EMB MANDATE

The EMB shall be the primary government agency


under the Department of Environment and Natural
Resources (DENR) to formulate, integrate,
coordinate, supervise and implement all policies,
plans, projects and activities relative to the
prevention and control of pollution as well as the
management and enhancement of environment..

BACKGROUND AND
MANDATE
 The EMB is mandated to implement on a nationwide scale the
following environmental laws:
– RA 8749 (Clean Air Act of 1999)
– PD 1586 (Environmental Impact
Statement System)
– RA 6969 (Toxic Substances and
Hazardous Waste Control Act)
– RA 9003 (Ecological Solid Waste
Management Act)
– RA 9275 (Philippine Clean Water Act)

Under E.O. 192, EMB is also mandated to conduct education and


information services; provide research and laboratory services; and serve as
secretariat in the adjudication of pollution cases.

“Philippine EIS System”

EIS System
STREAMLINING OF EIS SYSTEM
• Processing of ECC Applications
 An Environmental Compliance Certificate (ECC) is being
issued to a project under consideration will not cause
undesirable environmental impact and that the proponent has
complied with the requirements of the EIS System.
 168 ECCs were issued (In CY 2010).
 Generated 4,656 jobs and Php 9.452 Billion amt. of investment

• Processing of CNC Applications


 A Certificate of Non-Coverage (CNC) is being issued to
projects not within the purview of the EIS System.
 375 CNCs were issued (in CY 2010).
ENVIRONMENTAL COMPLIANCE MONITORING
• ECC Compliance Monitoring
 Monitoring of proponents’ compliance to the
conditions stipulated in the ECC, is being
conducted periodically after said certificate has
been issued to the project.
 In CY 2009, 714 monitorings were conducted
ENVIRONMENTAL COMPLIANCE MONITORING
• Survey of Projects w/o ECC
 Surveys on existing projects being conducted to ensure that
these projects will not cause undesirable impacts on the
environment. Moreover, this undertaking is done to determine
whether a certain project is covered by the EIS System.

 In CY 2009, 75 surveillance were conducted


ENVIRONMENTAL COMPLIANCE MONITORING
• Operationalization of MMT
 Field inspections and reporting of a multi-sectoral group created
by law to conduct periodic monitoring of environmentally critical
projects that were granted ECCs and verify the implementation of
their EMP and compliance to the conditionalities of the ECC.
 MMT were created on the ff. projects:
(1) PNOC/NPC BacMan Geothermal Project;
(2) Goodfound Cement Corp.;
(3) NPC-PGI Tiwi Geothermal Power Plant Project;
(4) Rapu-Rapu Polymetallic Project;
(5) Filminera Resources Corporation

• URBAN AMBIENT AIR QUALITY MONITORING
 Fixed air quality monitoring stations were established since 1991
in order to verify the conditions of the ambient air for evaluation
and development of new control measures.
 Conducted in three (3) major cities : Naga City, Iriga City and
Legazpi City.
 Periodic ambient air sampling conducted (weekly)

– Aimed to regulate the specifications of emission testing
equipment to be used by PETCs as mandated by PCAA.
– Periodic inspection of PETC emission testing equipment.

 This involves inspection, emission source sampling and
permitting of Air Pollution Source and Control Equipment
(APSCE) of industrial facilities
 Aims to ensure that emissions from industrial facility operations
do not pose pollution or adverse environmental impacts to the
immediate environment and population..
 In CY 2009, EMB 5 were able to conduct:
 62 surveillance
 258 monitorings
 7 stack samplings
 1061 PO issued

 Two (2) airsheds have been designated in the Bicol


Region since CY 2003, and one still pending
approval.
 Naga City Airshed (By virtue of MC # 13-2003)
 Designation of Naga City Airshed Governing Board (DAO 33-2003)
 BacMan Geothermal Airshed (By virtue of MC # 13-2002)
 Designation of BacMan Geoth. Airshed Governing Board (DAO 11-
2004)
 Legazpi City Airshed
 Submitted to EMB CO pertinent documents relative to the
establishment of the LEGAZPI CITY AIRSHED and its
GOVERNING BOARD.

 This involves the accounting
of various emission sources in
the region in order to project
their influence to the local
environment.

 This involves the accounting and inventory of all
emission sources containing greenhouse gases in
order to establish their influence to the atmosphere
and potential global warming.

 This program aims to improve the water quality (BOD/DO) in 3 priority
rivers in the region in order to meet the Water Quality Criteria set by the
DENR.

evaluation of its current conditions and usage in order to assess the
degree of improvement or deterioration of the quality of the water body
from the time it has been classified.

• Beach Ecowacth Program
 Monthly monitoring of tourist beaches in Bicol Region in order to safeguard
the health of the public bathers as well as the beaches and its immediate
environment from diseases associated to high bacterial count.
 The conduct of monthly monitoring of the said beaches determined the
extent of sources of pollution in order that strategies and measures may be
adopted to address such pollution episode if there is any.

WATER QUALITY MANAGEMENT
• Tapwatch Program
 Testing of water quality for domestic uses in selected poor barangays
and blighted areas in the cities.
 LGU/Municipal Health Office are informed of the results of monitoring
for their appropriate action..
 TAPWATCH will enable the government to verify the conditions of the
areas identified and participate in the preparation of a Water Supply
Improvement Plan for water supply sources that do not conform to the
Philippine National Standards for Drinking Water (PNSWD).
 To date, 20 barangays were already monitored and mostly have passed
the PNDWS

• Industrial Ecowatch Program
 Rating of industry's environmental performance and the
subsequent public disclosure of the rating in order to
encourage industry's to improve their management
system.

 Industries involved under this program are as follows:

3) Coca-Cola Bottlers Phils., Inc.
4) Pepsi Cola Products Phils., Inc.

• Industrial Effluent Monitoring and Permitting
 Involves evaluation, surveillance and facility inspection of firm’s
water pollution source and control facility determine operating
conditions and potential effects on the environment before permit to
discharge is granted.

 In CY 2009, EMB 5 were able to conduct:


 66 surveillance
 117 monitoring
 23 effluent samplings
 140 WDP issued

• Accreditation of Pollution Control Officers

 By virtue of LOI 588 and DAO 26 series of 1992, all


establishments that are operating pollution source and control
installations must designate a Pollution Control Officer who
shall be tasked to operate and maintain pollution source and
control installations.

 39 Importers/Manufacturers, Users of controlled chemicals (CN, Hg, Asbestos)
were already registered in Bicol Region.

• PCBs Management and Phase-Out

 Registration of establishments using PCBs (To date, 43


establishments are registered in Bicol Region)

 Inspection of facilities that use, store and dispose


PCBs and testing of PCB suspected contaminated
wastes and sites. (In CY 2009, 31 inspections were
conducted)
HAZARDOUS WASTE MANAGEMENT
 Registration, surveillance and inspection of
Hazardous Waste Generators (including health care
wastes)

– Total of 462 HW Generators registered in Bicol


region.

– All 118 hospitals registered in DOH V, are


registered as HWGs .
