Correctional system is a very important aspect for rehabilitating prisoners and promotes behavioral change for social order of any country. The paper aimed to assess the African experiences on correctional systems based on review of secondary sources. It was revealed that, one of the roles of prisons is to provide an effective environment that reduces the risk of reoffending. Many offenders have education and skill levels well below the average and are more likely to be unemployed, which has an impact on their health and ability to find housing. The introduction of vocational education and training (VET) programs as part of prisoner rehabilitation offers opportunities for offenders to reduce this disadvantage, thereby increasing the likelihood of successful re-integration into the community and reducing the risk of reoffending. Among others, this paper recommends for adequate financing and community involvement on correctional system program in order to have effective rehabilitation and reintegration.

The Role of Penitentiary Institutions in Conducting Guidance for Convicts in Correctional Institutions

Penitentiary is one of the technical implementation units of the Ministry of Law and Human Rights, which is the main task of implementing correctional services for convicts/students. One of the functions of a penitentiary is to carry out a coaching function which is a process of the penal system as a realization of criminal reform which was formerly known as a prison is also a process of fostering convicts who view convicts as creatures of God, individuals and members of society. The implementation of convict coaching based on the correctional system aims to make convicts become whole human beings, as has become the direction of national development through the approach of establishing faith and fostering so that they are able to integrate naturally into group life while in correctional institutions and wider life (society) after serving their sentences.

Management of the Correctional Education Program for Students Behind Bars

Every person has the right to education even for one who finds himself in conflict with the law. Thus, convicted offenders can continue their schooling while undergoing rehabilitation in prison and eventual reintegration to their families and communities upon discharge from incarceration. Correctional education is one of the biggest opportunities afforded for Filipino inmate students. This research was prepared with the end view of analyzing the education program offered to inmates of the medium risk security camp of the national penitentiary, the New Bilibid Prison (NBP) in Muntinlupa City, Metro Manila. Also, it will help fill in the research gap as to how education can provide the coping mechanism for inmates when they rejoin the mainstream of society as ex-offenders or the more common term used, as ex-convicts. The analysis will delve on the following indicators: program objectives, curriculum, faculty roster, inmate students, graduates, facilities and equipment, other services and lastly, financial support. The research will likewise assess how the correctional education program can reorient and transform the highly regimented life of inmates in prison into a new learning experience at the same time equip them upon their release. It may also be used by authorities to reassess the current correctional education program and its implementation. They can review policies and design the program to suit the needs of the inmates and the changing times. Thus, more concern and funding for the program's development and eventual expansion may be expected in the future.
