FREQUENTLY ASKED QUESTIONS on EETAP

INCENTIVES

1. Who is eligible to receive EETAP incentives?

EETAP incentive payments will automatically be paid to the LADWP customer of


record. The customer may request third party payment assignments, by using the
EETAP Payment Assignment Form. LADWP reserves the right to determine
whether to grant the customers request to assign the incentive payments to a
third party. See Terms and Conditions, Item 15.

2. Since the implemented savings determine the incentive payment, when will I (as
the contractor) receive payment for a completed and approved audit report?

The customer pays the auditing firm based on the agreed upon contract between
the auditing firm and the customer.

3. How does 2013 Title 24 affect EETAP incentives?

2013 Title 24 does not affect EETAP incentives.

4. How does 2013 Title 24 affect CPP incentives?

The Custom Performance Program (CPP) incentive levels changed effective


October 1, 2014. Please visit the CPP webpage at www.ladwp.com/custom for
more information on the new CPP incentives levels.

5. What is the budget allotted for EETAP?

The EETAP budget for the current fiscal year 2014/15 is $ 1.0 million. The
projected EETAP budget for fiscal year 2015/16 is 1.2 million.

6. How is the incentive cap for EETAP incentives calculated?

The incentive cap for EETAP incentives is calculated using the EETAP Incentive
Calculation Tool by entering the inputs for Audit Level desired, Facility Type, and
gross square footage. See EETAP Incentive Calculation Tool for details. The
EETAP incentive payment cannot exceed the audit costs plus project
management costs.

7. When are EETAP incentives paid?

EETAP Level 1 audits: Incentives are paid to the customer or assigned payee
after the final review and approval of the audit report and all required documents.

EETAP Level 2 & 3 audits and Industrial/Process Assessments: A partial EETAP


incentive equal to 50% of the corresponding Level 1 incentive cap is paid to the
customer or assigned payee after the final review and approval of the audit report
and all required documents. The difference in incentives between the Level 2 or
3 audits and the Level 1 audit is paid to the customer or assigned payee
contingent upon the installation and implementation of the recommended
measures based on the implementation rate in the approved audit, final review,
and approval of all required documentation. See Table 1.0 EETAP and CPP

For Trade Professional Program participants, up to 50% of the EETAP incentive


cap for an EETAP Level 2 & 3 audit will be paid to the customer upon final
approval of the EETAP Audit Report and all required documentation. The
balance of the EETAP incentive will be paid contingent upon the completion of
the recommended measures based on the Implementation Rate.

8. Are the EETAP incentives for implementing energy efficiency upgrades paid in
addition to LADWPs standard rebates?

Yes. However, in order to receive EETAP incentives, the implemented measures


are processed through the Custom Performance Program (CPP) only.

9. Once my EETAP audit report is approved, can I apply under other programs [Ex.,
Commercial Lighting Incentive Program (CLIP), Retrocommissioning (RCx),
Food Service, etc.]?

All measures identified in the approved EETAP audit must be processed under
the Custom Performance Program (CPP) to receive an EETAP incentive. Notify
your Program Manager of the measure(s) you plan to install and no additional
application forms to complete will be necessary. The other programs do not work
in conjunction with EETAP and you will forfeit the EETAP portion for that specific
measure(s).

PREMIER ACCOUNT MANAGERS

10. What is the Premier Account Managers role with regards to EETAP?

The Premier Account Manager will assist premier LADWP customers by


promoting LADWP programs and services and facilitating communication
between the customers and the EETAP staff (Note: Not all LADWP customers
have premier account status).

11. Do Trade Allies have access to Premier Account Managers?

No. However, any contractor (not just Trade Allies) may have access to the
customers Premier Account Manager after the customer submits an
authorization letter which specifically grants the contractor access.

12. Will LADWP provide a list of the Premier Accounts to contractors?

Unfortunately, customer account information is private and cannot be provided.

13. Will Premier Account Managers be available to accompany contractors to meet


with prospective EETAP participants?

Premier Account Managers will not accompany contractors and vendors to meet
with any prospective EETAP participants.

PROCESS

14. All energy efficiency measure(s) installation and implementation must be


completed within 3 years. When does the 3 years start?

The 3 years start from the date of the Offer Letter which is sent after the audit
report is approved by LADWP.

15. How long does it take for LADWP staff to complete their different tasks in
EETAP?

The following are estimated time frames:


a. Application review/approval 1-2 weeks
b. Audit review / pre-inspection 6-8 weeks
c. Final document review / post-inspection 2-4 weeks
d. Check issuance 8-10 weeks

ENERGY MODELS

16. Why does EETAP require energy models?

EETAP requires energy models to maintain methodological consistency in the


savings calculations for all EETAP Level assessments (1, 2 and 3). Requiring
energy models also allows for faster analysis and review of the project scope and
energy impact. Acceptable analysis tools for electric energy savings calculations
includes the following standard energy modeling software: EnergyPro, eQuest,
EnergyPlus, and Trace.

17. On what kind of projects do energy models not apply?

Energy models may not apply to industrial/process type measures or exterior


lighting applications where there are no interactive effects. The assessments and
energy savings calculations for these type of measures can be provided through
alternative tools/spreadsheets utilizing trend log data (where applicable),
organized in a transparent fashion, allowing for easy review of engineering
calculations and use of parameters.

Also, a standard Excel spreadsheet and/or other energy modeling software will
be accepted on a case-by-case basis for industrial processes, efficiency
measures, controls, or systems that are not supported by the existing list of
acceptable modeling software.

WORKSHOPS

18. Who can attend the EETAP workshops?

Anyone who is interested in the program may attend. LADWP designed the
workshop for engineering and energy efficiency firms; however, customers,
building owners, and business energy managers are welcome to attend.

19. I was late for the EETAP workshop. Do I get credit for attending even if I missed
the first 15 minutes?

Contractors who wish to become participants of the Trade Ally and Trade
Professional Program are required to complete an EETAP Workshop. Workshop
participants will not be given credit for attending if they are more than 15 minutes
late or leave prior to the conclusion of the workshop.

AUDITS

20. If a customer already has performed an audit, can that same customer still get an
incentive payment for the same audit through EETAP?

EETAP will not provide incentives for energy efficiency audits or projects that
have already been completed. To be eligible for an EETAP incentive, an
approval from the EETAP program manager to proceed with the audit is required
before an audit is performed.

21. My level I audit was approved and paid. Can I re-apply through EETAP for a
higher level audit (stack-audit)?

LADWP customers are allowed to increase the audit level within one year from
the date of the first approved audit subject to EETAP program manager approval.
LADWP encourages customers to select the most comprehensive audit
necessary to ensure maximum energy efficiency. Industrial/ Process audits are
exclusive and are not interchangeable with other audits level.

22. Does the engineering firm that performed the audit get credit for energy efficiency
measures that are implemented by a different contractor or engineering firm?

Yes. The company performing the EETAP audit does not necessarily have to be
the same company installing the energy efficiency measure(s). LADWP
customers are free to choose the vendors for auditing and installation services.
See Terms and Conditions, Items 10 and 12. The company who performed the
audit will receive the credit for all implemented measures.

23. Can a customer use in-house engineers to audit and implement measures
instead of an outside contractor or engineering firm?

Yes. The customer decides who will perform the audit or implement measures.
The customer is free to select in-house staff, a contractor, engineering firm,
vendor or any combination thereof to perform the audit, install, or implement the
measures. See Terms and Conditions, Item 12.

24. Must an audit report include every identified efficiency measure?

Audit reports must include recommendations for all feasible measures. Financial
and feasibility analyses are also requirements of the audit report and should
determine what identified measures the audit report recommends.

TRADE ALLY and TRADE PROFESSIONAL

25. Does the engineering firm that performed the audit get credit for energy efficiency
measures that are implemented by a different contractor or engineering firm?

Yes. The company performing the EETAP audit does not necessarily have to be
the same company installing the energy efficiency measure(s). LADWP
customers are free to choose the vendors for auditing and installation services.
See Terms and Conditions, Items 10 and 12. The company who performed the
audit will receive the credit for all implemented measures.

26. Are the EETAP incentives paid directly to the Trade Ally and Trade Professional
performing the audit?

As specified in FAQs #1, EETAP incentive payments are automatically paid to


the LADWP customer of record. The customer may request third party payment
assignments by using the EETAP payment assignment form. Payment
assignment to contractors/ engineering firms will only be available to Trade Ally
and Trade Professional Program participants.

WATER & GAS AUDIT

27. Why does the incentive cap calculator only measure electric savings but LADWP
requires engineering firms/contractors to conduct audits that include water and
gas?

Audits are conducted for the benefit of the customer in identifying and realizing
opportunities for savings in energy efficiency (for both gas and electric) and water
conservation. The customer may still pursue the gas energy conservation
measures recommended in the audit and get available rebates through the
Southern California Gas Company. With regards to the Level 1 water audit, the
EETAP program manager will work with the LADWP Water Conservation staff
regarding water conservation recommendations in the audit report.

28. Since the Southern California Gas Company is not currently involved with the
program, why does LADWP still require a gas audit?

The audit is for the benefit of the customer. The customer may still pursue the
gas energy conservation measures and get available rebates through the
Southern California Gas Company.

29. Why are there no EETAP incentives for the water portion?

The EETAP incentive calculator only considers the electric portion of the
incentives but the EETAP program manager will work with LADWPs Water
Conservation staff when audit recommendations involve water conservation.

30. Is LADWP working with the Southern California Gas Company on implementing
EETAP?

LADWP has shared the EETAP model and presentation with Southern California
Gas Company, however, no agreement has been reached.

ADDITIONAL SERVICES

31. Will LADWP consider opportunities for co-generation or self-generation (e.g.,


solar) in the EETAP audit?

No. EETAPs intent is to realize energy savings through energy conservation by


installing energy efficient equipment and implementing energy saving measures
only. LADWP does offer solar incentives through the Solar Incentive Program
(SIP). For additional information, visit the SIP program online at
www.ladwp.com/solar.

CLIP (formerly CLEO)

32. How does EETAP work with the Commercial Lighting Incentive Program (CLIP)?

All implemented EETAP measures will be processed through the Custom


Performance Program (CPP) in order to receive any EETAP incentive. Should
the customer elect to directly apply for the rebates available through CLIP or any
other LADWP Non-Residential program, the customer will not receive an EETAP
incentive for those measures.

33. I am currently a CLIP Trade Ally. Am I automatically an EETAP Trade Ally?

No. The CLIP Trade Ally Program is different from the EETAP Trade Ally
Program. In order to become a participant in EETAP Trade Ally Program,
contractors/ engineering firms need to satisfy and meet the EETAP Trade Ally
and Trade Professional Program requirements.
