This study complements our long-term systemic research so as to promote technological innovation in the EU countries. The main research goal of this study is to examine technological innovation in the developing EU countries and to identify positive and negative technology innovation-related processes. In terms of the methodology of this research, as the main method was chosen Patent analysis of the WIPO database (1980-2014), which we perform in a long term. The patent data were analyzed, verified and summarized for the purposes of this study and subsequently completed by Bibliometric analysis of the technological innovation activities in these countriesfor identifying relevant trends. In the analytical part of our study was in particular examined the overall development of technology patents in the developing EU countries. According to these indicators, among the most successful technology developing countries in the EU mainly belong Poland, Hungary, Romania, and the more successful are also Greece and Bulgaria. Such a long-term study in our conditions has not been realized yet.

In recent years, it is not only a researcher, or a developer, who is important for technologyinnovation, but increasingly important there have become the micro and macro environmentof the institution/company. Since, many times, technology innovation requires cooperationwithin the business microenvironment and supportive legal, political, economic, socialor environmental factors. As analogies in Japan, USA, India, or China, also the European Communityhas to respond adequately to this trend through supportive legislation, management, infrastructureand cooperation. The key research question of this analysis is, how big is the differencein technological innovation/patenting between developed and developing countries of the EUand why? Also, the selected issues and challenges of technological innovation and managementcreate the input into this systemic study of technology patenting in the EU countries since 1980.

Csilla FEDINEC-István CSERNICSKÓ Abstract:.Remarks on one official gazette Kárpátaljai Közlöny-Подкарпатский Вђстникъ (1939-1944). The districts with the official name of Carpathian regency (abbreviated Podkarpatsko), existing in the years 1939-1944, in terms of public organizations has stood out from the Hungarian legal system, which has been applied in other regions of the country. Broad-spectrum research focused on this specific region, successfully mapped many historical, legal, linguistic and political aspects of life in its territory. Un-explored space existing in research has been a survey regional history on level of local regulations. In this study we examine the directions, and particularly local content policy in the context of nationwide events. And also whether there existed areas of questions for which were born specific answers, in connection with that we shall try to find answer for question whether this specific position in Hungarian public administration was due to name only and part of life within this administrative unit, or its uniqueness had a deeper context.
