OBJECTIVE KEY SERVICE SUPPORT SERVICES Trainings on: Business and Productivity Improvement Workers Safety and Health Networking and Business Alliance Social Protection Advocacy Livelihood Assistance in the establishment of Enhancement common service facility through the provision of equipment, raw materials/inputs, and tools and jigs

Livelihood Restoration Livelihood Formation

Provision of new working capital in the form of raw materials/inputs and tools and jigs For self employment Conduct of Training-cum-production Provision of working capital in the form of raw materials/inputs and tools and jigs For Enterprise Development Provision of working capital in the form of raw materials/inputs, and equipment/ tools/jigs necessary in the establishment of an enterprise Training on: Entrepreneurship Development

Funding Requirement
Livelihood Capacity Building Program to be funded thru regular regional allocation for CAPACITY BUILDING FOR SPECIFIC SECTOR
Livelihood Restoration Projects to be funded by centrally-managed DOLE-AMP fund

Funding Requirement
For 2008, funding for livelihood formation enterprise development to be drawn from centrally-managed WIN AP Program fund Fund releases in tranches based on approved project proposal
Amount to be availed depend on the kind of livelihood undertaking and individual business plan

EVALUATION AND APPROVAL of PROJECT PROPOSALS


Funding assistance below P500,000 For evaluation of RPMT and approval by Regional Director

Funding assistance P500,000 and above but below P1M

For evaluation of RPMT and concerned RCC RCC members/s and approval by Regional Director
For evaluation of CO and approval by Secretary

Funding assistance P1M and above

Project Monitoring
Regional Office to monitor projects for three (3) years and submit the following reports to concerned Bureaus/Program Managers
Project Completion Report Quarterly Progress Report

Project Terminal report

Distinction among DOLE, DSWD AND DTIs CAPACITY BUILDING PROGRAMS

In terms of CLIENTS
DTIs services are for enterprises (micro, small and medium enterprises) and for employers/ entrepreneurs in the formal economy DOLEs clients are the workers in the informal economy who wish to enhance or restore their livelihood undertakings and the workers in the formal economy also has a special livelihood program DSWDs clients are mainly indigents who wish to undertake livelihood as self-employed .

Distinction among DOLE, DSWD AND DTIs CAPACITY BUILDING PROGRAMS

In terms of SERVICES
DTIs services are mainly for LIVELIHOOD FORMATION and ENHANCEMENT DOLEs services are for LIVELIHOOD ENHANCEMENT, RESTORATION and FORMATION DSWDs services are for LIVELIHOOD FORMATION
