I'm not great with PHP, but would using Html::rawElement instead of Html::element in includes/Pages/VotePage.php resolve this issue? Seems to work on my local install.

On the bright side it is pretty trivial to add voters to the election after it has started. I'll await Cyberpower's response before manually adding you in case there was a larger issue with the generation

Can I please confirm: The voting period begins at 00:00 UTC on Oct 25, and ends at 00:00 on Nov 9? (i.e., 23:59 on Oct 8)?
Just to clarify, here is what we need now:
- Voter list (I assume this will be gathered and provided by @Cyberpower678 )
- Text for the election - this is documented in the section confusingly titled "Translations" here: https://wikitech.wikimedia.org/wiki/SecurePoll#Translations
- The key thing here would be if there's any "intro" text, i.e. the stuff that a voter will see at the top of the ballot, and if you want any changes to the regular "jump text" etc.
- OpenSSL key pairs (T&S will generate those but this hasn't happened just yet. That's a five-minute job though)
- Whether or not you want a default option to be set. There are pros and cons to this, since I think a voter will need to select "neutral" for every candidate manually if they don't want to support or oppose. I haven't tested what actually happens in the instance where a voter selects no option though; I can do some work on that as well.

As I mentioned in T371454, the clash is fine, but you will probably have to keep the site language as English. The actual ballot / instructions etc can be in Chinese though.

Once again this has happened with the most-recent Board election; the database says 6,000 exactly, while votewiki says 6,001.

Alas that was not the problem.
This is merged and looks good, but it would be nice if this were configurable by election since it is not necessary for e.g. Board elections. But it's not a blocker, just would be nice to have.
I happened to be screen recording at the time which actually proves it's even weirder than I thought.
High priority since this will impact the Board election starting in a few days

Probably the best way to implement this would be to create an additional voting method alongside those which already exist. For T368610 we're using Histogram Range with dummy options which just read "Blank" and a question which just says "this has no effect". Definitely confusing.

I think this is OK. It will be during the end of the Charter ratification vote that is ongoing, but I think we were comfortable with votewiki being in English for these elections (the options etc would be in Mandarin as usual though).
