APPOINTMENT OF COMMISSIONERS
The Commissioners are not elected but appointed (art
17-7 TEU)
The procedure of appointment can be explained in 3
points:
Art 17-72 the Council by common accord with the
president-elect of the commission shall adopt a list of
possible commissioners
Art 17-73 the list of commissioners with the field
they will take in charge and the president are submit
at a vote of consent by the parliament

Commissioners Powers
One from each EU country, each Commissioner is
assigned responsibility for specific policy areas by the
President.
Principle of Collective Responsibility (art. 17, TUE)
