1. Purpose. This publication sets forth format and procedures to govern the development and
publication of New York Guard Directives by the Joint Staff, Headquarters New York Guard. It
provides guidance for use by the Divisions in preparing their appropriate regulation or
instructions.

2. Application

a. Format and procedures established in this publication apply to the Headquarters Joint Staff.
These principles and guidance also may be used by the major commands in the subsequent
development of their regulations or instructions.

b. This publication is directive in nature. These formats, and procedures will be followed,
except when, in the judgment of the commander, exceptional circumstances dictate otherwise.

3. Scope. This publication describes the New York Guard Directives system and provides an
index of publications.

CHAPTER I

ORGANIZATIONAL FRAMEWORK AND FORMAT

1. NYG Directive Hierarchy. The NYG directive hierarchy provides a framework for the serial
structure of publications. The organizational structure follows that used by the Department of
Defense to the maximum degree possible. Each series provides for a keystone directive as the
first publication in the series. The keystone directives constitute the doctrinal foundation of the
series. A complete listing of all directives is under development will be contained in updates to
Chapter 4 as they are developed. Updates to Chapter 4 will include cross references to NYG
Army Regulations (NYGAR) (utilizing MARKS numbers) and NYG Air Instructions (NYGAI)
(utilizing Air Force systems). Appendix A lists those numbers where directives are anticipated.

3000 - Plans and Operations, Intelligence.

4000 - Logistics, Natural Resources, and Environment.

2. Organization. The approved joint publication will have several main parts and should be
organized as follows:

a. Front and back covers.

b. Record of changes.

c. List of effective pages.

d. Preface

e. Table of contents.

f. Body of publication.

g. Appendixes and annexes (if needed).

h. Glossary (if needed, the glossary is normally placed in the back of the publication).

i. Index (if needed).

3. Format. The format for a NYG Directive can be modified with the authorization of the
Deputy Chief of Staff. Standard format is specified below:

a. Cover. The directive title, number, date, and Joint Staff and Service logos will be printed
on the front cover (sample this directive). The overall classification of the publication will be
printed at the top and bottom centers of the front and back covers. The publication covers will be
color-coded as follows:

(1) UNCLASSIFIED and FOR OFFICIAL USE ONLY--white.


(2) CONFIDENTIAL--blue.
(3) SECRET--red.
(4) TOP SECRET--orange.
No marking is required on the inside of the back cover.

b. Record of Changes. A record of page changes is required for all directives (model this
directive).

c. List of Effective Pages. Required for all directives (including new and revised) with
changes to show which pages are affected (model this directive).

d. Preface. A preface (model, Appendix C) will be included to describe the purpose, scope,
and other appropriate information.

e. Table of Contents. A table of contents (model this directive) will be included.

f. Body of Publication. The body of the publication (model this directive) will be divided
into chapters. The chapters may be divided into sections and subsections. Typically chapters may
be as follows;

(1) Chapter 1 Policy guidance.


(2) Chapter 2 Responsibilities and actions to be taken.
(3) Chapter 3 Procedures or detailed guidance.

g. Appendixes and Annexes. Appendixes are placed at the end of the directive. Annexes to
appendixes, if required, follow the appendix to which they apply.

h. Glossary. The glossary usually consists of two sections: Part I, Abbreviations and
Acronyms, and Part II, Terms and Definitions. It is normally placed in the back of the
publication. Part I should contain a complete listing of only those abbreviations and acronyms
used in the directive. Abbreviations and acronyms should be established in the text by placing in
parentheses following the first appearance and included in glossary if used at least twice in the
text. Abbreviations and acronyms should not be used in the text of definitions. Glossary terms

should be written in lower case unless otherwise designated.

i. Index. An alphabetical index may be included if required.

4. General Guidance.

a. Printed Pages. The directive number (NYGD XXXX) is shown in the upper right corner
of odd-numbered pages and upper left of even-numbered pages. The date of the publication is
shown on the opposite side. When a change is issued, "CH" followed by the appropriate number
(e.g., CH 1) will be indicated directly below the publication number. Publications that are totally
issued from Headquarters, and do not require subordinate command implementation or
expansion, will include all three numbers (NYGD, NYGAR, and NYGAI).

b. Blank pages. Blank pages are numbered in sequence and annotated in the center with the
phrase "(THIS PAGE INTENTIONALLY LEFT BLANK)."

c. Figures or Tables. Figures or tables should be placed as close as possible to the text they
support. If required, they may be incorporated in a chapter or grouped after chapters and
appendixes.

d. Reference to Publications. Other publications and publication chapters and paragraphs


will be referred to by using:
(1) Abbreviated designations for directive (e.g., NYGD 5025).
(2) Chapter numbers for chapters within the joint pub.
(3) Paragraph numbers.

e. Classification. It is desirable that directives be unclassified for ease of dissemination.


However, information must always be given the appropriate level of protection. It is not
anticipated that any New York Guard documents will require classification. More detailed
procedures will be developed if required.

5. Distribution. Copies are furnished to Joint Staff members as required and 25 copies to each
major command. When approved a PDF (by Adobe Acrobat) formatted directive should also be
posted to the website.

CHAPTER II

RESPONSIBILITIES

1. Commander New York Guard. The Commander New York Guard has the overall
responsibility and authority for directing the development and approving New York Guard
Directives.

2. Deputy Chief of Staff. The Deputy Chief of Staff is responsible to the Chief of Staff and
Commander for managing the New York Guard Directive program. The Deputy Chief of Staff
will;

a. Establish a system for orderly processing of New York Guard Directives.

b. Recommend a primary Joint Staff Officer (based upon subject matter and available
expertise) to serve as the Joint Staff Directive Sponsor (DS).

c. Monitor the progress of each New York Guard Directive project and provide assistance to
the DS as required to ensure complete coordination of the staff.

d. Ensure the orderly processing and complete coordination for each New York Guard
Directive.

e. Coordinate the approval of the final document with Commander through the Chief of
Staff.

f. Periodically review the New York Guard Directives for required updates, consolidation or
deletion.

g. Maintain listing of current Directives, changes, and related subordinate command


implementations.

h. Receive MACOM implementing or follow-on regulations or instructions, assign to


appropriate staff section for review, coordinate approval and comments.

3. The Staff Position Responsible. The assigned Directive Sponsor (DS) will;

a. Develop the New York Guard Directive, ensuring coordination with any existing
regulations as applicable.

b. Coordinates all draft distributions for comment.

c. Coordinates all Joint Staff actions necessary to complete and maintain the New York
Guard Directive.

d. Determine all Joint Staff distribution requirements for the publication.

e. Makes all administrative preparations for the publication of approved publications.

4. Commanders of New York Guard Components. Commanders of the Army Division, Air
Division and Civil Military Affairs Unit will;

a. Direct their staff to promptly review and comment on draft directives.

b. Implement doctrine as specified in approved directives.

c. Publish additional implementing regulations or instructions as deemed necessary. The


Army Division will publish follow-on doctrine as Regulations. These will be New York Guard
Army Regulations to be abbreviated NYGAR. They will be numbered using the standard
Modern Army Record Keeping System (MARKS) numbers. The Air Division will publish
follow-on doctrine as Instructions. These will be New York Guard Air Instructions to be
abbreviated NYGAI. They will be numbered using the standard Air Force numbering system.

d. Commanders will exercise judgment in implementing and adding to requirements. This


directive will be followed, except when, in the judgment of the Commander New York Guard,
exceptional circumstances dictate otherwise. Conflicts should be resolved through recommended
changes to this Directive rather than non-conforming requirements. Commanders will not
publish regulations or instructions that conflict with this Directive.

e. Notify and provide copies of follow-on regulations or instructions to New York Guard
Headquarters for review and approval.

CHAPTER III

POLICY AND PROCEDURES

1. Policy. New York Guard Directives Overview.

a. The purpose of New York Guard Directives is to enhance the effectiveness of the New
York Guard

b. Only publications approved by the Commander New York Guard will be referred to as
New York Guard Directives.

c. New York Guard Directives apply to the Commanders of the major commands (Army
Division, Air Division and Civil Military Affairs Unit) and subordinate components of these
commands.

d. New York Guard Directives are used to:

(1) Guide the organization and employment of New York Guard forces.
(2) Provide a basis for New York Guard training.
(3) Inform State and local Agencies concerning the employment of New York Guard
forces.

e. New York Guard Directives are written for those who:

(1) Provide Command direction to New York Guard components.


(2) Employ New York Guard forces.
(3) Support or are supported by New York Guard forces.

f. New York Guard Directives are developed by the Headquarters New York Guard Joint
Staff.

g. In developing New York Guard Directives, State Laws and Division of Military and
Naval Regulations will be considered and compliance ensured.

2. New York Guard Directives Development Overview.

a. This publication sets forth the principles and policy for developing, coordinating,
approving, and maintaining New York Guard Directives. These publications are approved by the
Commander New York Guard in coordination with the Joint Staff and Major Commanders. This
publication provides policy and procedures to allow the Deputy Chief of Staff to discharge
his/her responsibilities for publishing directives. This publication also establishes the specific
guidance on formatting, preparation, printing, and distribution of all New York Guard Directives.

b. This publication provides:

(1) Specific policy and procedures on New York Guard Directives through the following
stages:

(a) Project Development.


(b) Draft reviews.
(c) Final Approval.
(d) Maintenance (post publication assessment, changes, revision, and cancellation) of
approved directives.

(2) The staffing and coordination requirements and procedures necessary to administer the
New York Guard Directives program.

(3) The procedures and format requirements used in all New York Guard Directives.

(4) An updated index of all existing New York Guard Directives. This index is provided
specifically for the commands to track the latest New York Guard Directive publications.

3. Terminology. Terms and definitions used in the development of New York Guard Directives
will be in accordance with various standard military and associated terminology. Extensive use
of a glossary is encouraged until a New York Guard Directive covering terms and definitions can
be developed and published.

4. Procedures.

a. Project Development. Project development commences when the Chief of Staff directs
the Deputy Chief of Staff on the preparation of a New York Guard Directive on a particular
subject. The Deputy Chief of Staff identifies the appropriate Staff Section, and in coordination
with the principal Joint Staff Officer designates a Directive Sponsor (DS). The designated DS
will develop a first draft based on guidance provided and considering all existing New York
Guard and DMNA publications, and State Laws and Regulations pertinent to the subject area.
Coordination meetings with the commands and sections affected by the proposed directive is also
recommended.

b. Draft Review. The DS will ensure that sentences, paragraphs, and passages from other
publications are quoted verbatim. All draft editions of publications will adhere to format rules in
Appendix D. The DS will submit the drafts to the Major Commands and Joint Staff for
comment. The DS will incorporate changes into the draft and circulate a second draft within
Joint Staff for final comment.

c. Final Approval. After incorporating appropriate comments from the second draft a final
proposed directive will be prepared and forwarded to the Deputy Chief of Staff. Transmittal
should enumerate any unresolved issues and the basis for the final recommendations. The
Deputy Chief of Staff will make final coordination with the Chief of Staff and Commander for
approval and advise of any final changes. Upon completion and publication the DS will furnish a
computer file in ASCII or MS Word on a 3.5" disk to include any publication figures in common
graphics files (such as Powerpoint-WMF or GIF). These formatted data will be used to add the
publication to the website and for CD ROM distribution.

d. Maintenance (post publication assessment, changes, revision, and cancellation) of


approved directives. The appropriate Joint Staff section, DS and Deputy Chief of Staff will
periodically review current directives to determine the need for timely updating as required.

1. Purpose. This publication sets forth format and procedures to govern the development and
publication of New York Guard Directives by the Joint Staff, Headquarters New York Guard. It
provides guidance for the exercise of authority by. It provides guidance for use by the Divisions
in preparing their appropriate regulation or instructions. It is not the intent of this publication to
restrict the authority of the Commanders from organizing their force and executing a mission in a
manner the Commander deems most appropriate to ensure unity of effort in the accomplishment
of the overall mission.

2. Application

a. Format and procedures established in this publication apply to the Headquarters Joint
Staff. These principles and guidance also may apply to the major commands in the subsequent
development of their regulations or instructions.

b. This publication is directive in nature. Commanders will exercise judgment in


implementing and adding to requirements. This doctrine (or doctrine and selected techniques,
and procedures) will be followed, except when, in the judgment of the commander, exceptional
circumstances dictate otherwise. Conflicts will be resolved through recommended changes to
this Directive. Commanders will not publish regulations or instructions that conflict with this
Directive.

3. Scope. Describe what the NYG Directive covers; e.g., "This publication describes the New
York Guard Directives system and index of publications.

4. Basis. List any State laws, or DMNA directives, policies, or Regulations that provide the basis
for developing this publication.

TEXTUAL BODY OF A JOINT PUBLICATION

1. Page Numbering. The pages preceding the text, beginning with the first page following the
Distribution List, are to be numbered consecutively with lower case Roman numerals. Text pages
are to be numbered by a combination of Roman and Arabic numerals and letters as follows:

a. Chapters. Pages are numbered consecutively in each chapter using chapter and page
number hyphenated (e.g., II-1 for page one of Chapter II). The title of each chapter is printed in
capital letters directly below the chapter number. All chapters will start on the right side of the
pub (facing page).

b. Sections. Sections are lettered consecutively in each chapter using capital letters (e.g.,
Section A, Section B).

c. Paragraphs. Paragraphs are numbered sequentially within each chapter using Arabic
numerals.

d. Appendixes. Appendixes are lettered consecutively in capitals and page number


hyphenated (e.g., A-1 for page one of Appendix A). Do not use Appendix I.

e. Annexes. Annexes to Appendixes are lettered consecutively in capitals and page number
hyphenated (e.g., B-A-1 for page one of Annex A to Appendix B).

f. Glossary. Glossary pages are lettered using "GL" hyphenated with Arabic numbers (e.g.,
GL-1, GL-2).

g. Index. Index pages are lettered using "IN" hyphenated with Arabic numbers (e.g., IN-1,

2. Figures and Tables. Figures and tables are numbered consecutively within chapters (e.g.,

3. Margins. The top and bottom margins of each page will be approximately 1 inch. The left
margin will be 1 inch, and the right margin will be 1 inch.
