    CONSTITTION AND BI-LAWS
    PREAMBLE
    The Red Cross Volunteers Club aims to provide University of Cagayan Valley students the
    opportunity to collectively participate in the community service projects and instructional
    training that impact the school and local community.
    ARTICLE I NAME
    Red Cross Youth UCV Council
    ARTICLE II- MEMBERSHIP
    Membership is open to all College of Health students who finished their formal Red Cross
    training, especially those who feel a social responsibility to strive to better the world around
    them through instruction and service.
    ARTICLE III-OFFICERS AND THEIR DUTIES
    President- 1 year term (maximum of 2 terms) shall preside at all meetings and shall
    exercise general supervision over the affairs and activities.
    Vice-President- 1 year term (maximum of 2 terms) shall serve as members on all standard
    committees, shall be in charge of planning fund-raisers and in organizing fund raising
    activities.
    Secretary- 1 year term (maximum of 2 terms) shall keep minutes of every meeting , send
    minutes to all members , shall be in charge in promoting events, shall track volunteer
    hours, assisting President and Vice-president.
    Treasurer- 1 year term (maximum of 2 terms) shall review all club funds, shall also pay
    out funds only on orders signed by the adviser and President and vice-President.
    ARTICLE IV- QUALIFICATIONS
    Members of the club will nominate and elect the officers of the cabinet by having
    majority vote of fifty one percent.
    The members may also impeach a cabinet member by having more than two-thirds of the
    majority vote.
    If an officer resigns, he/she must write a letter of resignation to the club.
    Officers are required to be certified in CPR and First Aid.
    At the end of the year, the new officers will meet with the old officers to plan the events
    for the next school year and evaluate the prior year.
    ARTICLE V- MEETINGS
    Regular monthly meetings will be held at UCV main.
    The initial will be held within the first couple of weeks of school.
    At this meeting:

    A list of participants name, phone numbers and emails will be obtained.


    The desires and interest of the group will be identified. Suggestions for projects will be
    made by the group. A supplemental list of proposals will be provided by the President.

    Then the first project will be determined by discussing the options and then having an
    informal vote. A target date will be chosen.
    Responsibilities of officers will be explained and volunteers will be accepted for
    leadership positions.
    A permanent time and day of the week will be selected for meetings.

    ARTICLE VI- AMENDMENTS


    The RCYC before coming to a vote must approve all amendments. Once approved, the officers
    may vote on this amendment needing a majority vote. Then, the members my vote on this
    amendment needing three fourths of the members present to approve.
