Why NHRD ?
 Poverty reduction , employment creation ,
and increasing the island’s economic
competitiveness are major internal factors
for NHRD .
 Externally , globalization , trade
liberalization , and technological advances
have had a significant impact on economic
activities , presenting both threats and
opportunities .
The Education system and NHRD

Education system plays an important role


in determining the types and levels of
skills available in the labor market, as well
as in shaping the national values and
approaches to training and development
process. ( Tregaskis, 1998)

 Primary level: focused on teacher quality,


curriculum improvement, student
outcomes, and increased access.

skills and learning that is relevant,
practical, and applicable.

The participation of the private and public sectors
indicates a greater awareness of the importance of
HRD in relation to development of the island.
The European Union, which is the major donor
for the PSDP, conducted an evaluation gave the
program high marks for its implementation. These
accomplishments suggest that NHRD is having a
positive impact.

Challenges in the education system
have previously been mentioned, but it is
worth nothing that problems facing
secondary education in particular reflect
weaknesses in the human capital
development process.

 National human resource development in


St. Lucia is, therefore, a process whereby
the private, public, and other sectors
collectively implement programs directed
at the development of workforce skills.
Knowledge, and attitudes that are driven
by national development goals.
 Theexperience of St. Lucia as it seeks to
develop and implement NHRD points to
an expanding role for HRD professionals.
