A non-governmental organization (NGO, also often referred to as "civil society organization" or CSO) is a not-for-profit group, principally independent from government, which is organized on a local, national or international level to address issues in support of the public good. Task-oriented and made up of people with a common interest, NGOs perform a variety of services and humanitarian functions, bring public concerns to governments, monitor policy and programme implementation, and encourage participation of civil society stakeholders at the community level. Some are organized around specific issues, such as human rights.
LGUs shall promote the establishment and operation of people's and non-governmental organizations to become active partners in the pursuit of local autonomy.
Local government units may enter into joint ventures and such other cooperative arrangements with people's and non-governmental organizations to engage in the ff. 1. delivery of certain basic services, 2.capability-building and livelihood projects 3.to develop local enterprises designed to improve productivity and income, diversify agriculture, spur rural industrialization, promote ecological balance, and enhance the economic and social well-being of the people.
1. Local Development Council A duly constituted body which shall assist the corresponding Sanggunian concerned in providing assistance, to people's and non- governmental organizations for economic, socially-oriented , environmental, or cultural projects to be implemented within its territorial jurisdiction.
2. Prequalification , Bids and Awards Committee It is responsible for the conduct of prequalification of contractors, bidding, evaluation of bids, and the recommendation of awards concerning local infrastructure projects. The governor or the city or municipal mayor shall act as the chairman .
