical crossing drawings, while CONTRACTOR will
develop relevant detailed engineering.

A crew will be allocated to this activity led by qualified engineer.


Adequate care will be taken to ensure safety of the general public and to reduce interference within
crossing area.
Signage, barriers and lighting will be secured to ensure adequate warning to the public. As per
SOW the major / critical road crossing shall be done by thrust boring technique.

4.17 Hydrostatic Testing


Following pipes installation, the lines will be hydro-tested.. This operation will be carried-out in
accordance with CONTRACTORs method statements.
Water used for testing will be analysed and if necessary, proper scavenger inhibitors will be added in
accordance with contract requirements as regards to testing water quality.

4.18 Testing and Pre-commissioning

CONTRACTOR will perform all activities to verify that equipment, components and related services
are:
Mechanically completed, in acceptable condition, and that the quality of installation is in accordance
with safety rules, codes, standards and established good practice. Tested in the static/de-energised
condition to ensure alignment, calibration, pressure test, flushed and cleaned as required, in the
case of pipework and launcher/receiver.

CONTRACTOR will in general provide all required testing and pre-commissioning means in
accordance with Subcontract requirements, including its representatives for testing and
precommissioning.
A full pre-commissioning and commissioning scope is described in the Appendix B24
Precommissioning & Commissioning Plan.

14.5 Special Consideration for In-plant Piping

6 Site Construction and hook-up

CONTRACTOR has a dedicated locally registered subsidiary in Nigeria having headquarters at


Lagos. Having branch offices/site offices at Port Harcourt Onne port area (Depot base), Abam jetty
base, Effrun - Ekpan delta state, Okpai oluchi ndokwa, Bonny island, Mobil Iboe terminal Akwa
ibom state, and Portharcourt river state.

Currently CONTRACTOR is handling some Projects on line and several on expectation from
Nigerian sector. CONTRACTOR has enough personnel on role at his Seoul head office available for
this project on key personnel positions. All of this people are well experienced in Nigerian
environment. CONTRACTOR can mobilize all the work force without any delay as detailed in
manpower histogram in Appendix B06
CONTRACTOR has listed all his facilities/equipments as in attachment B07-1. They are in usable /
well maintained condition. All other necessary facilities shall be arranged by hire/procurement
depend on the requirement.

CONTRACTOR has contacted several agencies for supplying hired facilities/equipment. The
evidences are detailed out in attachment B07-01 Plant construction and marine equipment list.

7 Shutdown Sequence / Tie-ins

CONTRACTOR have experienced in making tie-ins of six (6) Flow stations namely GRF, IPF
and GRF for the previous ACCUGAS project and as shown Procedure .

The CONTRACTOR has executed them in a very safe manner within the stipulated short period of
time. Most shut downs are between 6 and 10 days. CONTRACTOR will apply all of his earned

and efficient manner with high quality of HSE conditions.
All the shut down durations will be studied during the Detail Design period and request for a
minimum period to the ACCUGAS for making the best possible option to both CONTRACTOR and
ACCUGAS.

CONTRACTOR shall make the best use of gained interface experience from his previous projects
and apply the same in to this project and overcome all the obstacles in a soft / clean environment.

8 Communication Plan

8.1 Communication System

CONTRACTOR believes management of the flow of information between all parties is critical to
successful execution of a Project. CONTRACTOR will establish a Satellite Communication Link
among Engineering office, Portharcourt base and every other remote locations Camp to make
more efficient and speedy communication. All drawings, data, calculations and specifications
will be transmitted via satellite lines to be established between Seoul H/O and site offices.
The data files transmitted from Port Harcourt Engineering office and site offices will be printed using
CAD plotter at the designated office and prints made as required by using a print reproduction
machine. There is no time delay in getting up-to-date drawings, data calculations and specific ant
advantage in efficiency and speed to communication and will expedite engineering, procurement
and construction work activities.
For instance, if any uncertainties or clarifications points are found in the submittals, revised and
corrected drawings can be available with their details the next day at the designated office.

Furthermore, CONTRACTOR will utilize Microsoft Mail, Email System to enhance the fast and
effective communication, control and coordination of the document control.

All home office facilities described above are fully accessible for ACCUGASs personnel to
monitor, review and check the current status of project progress on real-time basis as required.
CONTRACTOR will comply with the contract requirements for the provision of computer
hardware/software for the ACCUGAS expatriate personnel usage during the various phases of
the implementation of the Project.

1) The Compatibility of the Electronic Deliverable Format CONTRACTOR confirms that it will
provide the electronic deliverables specified in a format compatible with ACCUGASs system. The
proposed electronic data transfer procedure for the handling, updating and transmission of electronic
data to the Site is included in the Appendix B25.

2) Internet
CONTRACTOR utilizes the Internet for computer networking between CONTRACTORs
dedicated line network and others, such as ACCUGAS, distributed Project offices, Subcontractors
and vendors. CONTRACTOR maintains Web servers and FTP servers open to the internet

3) Inter-Office Network

CONTRACTOR maintains a dedicated high speed secured network with the best combination of
leased lines, frame relays and VPN connecting all of CONTRACTORs major engineering

centers and procurement offices, over which the following services are provided:

- Electronic Date File transfer for CAD and other project files

- e-Mail and Correspondence services on Evomec Baronet

- Internet telephones

- Ordinary telephone and fax communications

After Commencement of Contract, CONTRACTOR will set up the Specialized Dedicated Line
network for this project.

The Network will be linked between EBL, Port Harcourt base and CSL
Through these networks, the document delivery to Site will be done smoothly and CSL can
monitor the status for the document and materials effectively.

8.2 Communication among CSL, Work sites and Port Harcourt

CONTRACTOR will install radio communication facilities at work places. For this purpose,
CONTRACTOR will install necessary hardware in the Port Harcourt, office and Portharcourt
Base respectively. The state of the art technology Motorola radio system would be installed
and all necessary high-tech walkie talkies would be available with workforce along ROW of
construction.

8.3 Information Technology

1) Computer Hardware
CONTRACTOR is fully equipped with modern computer hardware and software and uses an
extensive and up-to-date library of both, commercial and in-house developed computer programs
and data processing systems. These are used for all project related activities, such as
administration and accounting, maintaining personnel man-hour records, cost and schedule
control, document handling and control, purchase order control, performing material take offs,
tracking and control, process calculations and stress and structural analysis and drafting. In
addition to the numerous software packages for engineering calculations developed in-house
based on international design standards by CONTRACTORs various design engineering
discipline departments, CONTRACTOR uses many of the major commercially developed
software packages that are common in the industry for advanced calculations, analyses and
simulations.

CONTRACTOR engineers use more than 3,500 Windows 2000 PC for their daily work. All of these PC
are capable of 2D CAD with network licensing and some of these are capable of 3D CAD. In addition,
more than 500 Windows NT, Windows 2000 PC are occupied with CAD or engineering calculation
work.
All CONTRACTORs PC is linked on network so that engineers can access and use the Internet in CSL.
2) General Computer Software
Computer Software to be used in this Project are MS WORD 2003, MS EXCEL 2003, and MS
POWERPOINT 2003 as described on ITT. The detail of application software for this project will
be issued in Engineering Phase.

3) IT Security
CONTRACTOR fully understands the importance of IT security, and CONTRACTORs networks are
protected by firewalls and proxy servers. Access is password protected. All data
transmissions over the internet or public lines are encrypted. In particular, the following specific
measures are implemented:

- Providing user ID per individual and per system, for authorized persons.

- Providing access privilege e.g. create/over-write/delete/read, per individual and per system,
per job for authorized persons

- Immediate deletion of user ID, after termination of assignment, resignation, retirement

- User authorization at the gateway of remote access, before reaching any system

- Daily data backup and safekeeping of media

- Established countermeasures for disaster

- Routine logging and monitoring Internet usage/traffic

As a result of these, and other, measures, CONTRACTOR has never experienced any serious
incidents related to IT security.

9 JOURNEY MANAGEMENT

CONTRACTOR shall develop a dedicated journey management plan under the guidelines of
ACCUGAS to cover all logistics issue over road / water transport and a strict HSE policy would be
adopted at all times. CONTRACTORs policy would be more safety at all times.

10 Social Impact / Community Awareness

The construction of new project facilities, with its influx of personnel, plant, transport movements
and general construction activities will have an impact, variable dependent on the existing
infrastructure (green field site or established industrial complex, proximity of local communities and
social facilities).

In addition to the Environmental Impact considerations addressed in the previous section, planning
and management of the Social Impact is a key criterion in the ACCUGAS Construction
Management approach.

The presence of a large temporary workforce puts increased demands on local facilities such as
roads, health care, accommodation, food supplies and utilities supplies. To mitigate the negative
and maximise the positive aspects, Social Impact Plan is developed early in the Project, prior to site
mobilisation to address

- Cultural Awareness criteria and training

- Land & Utilities Use, Accommodation, Transportation & Messing planning

- Opportunities for Local Employment and Business participation

The strategy is to always actively promote a good-neighbour policy and to proactively establish
and maintain communications with the local community, both with the relevant authorities (local &
regional regulatory and administrative, police, health, religious) but also the residents and
businesses.

Participation in the local community may vary from involvement in social and sporting events to
support of local development projects.

Particular attention is taken to the maintenance of strict discipline in the workforce to check social
excesses that may be considered unacceptable to the local community.

11 Construction Interfaces

At the construction Site, Construction Manager will have a direct interface with
ACCUGAS, Subcontractors, vendors representatives at site and third party agencies, unless
there are contractual issues at stake; in this case he will take the appropriate actions via the Project
Manager. Most of the interfaces that will occur on site will be regulated via contractual documents,
project specific procedures and inspection test plans whereby the activities and responsibilities of
each party will be defined

12 Systems Completion, Testing, Acceptance & Turnover

During the design phase, detailed procedures for the mechanical com
pletions, pre-commissioning, testing and turnover to commissioning will be agreed and issued.
A responsibility matrix will designate the assigned party for each activity. The procedures will
include all necessary activities required to effectively hand over the work on a timely basis and will
include for:

- Punch listing requirements.

- Cleaning, drying, preservation requirements.

- Inspections check lists and correction procedures.

- System test pack dossier

- Outstanding work register (For work that does not restrain turnover to commissioning)

The intent being to have these procedures, strategies, plans, evaluation and acceptance criteria, to
transfer responsibility, developed and agreed with ACCUGAS during the early part of the design
phase.
CONTRACTORs Commissioning engineer will work close with ACCUGAS and act upon the
instructions of ACCUGAS. The pipeline will be hydrotested as per ACCUGAS Construction Spec 29
along with DEP/ASME requirements. All these requirements would be depicted in a hydro test
procedure which shall be approved by ACCUGAS.
All safety procedures shall be adopted to complete this exercise with the close monitoring with
ACCUGAS, local communities and the workforce.
After a successful hydrotest the pipeline would be evacuated and dryed withcompressed air.
Depending on the stage of the work in each location, the pipeline maybe filled with nitrogen Gas as
per the requirement before introducing the hydrocarbons as a preservative procedure.

13 Chemical & Hazardous Materials Handling

13.1 Transportation, Storage and Disposal

1) Transportation
During transportation, hazardous materials must be protected against shock, accidental mixing with
other materials, damage to containers, undue heat from the sun or there sources, and theft,
which could allow the hazardous materials to come into contact with people who are unaware of
the dangers. .A vehicle transporting hazardous chemicals must be suitably labeled.
2) Storage
The NFPA fire codes contain recommendations for safe storage of flammable liquids,
compressed gases, and typical highly combustible or explosive solids.

Precaution must be taken to avoid shock, undue heat, or unplanned mixing. There are some
cases where separating walls or specified distance is required.

3) Containers
Hazardous materials must be stored in containers that are safe for the transportation and use of the
material. Containers must be labeled with the appropriate hazardous materials label to indicate the
actual contents.

All safety factors must be observed when transferring material form on container to another and the
receiving container must be labeled to correctly describe the contents. Empty containers
previously used to hold hazardous material must be washed free of the material of destroyed.

4) Disposal
Hazardous/toxic waste is liquid, solid and semi-solid material, which, because of the quantity
involved, the concentration, and/or the biological, physical, chemical of infectious characteristics,
poses a hazard to human health and/or the environment if it is improperly managed.
The following are some examples of waste materials which are considered hazardous/toxic, and
are to be disposed.

- Waste paints and related products

- Asbestos

- Resins

- Wood preservative products

- Insecticides and pesticides

- Flushing fluids/chemicals
