1. Understand the Reasons Why Risk


Assessments MUST be conducted.
2. State the Five (5) Elements of How to
Assess Risks.
3. Understand the Approach by which JSL
Assesses Risk, i.e. Our Task Based Risk
Assessment (TBRA).

DEFINITION
To Define Risk, let’s first differentiate between
What is a Hazard and What is Risk.

A Hazard - is something (e.g. an object, a


property of a substance, a phenomenon or an
activity) that can cause adverse effects. (UK HSE)
For Example:
 Water on a staircase, because you could slip on it, fall and
hurt yourself.
 Loud noise, because it can cause hearing loss.
 Breathing in asbestos dust, because it can cause cancer
RISK - DEFINITIONS
i. A Risk is the likelihood that a hazard will
actually cause its adverse effects, together
with a measure of the effect. It is a 2-part
concept and you have to have both parts to
make sense of it. (UK HSE)

ii. Risk means the combination of the likelihood


and consequence (severity) of a specified
hazard or event. (TTS 620:2008)
SO WHAT’S A RISK ASSESSMENT?
i. Risk Assessment is an examination of what in
your work could cause harm to people, so that
you can assess whether you have taken enough
precautions or should do more to prevent
harm.

ii. A risk assessment is simply a careful


examination of what, in your work, could cause
harm to people, so that you can weigh up
whether you have taken enough precautions or
should do more to prevent harm. (UK HSE)
WHY MUST WE RISK ASSESS?
 There are three (3) main reasons why H&S
holistically is pursued:
 Moral
 Financial
 Legal Requirements
WHY RA – TT OSH ACT:
13A. (1) Every employer shall make a suitable and sufficient
assessment of:

(a) the risks to the safety and health of his employees to


which they are exposed whilst they are at work

(b) the risks to the safety and health of persons not in his
employment arising out of or in connection with the
conduct by him of his undertaking
TT OSH ACT : RISK ASSESSMENT
A Suitable and Sufficient RA shall consist of:
a. The use of a systematic approach;
b. Appropriate use of a RA methodology where criteria for
evaluating the risk presented to persons are compatible with
the nature of the operations and the severity of the injury or
damage that may result due to the hazards involved;
c. Identification of groups of persons who may be affected by
the workplace activities and conditions;
d. Identification of the legal requirements relevant to the
activities, workplaces activities and conditions;
e. Identification of all obvious significant hazards, taking into
account the groups and likely number of people who could be
affected and the current knowledge of the operations;
f. Proper inspection of the workplace;
g. Examination of non-routine operations; and
h. Evaluation of the existing control measures by persons
knowledgeable of the operations, control measures, hazards
and risks involved and of the measures that have been
deemed reasonable for the remaining risks considered to be
tolerable.
