Research approaches on Information Systems Development (ISD) are characterized by diversity, focusing on a wide area of objectives and methods. Nevertheless, the understanding of ISD as a universal phenomenon is less commonly questioned. We can ask if systems development really is the same in Africa as in industrialized countries, because of several differences in contextual factors. We suggest that there are special requirements that should be taken into consideration in systems development methodology in Africa -like sustainability, affordability, socio-economic justification and community participation. We have founded a research programme to develop such a methodology. In this paper we present a research framework for studying ISD as a phenomenon in Africa, and particularly in Nigeria. In addition to a literature review and an empirical survey, the research programme consists of descriptive case studies and an action research part experimenting on adjusted methods in the setting of real-life projects. The first results from the initial phase of the study are presented in a hypothetical rather than conclusive way, suggesting the special requirements of ISD in Africa.

This study was about the impact of the implementation of the National Employment Policy (NEP) on the youth in Tanzania, Basically at Madukani and Uhuru ward in Dodoma. The focus was to assess the extent to which the implementation of the NEP has impacted on the youth's employment and unemployment. The study adopted a cross-sectional research design, where the sample size of 114 respondents was obtained for data collection.

Public water services are still failing rural Tanzanians. Emboldened by advances in information communication technologies, the Ministry of Water has been developing computing, financial and administrative technologies to update and visualise the status of rural water points. This amalgam of technologies marks the emergence of an information infrastructure for rural water governance. The information infrastructure will enable the ministry to "see" the functionality status of all rural water points and to plan and budget for their repair and maintenance. In this paper, we examine three administrative technologies, which aim to standardise the functionality status of water points, and to prescribe how the information flows within the government hierarchy, and who is a legitimate recipient of this information. We analyze qualitative data, collected over a period of four years, in the framework of an interdisciplinary research program, funded by the Netherlands Organisation for Scientific Research-Science for Global Development (NWO-Wotro). In contrast to other researchers who study how information infrastructure evolves over time, we study what infrastructure evolution reveals about water governance. Our analysis of the practices of participants in rural water governance reveals tensions between formal and informal processes, which affect rural water services negatively.

This paper reports on a global review of evidence on the outcomes of accountability and advocacy interventions for improved water and sanitation service delivery, water resource management (WRM) sector governance, and the factors which influence their performance. Mapping current knowledge will help guide the community of practice, policy, and research working to strengthen water, sanitation, and hygiene (WASH) service delivery systems. We summarise the state of the evidence, key insights, and implications. Available evidence is relatively limited (151 papers) and is skewed towards India and East Africa (c. 50%), water service delivery (62%), and social accountability monitoring (54%). Most included articles (80%) associate accountability and advocacy with positive outcomes for sector performance. Positive outcomes are achieved through, for example: improved operational maintenance; access to data; representation and inclusion; political will; changes in policy, law, and process; new investment; and organisational performance. Impact is less frequently reported (32%) and attribution of impacts to interventions is a recurrent challenge. We identify 28 factors that determine the interventions' performance. These are used to populate a theory of change for accountability and advocacy interventions. The results of the review are important for those working on water sector system strengthening. They suggest the potential of accountability interventions to accelerate delivery of the Sustainable Development Goals (SDGs) on WASH, and provide an organising framework to strengthen intervention design and delivery, and future research.

Governance entails participation, transparency, efficiency and equity in the management of people and their economy in a given country. Governance comprises the mechanisms, processes and institutions, through which citizens and groups articulate their interests, exercise their legal rights, meet their obligations and mediate their differences. Local governance refers to the way a local authority fulfils its responsibilities towards the citizens in their areas of jurisdiction. It covers relationships between local authority leaders and the citizens, as well as political parties and non-governmental organisations, and the central government in all phases of formulating policies that affect people in carrying out their daily activities. Research on Poverty Alleviation, REPOA, is an independent, non-profit organisation concerned with poverty and related policy issues in Tanzania. REPOA undertakes and facilitates research, enables monitoring, and promotes capacity building, dialogue and knowledge sharing.

Accountability and transparency have been on the top of lists of the agenda about local governance. Unfortunately, a significant number of studies have tended to view accountability through the traditional model of public administration (supply side of accountability) at the expense of the demand side of accountability. Based on the experience with decentralization in Tanzania for the past four decades, this article argues that both the demand and supply sides are important for effective service delivery by local governments. In this arrangement, the fundamental principle of democracy is attained when citizens have the right to demand accountability and public officials are held accountable. The demand side, which is bottom up driven by non-state actors, or the supply side, which encompasses legal and fiscal governmental checks and balances may lead to effective local good governance. This article is based on these assumptions and therefore attempts to discuss the main avenues and challenges for exercising effective supply and demand sides of accountability in local governments in Tanzania. The study seeks to answer the question of how the demand and supply sides of accountability have been implemented in Tanzania, regarding local governments.

Tanzania has embarked on several radical measures to restructure its economy and governance structures, including local governments. For more than four decades, Tanzania has been striving relentlessly for effective decentralisation measures, yet the progress has been slow. The country has passed through several phases of decentralisation, with each phase inheriting some criticised characteristics that have been difficult to dismantle in the successive phases. For example, previously recognised mistakes have continued to block any attempts to diverge from the direction set by the Ujamaa policies. It is argued here that various attempts at decentralisation by the central government since the 1960s in Tanzania have fallen short of the government’s intentions to establish effective local governance. This being the case, two important questions prevail: Why has Tanzania made little progress towards effective decentralisation, despite various attempts to devolve powers from the centre? Why has Tanzania not fully decentralised, as echoed in the policy paper on Decentralisation-by-Devolution (D-by-D)? There have been a number of explanations for this retardation along the path to decentralisation. This article reflects upon the tenability of path dependency theory which posits that the longer an institution has been in place, the more resilient it is to change.

Transparency is an essential tool of local governance which enables the local citizens to hold local institutions accountable for their performance, to foster trust in government, minimize corruption and improve local service delivery. Accountability and transparency have been on the top of agendas in all the local government reforms in Tanzania. For transparency to work properly, it needs effective structures of implementation. Within the local government system in Tanzania, the structures of transparency are present but appear to be not working as they should do. This paper seeks to assess the extent to which the problems of transparency have persisted under the new phase of local government reforms and how they are likely to impact on local service delivery in Tanzania. The purpose of this study was, therefore, to examine the extent to which fiscal transparency in local governments in Tanzania is practised and how this has played a greater role in service delivery. The study used a case study of purposively selected local councils in Tanzania to examine the dynamics of fiscal transparency and service delivery. The findings show that there is little flow of information from higher levels of local governments to the lower levels in relation to resources available and results achieved. The information received from the councils is sometimes opaque or fuzzy in the sense that it does not reveal all about what their leaders do or what important decisions have been made about their councils. The study concludes that the importance of accountability and transparency attached to service delivery in any country is essential for good practice in local governance. Hence, instruments for accountability and transparency at the local levels must be enhanced to enable public institutions and public officials to be responsive to the citizens.

The difficulties associated with conventional corruption measurements as employed in comparative country evaluations concern the accuracy they provide in assessing and explaining corruption. These conventional measures regard corruption as a one-dimensional phenomenon (quantified by a single score) which varies in incidence but not in form between countries. Such measures frequently associate corruption with bribery. But this one-dimensional composite measurement of corruption is insufficient to capture corruption in less developed economies, particularly in Africa, where corruption is perceived as taking many forms. Many governments have promoted decentralization, but opinion is divided on whether real devolution of authority from the centre to the local level has occurred. This article uses a study of the Local Government Reform Program (LGRP) in Tanzania to explore whether decentralization is realizing its objectives. Our findings are that LGRP has led to a significant devolution of authority and resources. However, persisting capacity deficits, increased financial dependence on the central government, and political and institutional constraints mean that the achievements have fallen short of the reformers' intentions. The study suggests that even where political will to decentralize exists, it has to translate into identifying and dealing with stubborn and subtle constraints such as, in this case, the contradiction between a new devolved structure and a persisting deconcentrated structure in order for decentralization to reach the logical conclusion that the reformers intended.
