Esen, B. (2018) ‘Turkey announces 2018 as year against child labor’, Daily Sabah, 04.04.2018. Turkey has been trying to come up with a wider strategy to coordinate the public and the private for some time. As the most recent step, Prime Minister Binali Yıldırım issued a public mandate last week, declaring 2018 as the year to act against child labor as a first step worldwide. In a statement released on Feb. 20, 2018, Yıldırım said that child labor has become a serious problem at the global and national levels, and that it is necessary for global institutions to take joint action with countries to address the lack of policies regarding the problem. Yıldırım also said a national program covering 2017 to 2023 to act against child labor had been prepared in coordination with Labor and Social Security Ministry. The program will aim to develop fundamental strategies and activities to prevent child labor and set timelines for activities to be carried out by cooperating with institutions and organizations. The program will also try to build social awareness of the plight of child laborers and the government will provide all types of support and assistance to public institutions. Time will tell whether this ambitious program will change much in practice. Yet it has to be said that Turkey's efforts concerning this problem are attracting praise in the international arena, including from the ILO. Still, as a structural problem that has deep roots in Turkish culture, gaining the hearts and minds of people is the critical issue in order to eliminate child labor in the country. Additionally, ensuring public-private partnerships and contributions from trade unions to the program is a critical aspect Turkey needs to achieve.
AN OVERALL ANALYSIS OF CHILD LABOUR IN TURKEY AND IN INTERNATIONAL FIELD FROM LEGAL STANDPOINT, 2018
The “Child Labor” problem has been examined superficially in national and international area. Briefly, child labor has been defined, main reasons of child labor has been tried to be examined economically and socially as a fact. These reasons have been tried to be supported with some data, charts have been prepared with statistics to indicate the case in Turkey and in international field. Within this context, has been glanced firstly about rights of the child and child labor. The aim of this study is, as a superficial examination, to indicate the child labor problem in Turkey and in international field.

The study deals with child labor in Turkey and Mexico. The main aim is to state the main causes of child labour, which is a problem that needs an urgent solution. By choosing Turkey and Mexico countries, it will be emphasized that child labor is a structural problem. The main and visible causes of child labor, the similarities and differences in the areas where child labor is seen are discussed. In this sense, in Turkey and Mexico, information on child labor in seasonal agriculture, children working on the street, children in forced labor and children working as packers in supermarkets in Mexico will be given comparatively. At the same time, the effect of adolescent pregnancies and child marriages on child labor will be stated. Another point is the effect of regional development and ethnic differences on child labor. Finally, the policies implemented in the fight against child labor in both countries were critically expressed. New social policies were proposed by stating the shortcomings of the implemented policies. In the study, the historical-comparative research method, which is the comparative examination of certain characteristics in different countries or cultures, was adopted and the document analysis technique was used. In the study, the literature on the subject was scanned, country and regional reports and related statistics were used. Child Labor in Turkey with laws and numbers
The purpose of our work is to convey the change in child labor in Turkey from the past to present. Child labor is one of the most important problems in the world. Child labor prevents children's physical and spiritual development and isolates them society. For these reasons child labor needs to be reduced to minimum level. Many institutions in the world are continuing to work for this purpose. These actions have a great share in reducing child labour. Developed countries as much as they are in undeveloped countries are also facing the problem of the child labor. In our study, the problem of child labor and the historical process will be considered firstly in the world. Özet: Bu çalışma Türkiye'nin kentsel bölgesinde çocuk işgücünün belirleyicilerini araştırmaktadır. Çalışmada, Türkiye'de çocuk işgücüne katılım kararı için bir olasılık tahmin etmek amacıyla ikili cevap değişkenleri temelinde, konu ile ilgili çeşitli karakteristikler verilmiş, önceki çalışmaların bulguların özetlenmiş ve bu çerçevede Türkiye'de çocuk işçiliğinin belirleyicilerinin ortaya konulması hedeflenmiştir. Bu amaçla, Türkiye İstatistik Kurumu tarafından toplanan 2006 yılına ait veri seti kullanılmıştır ve Probit Regresyon adı verilen bir regresyon yöntemi uygulanmıştır. Bulgularımıza göre çocuk işgücüne katılım kararı bireylerin karakteristiklerinin yanı sıra hane halkı üyelerinin mali kısıtlamaları tarafından belirlenmektedir. Özellikle, çocuk işgücü katılım kararı babanın geliri ile ilişkilidir. Bu nedenle bulgularımız, Türkiye'de çocuk işgücüne katılmama kararının bir lüks mal niteliğinde olduğunu göstermektedir.

The issue of child labour can be encountered in almost every country. However, the issue currently has been growing particularly in developing countries. In relation to this subject, not only governments but also supranational organizations such as the ILO, UNICEF and EU take place in order to eliminate child labour. Even sometimes, projects are developed so as to be implemented by various countries and governments are orientated for the implementation of these projects, financial support and/or every so often qualified experts are provided, some countries are forced through a variety of sanctions in order to solve the problem by these organizations. At this point, the status of a candidate country to the European Union Turkey emerges as a striking example. Besides, Turkey is determined for this work because ILO's and IPEC program implemented in Turkey from 1990 to 2007. Child labor is a serious issue in Turkey. This article provides a review of the current literature on risk factors associated with child labor in Turkey. Emphasizing their multilayered nature, the article examines risk factors contributing to child labor in Turkey by clustering them under individual, family, and structural factors. Recommendations for future research, policy, and practice are also discussed.

Two little known forms of child labour in Turkey are examined. The process through which these children are made to work has parallels with the experiences of slaves. First, a longstanding practice from Northwestern Turkey of parents hiring children to better-off farmers is examined. Further, a more recent problem is examined where children are trafficked to big cities and forced to join criminal rings. Both forms of child labour are consequences of poverty.
