Resolution to amend
sale of old municipal
building approved
By KRISTINA SCALA
The Voorhees Sun
Voorhees Township Commit-
tee members approved a resolu-
tion to amend the sale of the old
municipal building, changing the
minimum bid price from $2.25
million to $2.5 million.
According to Township Ad-
ministrator Larry Spellman, the
sale of the property now includes
Kerper Lane, increasing the as-
sessed value of the property by
$250,000.
Spellman said the township
made improvements to Kerper
Lane and later decided the access
path to the property was no
longer needed for public use.
Kerper Lane is a driveway,
but we had heard from potential
buyers that access from White
Horse Road was a valuable asset
to the property.
We identified three different
options for the conversion of Ker-
per Lane into an approved
street, Spellman said, adding
the successful bidder will be re-
sponsible for the road.
When the township made the
initial step to include the munici-
pal facility in the PREIT-owned
Voorhees Town Center, the cur-
rent facility was outdated and in
need of repair.
In September 2011, municipal
entities moved from 620 Berlin
Road to Voorhees Town Center.
The move cost the township ap-
proximately $5.8 million.
The sale of the property, along
with generated local tax revenue,
meant the project would pay for
itself, officials said.
PREIT guaranteed that when
we moved in to our new space, it
would spur growth here in the
Town Center, and that the in-
creased ratables from new busi-
ness here would offset the bond
payment for the new town hall.
PREIT agreed to cover the differ-
ence if the new ratables were less
than our bond payment, Spell-
man said, adding after the old
municipal building is sold, the
net cost for the new municipal
building is approximately $3.4
million.
Spellman said since the move,
the location has been vacant and
is being used for storage.
He said the reason for the pro-
longed sale of the property is due
to the previous market.
We were not willing to put the

On a hot, humid day at John Connolly park in Voorhees, on Thursday, June 27, Fred Ashley, right,
his dog Pato and dog trainer Carl Johnston are about to head out from a brief day of training at
the park. Ashley said if it were cooler, there would be more people at the dog park. Instead, the
park was empty after the trio left.

Heavy rainfall can increase
population of mosquitoes
By SHANNON CAULFIELD
The Voorhees Sun
The recent heavy rainfall expe-
rienced by the area comes with
the likelihood of an increased
population of mosquitoes. Ac-
cording to Dan Keashen, director
of communications at Camden
County, June was the second
wettest ever in Camden County.
More than 8.5 inches of rain has
fallen since June 1.
That rain and severe weather
are really the catalyst for mosqui-
to breeding, Keashen said.
Theres a lot more standing
water around the region through
containers left out.
According to a Camden County
release, residents should check
their property for any object that
holds water for more than a few
days. All pre-adult mosquito
stages (eggs, larvae and pupae)
must be in stagnant water to de-
velop into adult mosquitoes.
Swimming pools are a common
problem, the release said. The
county urges residents to check
and maintain pools often to keep
the area mosquito-free. Pool cov-
ers can catch rainwater and be-
come a mosquito development
site, but residents can add a little
chlorine to kill mosquitoes.
With a new, larger mosquito
population comes the threat of
West Nile Virus, which is known
to cause neurological problems in
people that contract the disease.
Our county mosquito commis-
sion checks a few thousand mos-
quito breeding sites on a regular
basis. This keeps the mosquito
population low and breaks up the
cycles where diseases are spread
from various animals to humans
by a mosquito bite, Freeholder
Jeffrey Nash, liaison to the Cam-
den County Mosquito Commis-
sion, said in the release. Accord-
ing to the release, in previous
years, tests crows and other ani-
mals showed that West Nile Virus
spread throughout the East Coast
and was found in every county in
New Jersey. West Nile Virus
grows in birds, and is transmitted
from bird to bird by infected mos-
quitoes. If mosquitoes infected
with the virus bite horses or hu-
mans, they can also become sick.
West Nile Virus generally causes
no symptoms or mild flu-like
symptoms. However, those older
than 50, or those with a compro-
mised immune system, are at a
please see MOSQUITO, page 3
higher risk of more severe dis-
ease.
Its too early to tell how bad or
good the West Nile Virus disease
will be contracted this year,
Keashen said. We usually get
calls toward the end of the sum-
mer for West Nile Virus, which
happened last year.
Though the calls generally
begin in late summer/early fall,
the preventative actions to curb
the population have started.
Sprayings have begun in the
area and have been scheduled for
Voorhees Township. According to
the release, the mosquito spray is
not harmful to humans or pets,
but residents should avoid direct
contact if you have respiratory
concerns or are sensitive to irri-
tants. Additionally, the mosquito
commission will be looking for
problem areas throughout the
county. Were really counting on
residents to be our eyes and ears
in places where mosquitos breed,
Keashen said.
Residents can report standing
water in their area, in addition to
reporting deceased birds. Resi-
dents may report dead birds to the
Camden County Department of
Health and Human Services at
(856) 374-6197.

More information
Have you followed the countys checklist to avoid mosquito breeding?
According to the county, residents should dispose of unnecessary
containers that hold water. Containers that need to be saved should
be turned upside down or have holes in the bottom so all water
drains out. Additionally, lift up flowerpots and dump the water from
the dish underneath every week, stock fish, or add mosquito larvicide
to ornamental ponds, change water in birdbaths, fountains and ani-
mal troughs weekly, screen vents to septic and other water tanks,
store small boats upside down and large boats so they drain. If cov-
ered, keep the tarp tight so water does not pool on top. Do not dump
leaves or grass clippings into a catch basin or streams. Do not allow
water to collect on sagging tarps or awnings, and do not allow trash-
can lids to fill with water. For other helpful tips and ways to avoid
mosquitoes, visit www.camdencounty.com.

MAYORS MESSAGE
P
rospective summer interns re-
joiced last month when a feder-
al district judge in Manhattan
ruled that not all internships can be
unpaid.
Not only did Manhattan federal dis-
trict judge William H. Pauley III rule
that Fox Searchlight studios had bro-
ken New York and federal minimum
wage laws when it failed to pay two in-
terns who worked on the set of the
movie Black Swan, he also gave the
go-ahead to a class action suit sought
by an intern who worked in Fox Enter-
tainment Groups offices.
Businesses have long relied on in-
terns to supplement their paid work-
force, with many of these internships
occurring during the summer months
when colleges are on break. On the
surface, Pauleys decision would
threaten that practice.
Dig deeper, though, and one can see
that it doesnt outlaw unpaid intern-
ships, but rather seeks to ensure that
any unpaid intern is actually getting
real-life work experience, and not just
delivering coffee.
Pauley referred to the Department
of Labors six-point test to determine
whether an internship can be unpaid:
It must be similar to training that
would be given in an educational envi-
ronment.
It must be an experience that is for
the benefit of the intern.
The intern must not displace regu-
lar employees, but work under close
supervision of existing staff.
The employer must derive no im-
mediate advantage from the activities
of the intern, and on occasion, its op-
erations may actually be impeded.
The intern is not necessarily enti-
tled to a job at the conclusion of the in-
ternship.
The employer and intern under-
stand that the intern is not entitled to
wages for the internship.
So, basically, to be eligible to be un-
paid, the internship must be valuable
to the intern himself or herself, not
just to the employer.
Sounds fair enough.
After all, cant we just all get our
own coffee?
Are unpaid interns over with?
A federal district judge may have put an end to the long practice
