FACTS ABOUT EO 420
Executive Order 420 establishes the
Multi-Purpose ID (UMID) System
It is intended to streamline, harmonize, and
unify existing ID systems in government
through the Common Reference Number or
the CRN
Coverage: “The system, which shall cover
primarily all government employees and
program members, may also include other
individuals who may voluntarily register
under this system.” (IRR, Section 6)

FACTS ABOUT EO 420
To unify the ID cards issued by government
agencies, card producing agencies shall
adopt the CRN and the “Common Look” of
the UMID Card
UMID ID Cards shall have at least the same

functionality as the original agency card
Agencies shall also add the CRN to their

employee ID cards

Exemptions from the “Common Look” Card:
a. LTO licenses and PRC professional
ID cards
b. ID cards issued in conformity
with international statutes
and treaties (DFA Passport
and Seafarer’s ID)
But the CRN shall be incorporated

into these licenses and ID cards.

Phase 2 starts the issuance of Multi-Purpose ID

Cards but ID cards previously issued may still be
used in transacting with government agencies
IIssuance of Trransiittiion / Mullttii--Purrpose ID carrds;;
Use of the CRN as the primary or secondary number
in transactions with the agencies;
Adopttiion of tthe mullttii--purrpose ID as a valid ID;
Use of CRN for crross--checking card details against
the CRN Registry.

identifier of an individual transacting business or
availing of services from any government agency
But….
“…. under no condition shall the absence of either
the card or the CRN be a ground for denyiing any
governmentt serviice to an iindiiviiduall..”

FACTS ABOUT EO 420
EO 420 does not establish a national ID system
The implementation of the Multi-Purpose ID
system will not invalidate agency ID cards
previously issued
Nor will the Common Reference Number
(CRN) replace existing Agency numbers
Nor will EO 420 consolidate existing agency
databases into a single database
Nor does it preclude Congress from passing
a law to establish a national ID system

Securing birth and other civil registry documents
facilitated with the use of the CRN.

passports, prevent bogus health and insurance

the bearer during board/licensure
examinations or during elections.
