Background
 Substance abuse has a dangerous consequences for the person abusing drugs, their family and
society at large.

 The Narcotic Drugs & Psychotropic Substances Act, 1985, was enacted to curb drug abuse.

 NDPS policy bought out in 2012 to combat the drug menace in a holistic manner.

 To counter this problem, MSJE has developed preventive strategies and formulated NAPDDR.
 It is an umbrella scheme which includes components for preventive education and awareness
generation, capacity building, treatment and rehabilitation.
 MSJE being the Nodal Ministry for Drug Demand Reduction coordinates, implements and
monitors several interventions.

 NISD has been designated as a nodal agency for conduction of various programs under
NAPDDR.

Awareness Monitoring

Integrated Rehabilitation Centres For Addicts (IRCAs)

 The Integrated Rehabilitation Centre for Addicts (IRCA) is providing composite / integrated
services for the rehabilitation of the substance dependent person.

 IRCA is responsible for preventive education and awareness generation which target groups
(vulnerable and at risk groups) in their neighbourhood.

 IRCA envisages total recovery of the addicted person leading to his socio economic rehabilitation
through an appropriate combination of individual counselling.

 IRCA also aim to enabling the addict to achieve total abstinence and improve the quality of their
lives. The detoxification services are being given for safe and ethical management of withdrawal
symptoms. The addicts are helped to overcome the desire to use drugs even when he is in situations
which were once tempting.

 There are over 495 IRCAs across the country, which is being supported by the Ministry of SJ&E

  Focus on higher educational Institution, university campuses and schools

  Reaching out into the Community and identifying dependent population,

  Focus on counselling and treatment facilities in hospitals and rehabilitation centres

 Capacity building programmes for a service providers


Major activities of Nasha Mukt Bharat Campaign

                                                        Major components:

 Reach out to Children and Youth for awareness about ill effect of drug use;

 Increase community participation and public cooperation;

 Supporting Government Hospitals for opening up De- addiction Centers in


addition to existing Ministry Supported De-addiction Centers (IRCAs); and

 Conducting Training programme for participants.


Your role as a - (Master Volunteers/ Club Leaders / Nasha Mukt Bharat leaders) 
Conducting awareness & capacity building programmes 

 To identify hotspots in their areas

 To identify the vulnerable and at-risk groups (drop-outs, street children, homeless, unemployed youth)
and the drug introducers to these vulnerable groups in the community

 To interact with the above groups


 Conduct awareness
 Capacity building programmes for them.

 Disseminate information by sharing Brochures, conduct activities and use other tools of their choice.

 To identify community influencers like, Teachers, Anganwadi workers, Asha workers, Self help group,
peer leaders Panch, Sar-Panch etc who could positively influence the community against drug use

Conducting awareness & capacity building programmes 
 To create team in the community who can further the Nasha Mukt Bharat campaign in the community.

 Inputs regarding supply side, if found to be shared with District Level Committee so that the same may
be conveyed to NCB for further necessary action.

 Beside generating awareness , existing IRCAs and ATFs in hospitals to be set up by AIIMS will look
after the treatment of the addicts.
Your role as a - (Master Volunteers/ Club Leaders / Nasha Mukt Bharat leaders) 
Coordination and Liaison

 To Maintain coordination and close liaison with District administration & District level Nasha Mukt
Campaign Committee.

 Networking with NGOs working in drugs area at grass root level

 Ready to come forward as per requirement/demand of work for the districts authority

 To maintain a database of effected families.


Your role as a - (Master Volunteers/ Club Leaders / Nasha Mukt Bharat leaders) 
Coordination and Counselling
 Identification of users and dependents from the community and taking on-spot counselling sessions with
them

 Facilitate them to the nearest counseling/ treatment Centre.


(IRCA/ODIC/ATF etc.)

 Volunteer should also keep active linkages with ODIC, CPLI, SLCA, state govt. hospitals, PHC & IRCA
Centre (if available in such District)

 To report about the work done in the community with the Committee in format desired by the District
Administration

 To provide information for publicity by the District Administration on daily basis
