Background

The community has reached a consensus to use SecurePoll for RfDA voting. There is currently an RfDA case under discussion at:

Timeline:

  • Election setup
    • Jun 29 - Jul 11
    • Create elections through votewiki UI
    • Import the question
    • Import the list of eligible voters
    • Make the scrutineers (local suppressors) election admins on votewiki
  • Voting period
    • 14 days / Jul 12 - Jul 26
    • 7 days / Aug 5 - Aug 12
  • Tallying period
    • 7 days / Jul 26 - Aug 2
    • 5 days / Aug 12 - Aug 17
    • Election exec. committee checks if any vote was cast while the user was locally blocked
    • Scrutineers run necessary checks to strike votes submitted by socks or placed through proxy IP addresses
    • Scrutineers confirm that the result posted on wiki matches the result from the tally

I think this is OK. It will be during the end of the Charter ratification vote that is ongoing, but I think we were comfortable with votewiki being in English for these elections (the options etc would be in Mandarin as usual though).

The Movement Charter Ratification vote is ended. Should this poll be started?

We hope this could be set up as soon as possible in case of any time conflict with the upcoming U4C 2024 special election (started at Jul 27). Thanks.

If the configuration is incorrect, one of the election admins should let me know as soon as possible. Changing the options like this would require us to restart the poll.

After some internal discussion, this was a misunderstanding on @3301796's part. The configuration was correct and there is no need to change the options.

Although the policy requires that there should be Stewards as scrutineers, there have been no Steward scrutineers in previous elections. It seems that the community has already ignored this requirement.

Anyway, I think it should be discussed on the local discussion first. Since the community and bureaucrats didn't express any opposition to the process of this vote before or during the vote, I don't see any reason to delay it. Thanks.

Based on past community convention, the poll shall be extended for one week immediately after the B'crats consensus made. Under this circumstance, the poll is supposed to close on 8 Aug, however I think it should be set to 9 Aug as there is technical processing time. Awaiting @Wong128hk or other crat response.

The zh.wiki community never reached a consensus w.r.t. extending the poll. Local policy did not stipulate the procedures related to extension, either. Local policy did require Stewards as scrutineers, and we would like to request Stewards involvement as the B'crats are trying to extend the poll without disclosing result of the current poll. B'crat @Wong128hk also stated that WMF’s security team is already investigating activities that may have obstructed procedural fairness of this RFDA. Under the circumstances, shouldn’t the zh.wiki community hold and wait for result of security team’s investigation? I don’t see how extending the poll for 1 week can correct any potential issues with procedural fairness.

Under current rules, local bureaucrats has the final say on whether the poll should be extended. It is always possible to deal with other problems (including the legitamacy of the extended poll itself) after the whole procedure had concluded, so there's no reason not to go forward with it.

There is no such "current rule" that says "local bureaucrats has the final say on whether the poll should be extended." Current rule only says "惟懷疑投票結果被作弊或其它不恰當行為嚴重影響,可由行政員討論決定該次投票是否有效" (Only if there is suspicion that the voting results have been manipulated or significantly influenced by other improper conduct, can bureaucrats discuss and determine whether the poll is valid.) In the history of zh.wiki's 41 RFDAs since June 2006, the poll has never ever been extended before.

Though with no clear mention in policy and without precedent in RFDAs, I do think it is within their authority to extend the poll, in order to determine community consensus in a critical situation, just as RFAs, in which they had exercised the power to prolong the poll multiple times before.

Sure. I just want @jrbs to notice that there was NOT a consensus and the security team should avoid extending the poll (from a technical perspective) unless the zh.wiki community reaches such a consensus. Thanks.

I think you mean the Trust and Safety team, as far as I know the Security team is not looking at this.

This change has not propogated to zhwiki and https://zh.wikipedia.org/wiki/Special:SecurePoll/vote/404 is still indicating the election had finished. Probably similar to T342774#9315133.
