Factual Present
The simple present tense is used to
present statements as factual.
Facts can be ‘timeless’ or ‘universal’ truth
– to state what are and always have been
considered by everyone as truths. This
tense is sometimes called ‘timeless
present’:
The sun rises in the east.

Facts can be what the speaker/writer believes is
true. The speaker/writer may want to present
something as ‘fact’ or ‘truth’, e.g. in an information
report, explanation or exposition:
Manchester United is the best football
team in the world.
