Each of the surveys in Montenegro and in Serbia used the same questionnaire. In this way, we obtained comparable data which help us in binary comparison of the data obtained both in Serbia and in Montenegro
The first part shall analyze the data obtained through the CCS survey in Montenegro. The CCS survey helps us to test the initial thesis that the role of party leadership is dominant in comparison with the members’ and other levels of decision-making in this chapter of the binary study we shall present a part of findings obtained through the CCS for Montenegro. We shall group the responses on that part of questions into the sections dealing with the candidates’ attitude towards the electoral system, the MP candidates’ selection process and the MP candidates’ role in electoral campaign in this manner we shall try to comprehend two dimensions of the issue of intraparty democracy. The extent of the impact on intraparty relations, i.e. the intraparty democracy, shall be assessed from two aspects – the candidates intraparty selection procedures and the possibility for a voter to directly express his/her preference for certain candidate.
On the other hand, in the second part we shall present the findings obtained in the survey of citizens’ attitudes, grouped into two parts. The first one deals with MPs’ role in the citizens’ representation process, while the second one deals with the citizens’ opinions about the electoral system.

Kao rezultat toga, pristupili smo izradi godišnjeg pregleda događaja u oblasti industrijskih odnosa i uslova rada u Republici Srbiji, koji obuhvata ekonomska i politička kretanja, javne politike, zakonodavnu aktivnost, aktivnosti i razvoj socijalnih partnera, kolektivno pregovaranje, socijalni dijalog na svim nivoima i različite aspekte uslova rada.

Authors claim that leaders are more prone to change, when their parties lose elections or depart from the government. Moreover, they explore variations in leadership longevity in relation to degree of democratic consolidation, based on the analysis of experience from the Western Balkans and Visegrad Group countries. Findings confirm the hypotheses regarding electoral failure and departure from government, as well as regional differences between transitional and more consolidated democracies.

У раду испитујемо мотиве изборне одлуке бирача када гласају на изборима. Односно, питамо се да ли бирачи у Србији, Хрватској и Црној Гори економски гласају? Економско гласање претпоставља да бирачи доносе одлуке на основу резултата економских политика. У раду користимо пет показатеља на основу којих меримо резултате економских политика. У Хрватској и Црној Гори истражујемо претходна три изборна циклуса, док у Србији истражујемо последњи изборни циклус што представља наставак претходног истраживања. Након анализе економских показатеља и резултата избора долазимо до закључка да бирачи у Хрватској и Црној Гори гласају економски, за разлику од бирача у Србији.

The presidential election was held in Serbia on 2 April 2017. The political system in Serbia is a... more The presidential election was held in Serbia on 2 April 2017. The political system in Serbia is a semi-presidential system in which the President of the Republic has relatively minor formal legal competencies and power. What definitely determines the power and authority of the President is the question of whether he/she is also the president of the party with the majority in the parliament. Serbia has taken on different forms of the semi-presidential system (presidential/ prime ministerial) in the three previous mandates/periods. In addition to the current Prime Minister, Aleksandar Vučić, 10 other candidates also ran for President. Aleksandar Vučić won the presidency in the first round of the election for the President of the Republic of Serbia with 55.08% of the votes. The second candidate won 16.36% of the votes. As a consequence of the election, the political system in Serbia will move toward the presidential system.
The main hypothesis of this paper is that candidates that run for elections - run extremely party... more The main hypothesis of this paper is that candidates that run for elections - run extremely party campaigns, not personal ones. We perform the testing of this hypothesis with the help of empirical research (Comparative Candidate Survey), which was conducted in 2015. In the survey, 656 (268 - Serbia, 95 - Bosnia and Herzegovina, 136 - Montenegro and 157 - Kosovo*) respondents were interviewed. Electoral institute which is associated most strongly with the theme of our research is the design of the electoral ballots. Regarding the closure form of the list (blocked lists – Serbia and Montenegro), it can be said that the candidates who are on the electoral list are discouraged to lead personal campaigns, and to directed the activities during the election period at promoting party and party leader. However, in countries with personal voting (not blocked lists – Bosnia and Herzegovina and Kosovo*), situation is the same. Through insight into the results of comparative research, we saw that the party campaigns are dominant in systems with personalized ballot also. Candidates for members of parliament only run party-based campaigns. Results of research on the attitudes and actions of candidates for members of parliament in the last election campaign - confirmed it. Influence of the leader of the party, the leadership campaign, obedience and loyalty to the leader of the party and good relations with him are much more important for the candidates then contact with the voters and leading a personal campaigns.

U radu ispitujemo motive izborne odluke birača kada glasaju na izborima. Odnosno, pitamo se da li birači u Srbiji ekonomski glasaju? Ekonomsko glasanje pretpostavlja da birači donose
odluke na osnovu rezultata ekonomskih politika i predloga ekonomskih politika koje nude biračima na izborima. U istraživanju da li birači u Srbiji ekonomski glasaju izdvajamo tri perioda: 2004–2007, 2008–2012. i 2012–2014. godina. Nakon analize ekonomskih pokazatelja i rezultata izbora dolazimo do zaključka da birači ne glasaju ekonomski.

Due to the existing electoral system, representatives are more responsible to party leadership than to citizens who voted for them. In order to have more responsible representatives, party leadership and state officials, there should be more democratic political parties. This project intends to investigate the influence of electoral system – understood as the set of laws and party rules regulating electoral competition between and within parties – on internal party democracy. More precisely, it will assess the impact of personalisation of the electoral system on intra-party democracy, on the performance of elected and appointed state officials, and on the rule of law.
Because a moderately institutionalized party system is essential for the good democratic quality of a polity, this research project aims at providing an answer to the question of how and why party systems institutionalize and/or de-institutionalize through a comparative analysis of 48 European democracies since the birth of “modern” democracy in the first half of the 19th century.
In particular, this project has three main objectives. First of all, to devise a new way of operationalizing party system institutionalization which is both conceptually and empirically superior. Secondly, to examine how party systems have evolved from the moment of their formation. The main goal here is to understand how the process of institutionalization has affected the different party systems over time and, therefore, to be able to classify those systems according to elections/periods on the basis of the various levels of institutionalization achieved. Thirdly, to determine the possible sources that explain the variance in the degree of institutionalization observed in European party systems across time.
In order to fulfill all of these objectives, and after building a unique dataset containing information on the composition of European governments between 1848 and 2014, I will make use of a nested research design that combines both quantitative and qualitative methods. The former will enable me to discover what factors have allowed party systems to institutionalize. The latter will help me to understand the causal mechanisms by which the different (relevant and significant) factors have affected the process of systemic institutionalization.
