To better understand the economic and security scenarios the EU will have to navigate, the second... more To better understand the economic and security scenarios the EU will have to navigate, the second chapter focuses on the security architecture in the Indo-Pacific, and in particular on the development of initiatives sponsored by the United States, and allies, such as the Quad and the AUKUS alliance. Jagannath Panda describes the complex balance of middle powers in the region, and how the EU's Union involvement in Indo-Pacific dynamics is playing out. The chapter explores how the EU can co-exist with and supplement the QUAD, areas for cooperation, and how European involvement could strengthen partnerships with other regional players. In the third chapter, the focus shifts to the economic dimension. Aidan Arasasingham analyses the Indo-Pacific Economic Framework, an ambitious US-led initiative focused on engaging partners in the region, and that is set to change the structure of regional trade. The author clearly describes the status of the IPEF-launched in May 2022-, what it entails for the countries involved, and the initiative's potential to increase trade and integration. Indo-Pacific countries have mostly welcomed US involvement in the region through the IPEF, but US commitment to the region will be fundamental in determining how effective IPEF is and how long it lasts. Delving deeper in selective topics, Joshua Meltzer unpacks the intricacies of the digital race in the Indo-Pacific, focusing his analysis on data and the regulatory frameworks set out for it. At the basis of the digital economy and trade, digital technologies and cross-border data flows have become increasingly important. This chapter explores how data flow regulations have developed in Indo-Pacific countries, the economic impact of restricting data flows and the limits of the legislative frameworks currently in force. Along with the digital transition, the green transition (which is of particular importance in the Indo-Pacific as some countries are hit especially hard by climate change and others are among the world's largest polluters) will be another crosscutting issue in this decade.

The geographical distance between Italy and China makes sure that the economic dimension of bilateral relations is more important than cooperation in politics and security. However, the kind of foreign policies adopted by Chinese leader Xi Jinping calls on Italy to seek to expand cooperation in the areas of politics and security. Since China is expanding its interests abroad, Italy is advised to seek to interact with Beijing on issues such as the fight against terrorism or the development of African countries from where the majority of migrants seek to reach the southernmost shores of the European Union. Such political cooperation can take place in parallel with economic cooperation, moving away from seeking to compete with China’s manufacturing industry but instead seeking to exploit China’s emerging high quality niches within its domestic market. In order to achieve this goal, it will be crucial to convince Beijing and Chinese authorities to forego protectionist trade policies aimed at protecting what in China is referred to as ‘strategic sectors.’

The article aims to investigate the Chinese political system based on the premise that there can ... more The article aims to investigate the Chinese political system based on the premise that there can be continuity between the current political system and that of the traditional China through a common political culture. In this context, the research examines China's political system in the light of the value monism as described by Isaiah Berlin within his analysis of the dichotomy of positive / negative freedom, ie as confidence in a teleological principle. Using this approach, the article researches the categories of pluralism, state and representation in the political context of China postulating that are peculiarly characterized by the plural nature of the value monism in Chinese political culture. The article concludes that a possible path of evolution of the Chinese political system will occur either confirming its foundation on value monism - and thus developing an alternative model to that of liberal democracy - or radically reconfiguring its traditional setting.
L’articolo si pone l’obiettivo di investigare il sistema politico cinese partendo dall’assunto che ci possa essere continuità tra l’attuale sistema politico e quello della Cina tradizionale grazie ad una cultura politica comune. In questo quadro la ricerca esamina il sistema politico cinese alla luce del monismo valoriale così come descritto da Isaiah Berlin nella sua indagine sulla dicotomia libertà positiva/negativa, ovvero come fiducia in un principio teleologico. Utilizzando tale impostazione, nell’articolo sono messe in discussione le categorie di pluralismo, stato e rappresentanza nel contesto politico della Repubblica popolare cinese postulando che siano peculiarmente caratterizzate in virtù della natura plurale del monismo valoriale cinese. L’articolo giunge alla conclusione che un eventuale percorso di evoluzione del sistema politico cinese potrà verificarsi o confermando il proprio fondamento sul monismo valoriale – e dunque sviluppando un modello alternativo a quello della democrazia liberale – oppure riconfigurando radicalmente la propria impostazione tradizionale.
This chapter places the spotlight on the genesis of the China Dream and its links to earlier pol... more This chapter places the spotlight on the genesis of the China Dream and its links to earlier policies in traditional and Communist China. Indeed, Xi Jinping developed the China Dream recalling past policies and putting the narrative of “national rejuvenation” at the heart of his agenda. In concrete terms, China should be “great again” and, to this aim, economic reforms need to be implemented. Unfortunately, Xi’s reformist agenda implies political costs for economic and political stakeholders at the local and the national levels who are attempting to downsize the reach of the reforms. To contrast this opposition, since the 3rd plenum in 2013, Xi has outlined clear-cut policies: political centralization, implementation of the rule of law, ideological radicalization and a sweeping anti-graft campaign. The China Dream’s middle goal of doubling 2010 GDP per capita by 2020 (thus reaching the status of moderately prosperous society) forces Xi Jinping to achieve substantial economic success in the short term. Should he fail, Xi’s China Dream might be questioned even more.

Il viaggio del presidente cinese in Arabia Saudita, Egitto e Iran è stato contraddistinto dalla necessità di mantenere un equilibrio fra le complicate relazioni attualmente in corso fra Iran e Arabia Saudita. La visita in Iran, soprattutto è la prima di un leader internazionale dopo la revoca delle sanzioni.

The article aims to investigate the Chinese political system based on the premise that there can ... more The article aims to investigate the Chinese political system based on the premise that there can be continuity between the current political system and that of the traditional China through a common political culture. In this context, the research examines China's political system in the light of the value monism as described by Isaiah Berlin within his analysis of the dichotomy of positive / negative freedom, ie as confidence in a teleological principle. Indeed, Xi Jinping developed the China Dream recalling past policies and putting the narrative of “national rejuvenation” at the heart of his agenda. Il viaggio del presidente cinese in Arabia Saudita, Egitto e Iran è stato contraddistinto dalla necessità di mantenere un equilibrio fra le complicate relazioni attualmente in corso fra Iran e Arabia Saudita. La visita in Iran, soprattutto è la prima di un leader internazionale dopo la revoca delle sanzioni.
