PROJECT NAME:

OPLAN TOKHANG Rehabilitation: The Danglas Model

I. PROJECT SUMMARY/BACKGROUND:

Before the launching of PNP ANTI-ILLEGAL DRUGS CAMPAIGN PLAN-


PROJECT: DOUBLE BARREL the municipality has no recorded drug personalities
according to PDEA list but there are rumors that there are some personalities who are
drug pushers and users in the municipality. Hence, this MPS conducted validation
through the help of BIN and BADAC and it was found out that there are suspected
pushers and users that make the municipality drug affected. Hence, the Acting Chief of
Police invited the different BADAC Chairman for a meeting and cascading of Project
DOUBLE BARREL on July 7, 2016. After which, the Acting Chief of Police engaged
the Hon. Mayor DENISE FLORENCE BERNOS BRAGAS, MD and cascaded the same.
As a result, she assures her full support with the program.

On July 8, 2016, Danglas MPS launched the Project TOKHANG under OPLAN
DOUBLE BARREL in the municipality and yielded several Surrenderers. In support to
the endeavor, the Municipal Mayor, HON. DENISE FLORENCE BERNOS-BRAGAS,
MD, sponsored the Surrenderers immediate drug test at a licensed drug testing facility.
The Mayor enjoined them to take advantage of the opportunity of given a chance to be
a better member of the community and assured them of her administrations support
and assistance and further emphasized to the Surrenderers the following points:

1. They admit their being drug users in violation of existing laws but said
admission will not be taken against them provided they commit to mend their ways;

2. They will be entitled to her administrations support and assistance provided


they actively cooperate as no amount of assistance from others can help them if they
themselves dont have the resolve to transform; and

3. Her battle cry Nasalun-at nga Ili, Sagut ni Doktora Poyee which envisioned
a progressive community thru individual health, welfare and sufficiency.

II. PROJECT OBJECTIVES:

Through this program, the Local Chief Executive being a Physician by profession
conducted researches; consulted Board Certified Psychiatrist and Administrators of
DOH accredited Rehabilitation Center before coming up with our very own program.
The Mayor fashioned this program with not only their rehabilitation from dependence on
illegal drugs/substances in mind, but also for their transformation and reintegration to
the mainstream of society in a manner acceptable to the society and Iloco-Itneg culture
of Danglas. These Surrenderers will be availing benefits of the program and possibly
with other programs of other government agencies/instrumentalities. It may not be an
exact replica of conventional rehabilitation programs as the Mayor considered the socio-
economic condition of the beneficiaries and their families in coming up with the Danglas
Model.

III. PROJECT DETAILS: (The Danglas Model)

It is a twelve months (12) program with quarterly assessment on the performance


and progress of the beneficiaries. The program requires the beneficiaries to undergo the
requisite drug test at a licensed drug testing facility. Our Surrenderers had their drug
test at ASSUMPTA Drug Testing Center. The results is a good indication that the
beneficiaries are not that active in using illegal substances/drugs and would not take
much effort for them to totally shy away from it.

The main part of the program will require the Surrenderers to report weekly at our
program coordinator and attend counseling forum wherein a forum facilitator/s deemed
expert and or socially looked up to their respective fields will discuss topics or subjects
which will help and guide them in their daily lives, dealing issues and other matters to
make them resilient and driven and facing challenges and difficulties. The program
selected four (4) major fields, with one or two sub fields to be inserted as the need
arises or as program progresses, they are:

1. DRUG ADDICTION LECTURES AND COUNSELLING for the first Friday of


the month with our Municipal Health Office as lead agency and DR. JEDI LOU ALIP as
our focal person;

2. SPIRITUAL JOURNEY is for the second Friday by our Religious Sector with
SB Member and Pastor DOMINADOR ACNAM as focal person;

3. ECONOMIC AND LIVELIHOOD for the third Friday which is handled by Dep
Ed, Danglas District in coordination with TESDA-Abra with MR. OLLYJOY SULIAN as
focal person;

4. ZUMBA/PHYSICAL FITNESS that will be held on the fourth Friday to be taken


cared of the Office of the Mayor with MR. GLEN BUENAVENTURA as the focal person;
and

5. MEET AND GREET WITH THE MAYOR on fifth Friday wherein as a Diplomate
and Fellow of Philippine Academy of Family Physicians (PAFP), will spend time with the
Surrenderers, their family and other support groups which play crucial role in the
transformation of the Surrenderers lives and relapse prevention.

IV.SUSTAINABILITY:

Under the program, the focal persons are tasked to formulate forum modules,
projects and activities. In addition, they likewise undertake for the entire duration of the
programs twelve (12) months. As lead implementer, the Danglas MPS is tasked to
supervise the conduct of all activities. In addition, they likewise undertake
documentation and periodic reporting to proper agencies/authorities.
V. EVALUATION:

Quarterly assessment/evaluation will be conducted on the Surrenderers


performance, reception of the program and rehabilitation/integration progress with the
aid of competent evaluator from the government agency.

Surrenderers accomplishment in undergoing the program will be recognized and


registered with the proper government agencies for possible availment of other grants
or benefits such as livelihood programs and the like. Formal recognition and certificates
will be awarded to Surrenderers.

VIII. PROJECT ACCOMPLISHMENT/DEVELOPMENT:

The Surrenderers/beneficiaries have just completed their last two (2) sessions:
Zumba and Meet and Greet with the Mayor last August 26, 2016 wherein the Municipal
Mayor Hon. DENISE FLORENCE BERNOS-BRAGAS, MD distributed food packs and
cash gift with the Surrenderers who brought their own wife or any family member as
agreed during the last session. Likewise, disseminated the available TESDA training
programs that will be conducted soon such as Bread Making (Leading to Bread and
Pastry NC II); Test and Repair Wiring/Lighting System Servicing (Leading to Automotive
Servicing NC II); Pastry Making (Leading to Bread and Pastry Production NC II); and
Service Small Engine Systems and Component (Leading to Motorcycle/Small Engine
Servicing NC II).
