Local Roads (ADT400)
Guidelines for Geometric Design of Very Low-
Volume Local Roads (ADT400) addresses the
unique design issues highway designers and
engineers face when determining appropriate
cost-effective geometric design policies for very
low-volume local roads. This approach covers
both new and existing construction projects.
Because geometric design guidance for very
low-volume local roads differs from the policies
applied to high-volume roads, these guidelines
may be used in lieu of A Policy on Geometric
Design of Highways and Streets, also known as
The Green Book. Design values are presented
in both metric and U.S. customary units.

A Guide for Achieving Flexibility
in Highway Design
Context-sensitive solutions (CSS) reect the
need to consider highway projects as more than
just transportation facilities. Depending on
how highway projects are integrated into the
community, they can have far-reaching impacts
beyond their trafc or transportation function.
CSS is a comprehensive process that brings
stakeholders together in a positive, proactive
environment to develop projects that not only
meet transportation needs, but also improve or
enhance the community. Achieving a exible,
context-sensitive design solution requires
designers to fully understand the reasons
behind the processes, design values, and design
procedures that are used. This new AASHTO
guide shows highway designers how to think
exibly, how to recognize the many choices
and options they have, and how to arrive at
the best solution for the particular situation or
context.

Guide for High-Occupancy
Vehicle (HOV) Facilities
This guide suggests methods and designs for
dedicated facilities to encourage greater use
of existing transportation systems, such as
increased use of public transit (primarily buses),
carpools, vanpools, or other ridesharing modes
to help attain the above goals. Guidance is
given for planning and design of preferential
treatment for high occupancy vehicles (HOVs).
Portions of this guide have been excerpted
from the previous edition of this guide which
this new guide replaces (1), the National
Cooperative Highway Research Program
(NCHRP), HOV Systems Manual (2), and recent
research from Texas (3).

Bicycle Facilities, 3rd Edition
Supersedes the 1981 Guide for Development of
New Bicycle Facilities. Provides information on
the development of new facilities to enhance
and encourage safe bicycle travel. Planning

Information presented in this guide is intended
to provide a general knowledge of the park-and-
ride planning and design process. Applicable
local ordinances, design requirements, and
building codes must be consulted for their affect
on the planning and design process. Local data
resources, development patterns, and transit

park-and-ride implementation, and should be

AASHTO Guide for the Planning,
Design, and Operation of
Pedestrian Facilities
The purpose of this guide is to provide
guidance on the planning, design, and
operation of pedestrian facilities along
streets and highways. Specically, the guide
focuses on identifying effective measures for
accommodating pedestrians on public rights-of-
way. Appropriate methods for accommodating
pedestrians, which vary among roadway and
facility types, are described in this guide.
The primary audiences for this manual are
planners, roadway designers, and transportation
engineers, whether at the state or local level,
the majority of whom make decisions on a
daily basis that affect pedestrians. This guide
also recognizes the profound effect that land
use planning and site design have on pedestrian
mobility and addresses these topics as well.

operating practices related to roadside safety
presented both in metric and U.S. customary
units. It focuses on safety treatments that can

This major step in improved bridge design
and more accurate analysis is expected to lead
to bridges exhibiting superior serviceability,
enhanced long-term maintainability, and more
uniform levels of safety. Based on the load-and
resistance factor design philosophy (LRFD), this
book is the result of a ve-year research effort
under AASHTOs National Cooperative Highway
Research Program (NCHRP) Project 12-33. Since
the rst edition was published in 1994, the
provisions have continued to be updated and
improved based on continuing research and
the experience of the user community. The new
specications have been systematically tested
in trial designs in bridge design divisions of 14
AASHTO Member Departments.

The Materials Book and AASHTO Provisional

Edition Materials Book contains more than
422 materials specications and test methods
commonly used in the construction of
highway facilities. The specications have been
developed and maintained by transportation
departments through participation in AASHTOs
Subcommittee on Materials. In addition,
pertinent ASTM specications approved by
member states are included. The book edition
is organized in two volumes, Materials and
Testing and each volume has been separated
into two books. AASHTO Provisional Standards
includes an additional 41 provisional standards.

software program for design of pavement
structures, DARWin 3.1, Design Analysis and
Rehabilitation for Windows. The program
is based on the 1993 Guide for Design
of Pavement Structures, Volume 1 and
incorporates both new and rehabilitation
overlay design methodology and provides
extensive online help for all the inputs, as well
as the ability to perform life-cycle cost analysis

The 2004 AASHTO Salary Survey,
conducted by the Ofce of
Employee Services of the Iowa Department of
Transportation, provides a statistical analysis
of salary ranges for designated positions
among the forty-three states that responded
to the salary survey questionnaire. The survey
compares the individual state benchmark
weighted average salary, shown by classication
of position, to the mean salary within AASHTO
states and to the regional weighted average
mean salary of a corresponding classication. In
addition, the percentage calculations permit a
quantitative comparison of weighted averages.

of the dates of the state salary increases and the

technology that is employed to acquire the
data, the formats and standards applied to data
transfer and storage, how the information is
used for condition assessment, and suggest

NTCIP/NTPEP
National Transportation Communications for ITS Protocol (NTCIP)
The NTCIP Standards are available to download to AASHTO members and afliates at no
cost from the NTCIP Web site at http://www.ntcip.org. Please use the password NTCIPmember.
AASHTO, in partnership with the Institute of Transportation Engineers (ITE) and the
National Electrical Manufacturers Association (NEMA), with nancial support from the Federal
Highway Administration (FHWA), is leading a national effort to develop and adopt the National
Transportation Communications for Intelligent Transportation Systems Protocol (NTCIP). NTCIP
is a family of standards that provides rules for communicating (protocols) and vocabulary (objects)
necessary for electronic trafc control equipment from different manufacturers to operate within
a system. The NTCIP is the rst set of standards for the transportation industry that allows trafc
control systems using mix-and-match equipment, reducing reliance on specic vendors and
customized software. Trafc control equipment includes signal controls at intersections, variable
message freeway signs, environmental monitoring stations near bridges, cameras along streets
and freeways, and other types of devices. For a description of each standard, regular availability

In addition to standards, AASHTO and its partners have also developed a guide on how to apply
NTCIP standards and have conducted a number of case studies on the application of the standards.
The case studies include the application of dynamic messages signs in the states of Virginia and
Washington; trafc signal systems in Phoenix, Ariz., Mesa, Ariz., and Lakewood, Colo.; and two
environmental sensor systems (road weather information systems) in Minnesota and Washington.

National Transportation Product
Evaluation Program (NTPEP)
NTPEP is an AASHTO technical service program
which coordinates large-scale demonstration
projects on proprietary engineered products.
NTPEP conducts eld performance evaluation
and laboratory testing on a wide array of
highway safety products and maintenance/
construction materials. All testing is performed
by AASHTO member departments or private
testing labs under contract to NTPEP.
Manufacturers voluntarily submit products
for NTPEP-coordinated evaluation. Test results
are widely used by state DOTs for purposes of
product prequalication (QPL). Founded in
1994, NTPEP typically produces 15 evaluation
reports per year on hundreds of product brands.
In mid-2003, NTPEP launched its NTPEP
DataMine, offering online access to certain
reports with analytical capability and graphical
presentation of results.

AASHTO Strategic
Plan 20052010
This plans builds on the success of AASHTOs
last strategic plan, which was adopted by the
AASHTO Board of Directors in 2000 and has
largely been accomplished. The new plan was
developed by the Strategic Planning Task Force,
which represented all regions and included
AASHTO ofcers and staff. Major inuences
on the planning process included: the FHWA
Partnership Survey, The Hudson Institutes
Vision 2010 and Beyond, the 2003 CEO
Leadership Forum, A 2004 white paper entitled
The 21st Century DOT, interviews with
State DOT CEOs and executives from other
associations, and results from an e-survey of all
AASHTO committee members. The new plan
was adopted by the AASHTO Board of Directors
in September 2004 and represents AASHTOs
priorities from 2005 to 2010. 2005. Paperback.

The American Association of
State Highway and Transportation
Ofcials (AASHTO) is a nonprot,
nonpartisan association that
represents member highway and
transportation departments in the
50 states, the District of Columbia,
and Puerto Rico. It is the only
association that represents all
ve transportation modesair,
highways, public transportation,
rail, and water. Its primary goal is
to foster development, operation,
and maintenance of an integrated
national transportation system.
Membership to AASHTO is on an
agency basis. The U.S. Department
of Transportation is an ex-ofcio
member, and many transportation
agencies in other countries belong
to the Association as international
members. Several sub-state
transportation agencies in the
United States and several Federal
agencies are associate members.
Membership is not extended to
individuals or private sector entities.

Academic Discounts
We encourage the use of AASHTO publications
in college curricula. Students may purchase

The 26th Edition of the Standard Specications
for Transportation Materials and Methods of
Sampling and Testing (Materials Book) and AASHTO
Provisional Standards, 2006 Edition
The Materials Book and AASHTO Provisional Standards are now sold as a set. The 26th
Edition Materials Book contains 415 materials specications and test methods commonly
used in the construction of highway facilities. The specications have been developed
and maintained by transportation departments through participation in AASHTOs
Subcommittee on Materials. In addition, pertinent ASTM specications approved by
member states are included. The book edition is organized in two volumes, Materials and
Testing and each volume has been separated into two books. AASHTO Provisional Standards
