This Navigator, a policy analytical paper, examines the geopolitics of the gulf and the crisis involving the isolation of Qatar, its antecedents and its political and policy ramifications.

This article analyzes how Qatar strategically utilized its foreign policy to overcome the implications of the 2017 Gulf crisis. Using neoclassical realism, it investigates the ways in which Qatar used its foreign relations to mitigate the impact of a crisis that barred Qatar from aerial, naval, and land corridors in Saudi Arabia, Egypt, Bahrain, and the United Arab Emirates, henceforth referred to as the Quartet. The impacts are threefold. Starting from a macro-level perspective, Qatar leveraged its status as a crucial energy supplier, alongside the resultant financial boon, to prevent an international consensus supporting the claims of the Quartet. From a micro-level perspective, the likelihood of military escalation was circumvented by Qatar's ties with Turkey and the United States. Finally, the economic impact of the crisis was largely absorbed by Qatar's ties with Iran. The biblical story of David and Goliath presents a case in which the strategic use of resources can be effective in overcoming a larger threat. For the tiny David facing the gigantic Goliath, a slingshot was all that was needed to win the battle. In this article, we treat Qatar's foreign-policy making as that slingshot, which was able to resist and, arguably, emerge more resilient from the sudden effects of the 2017 Gulf crisis. On June 5, 2017, Saudi Arabia, Bahrain, the United Arab Emirates, and Egypt, known as the Quartet, cut their diplomatic ties with Qatar and imposed a land, sea, and air closure on the country. While such an act was unprecedented, the source of discontent is not new. The decision made by Saudi Arabia, UAE, Bahrain, and Egypt to cut relations with Qatar in 2017. In addition to the support of other countries around the world, was mainly because of the claims that Qatar is supporting Islamic movements such as Hammas , Hizbollah,and Muslim Brotherhoods in Egypt.

This study reviews the challenges and opportunities encountered by Qatar because of the blockade imposed by the neighboring countries, namely Saudi Arabia, the United Arab Emirates (UAE), Bahrain, and Egypt. It endeavors to highlight potential scenarios of the crisis. This paper employs a secondary source of information to achieve the objectives, such as books, articles, reports, and academic research, which were later subjected to thematic analysis. The findings of this research reveal that crisis management was an effective strategy implemented by the Qatari Government. It helped Qatari officials to change and transfer the negative impacts to a positive force. The crisis management strategy encouraged Qatar to rely on their local industries, improve education and media institutes, and use Qatar’s soft power internationally. Although 2017 was a challenging year for Qatar due to the crisis, yet the national economy showed an accelerated growth of 5% in the second half of the same year.
The changes of the past year in the Middle East and North Africa revealed how active small states can be. Engagement of Qatar in NATO operations in Libya, actions of the Qatari Emir Hamad bin Khalifa Al Thani against Syria in the Arab League and coverage of Al Jazeera channel during the uprising in the neighboring Kingdom of Bahrain suggest that this small carbon-rich Gulf monarchy has a potential to influence the regional politics. In this article the attempt would be taken to explain why Qatar’s foreign policy is not framed within the Gulf region, why this small Gulf state is so active in many issues in the MENA region and what are the fundamentals for such an active engagement abroad?

Blockade of Qatar not only created a rift in the GCC bloc but also polarised the non-Arab countries, especially Turkey and the Islamic Republic of Iran. Looking at the allegations on Qatar, the objective appears to cut Doha to its size which was viewed as punching above its "strategic weight". However, Qatar"s growing importance, power dynamics in the region and baseless charges simply shows that sooner or later the boycott seems to die out. Not only the US but also the global energy market which is drifting towards gas/LNG and Qatar being a "pivotal" supplier from Japan to the UK, is bound to re-emerge with more vigour and legitimacy. Moreover, the allegations made on Qatar are commonly practiced by all Gulf countries, including the Axis countries to fulfil their foreign policy objectives.
Qatar has emerged as an active international actor in many fields from foreign policy to international investments in the last twenty years and has been the focus of several studies. Qatar's initiatives and achievements have had great impacts as a quite small and young state, and it had obtained a reputation with a rising profile beyond a small Gulf monarchy with distinction from the other small Gulf states. Qatar's economy has started to boom in the 90s following the start of natural gas production. Qatar has accomplished a great transformation by taking advantage of its mass LNG revenues at both national and international levels during the reign of former Emir Sheikh Hamad. This work aims to analyze Qatar's continuing trend in distinctive policies and achievements within the framework of the strategic depth conception. Leadership factor and historical factors are applied at this paper as the key factors in the transformation of rising Qatar to a chess player from a chess piece. 2
