Vice President Roy Alper called the meeting to order at approximately 6:15 p.m.

Motion:
Planters have been watered twice a week this month by Peralta Services and are showing improvement; mulching will occur the following week. Received a revised estimate from the Landscaping firm to add plants to planters. Planters at 43rd are to be handled by Hans and Randy. Artist Daud Abdullah completed 6 cans as part of mosaic trash can project. Directed by DE/ED, Rick and Darlene questioned the craftsmanship, exacerbated by the use of white tile as border which was improperly grouted and attracts graffiti and dirt. The artist completed another prototype box in front of Dollar Cleaners, which was more acceptable. It opened up the option of allowing inconsistent borders. Four additional cans have been added by the City to Telegraph Avenue at Good Bellies, Reed Brothers, Dollar, and at Aunt Marys. Bernadette expressed an interest in two additional cans at Childrens Hospital Action: Don Lowrey will follow up with artist to monitor trash can quality. Action: Darlene will look into additional can availability. East Bay Express installed 12 stand alone racks for which they claim to have gotten merchant permission: Subway sandwiches, golden gate donuts, arbor caf, koryo plaza,east bay creative center for re-use, tip top bike shop, s + s seafood, secrets porno house, spoke cyclery, telegraph/ alcatraz bus stop by pawn shop Down at lulu's. Darlene requested feedback on the installed racks.
Sculpture at 5225 Shattuck We received some preliminary engineering plans from ESI. Bill, Darlene and Ellen will meet with BK on Thursday to get further clarification regarding acceptable structure design. Note: At follow up meeting, project scope and acceptable measurements were clarified. Ellen will resume sketches for presentation at October 18 DE/ED meeting.
Committee may want to explore a banner policy based on inquiries regarding sharing space on sidewalk banners, as well as banner across Telegraph Avenue. Ped lights all the infrastructure is in and lights will be installed next week, between 49th and 51st and 51st to Dover. Working on program to offer a newsletter with deals (Temescal Local). Taste of Temescal is Tuesday, Oct. 2; Bakesale Betty isnt participating, still waiting for response from other participants. Temescal Trick or Treat is Wednesday, Oct. 31. Holiday Event is 12/1 and 2. Ice rink is reserved. Pray for good weather.

BID Council meeting met with Cptn Allison in August to discuss PSO program status PSOs spend time only on homicides, not on anything else. Police force reduction was acknowledged with the need for the BID to advocate more strongly and also implement Merchant Watch tactics more adamantly. Exploring setting up merchant alert system on a trial basis through cell phones. Budget Roy informed Board that Rick reported a $34,000 overage in our budget from the contingency budget. The organization may now be in the position to explore funding additional projects, on a case by case basis.

c. Safety First Contract Staff and SF updated contract to reflect and clarify the actual services being provided at this time with the allotted budget. In order to provide adequate basic maintenance services, it does not allow time for security services to be provided. SF could provide extra eyes and ears for panhandling, loitering to provide some sort of engagement and interference. Julie expressed concern about SF not having time to provide ambassador services, particularly at this time when theres been an increase in merchant and resident reported incidents. Guest, John D, chimed in his concern, due to increased car break-ins in broad daylight at Temescal Plaza. A reminder about the ped lights being added was stressed. The added lighting will impact nighttime activity. Unfortunately the reported incidents have occurred during the daytime. SF suggested adding two more staff to provide extra eyes and ears. Action: SF agreed to submit a bid regarding the cost of additional staff d. Bike Corral Maintenance Agreement Committee met with Jason Patton to add galvanized circle racks at new bike corral at Burmas and to create an iconic element to be used throughout Oaklands bike parking, Jason discussed expanding bike corral by including another parking space. He inquired with authorities to remove three red parking spots in front of Sura and 17 Jewels, thereby increasing parking by 2 spots and taking the spot at Burma for an enhanced corral. Darlene checked in with Burma who is OK with this arrangement. Motion: to adopt bike corral agreement for BID to maintain the bike corral, once its installed, was seconded and pass unanimously. OTHER ANNOUNCEMENTS Don Lowrey announced the BID will be co-sponsoring a candidates' forum at Faith Presbyterian Church on September 19, along with the NCPC.
