    Background
    The parameter EHSPACMPermissionInd Indicates whether the compressed mode can be activated when an HSPA+ service is
    in progress and whether an HSPA+ service can be set up when the compressed mode is active.

    Disabled: HSPA+ -> RB RECONFIGURATION -> DCH -> start the compressed mode -> Hard handover -> RB
    RECONFIGURATION -> to promote the DCH services to HSPA+ services

    Enabled: HSPA+ -> start the compressed mode -> Hard handover -> HSPA+ or HHO Fail (if UE not supporting HSPA+ CM)
    A minor HHO SR degradation observed ~0.2%. This means that, majority of UEs supporting HSPA+ CM. However, R99
    traffic decreased as well in favor of HSPA traffic.
