General Assembly Finalizes State Budget: Programs for Homelessness and Supportive Housing Protected and Expanded The Illinois General Assembly did manage to pass their fiscal year 2013 (FY13) state budget by their May 31 deadline. At a time of large budget cuts for many health care and human service programs, advocates were successful preserving and even increasing line items addressing homelessness. This represents a significant victory and demonstrates a good deal of support among legislators for these programs. The victory is somewhat mitigated by the fact that much of the money for these programs in FY13 will be diverted from the Illinois Affordable Housing Trust Fund, the main state revenue source for preserving and developing affordable housing units. Overall, however, we are pleased that all Trust Fund resources will be spent on housing-related programs, with no fund sweeps or interfund borrowing, in a way that helps reduce the cuts necessary in other parts of the budget. llinois General Assembly Adjourns Spring Session; Chamber Scores Big Wins for Membership
The following legislative summary is found on the Chicagoland Chamber of Commerce's website. The Illinois General Assembly officially closed the spring legislative session when the Senate adjourned near 2 am Friday morning. The Chamber worked late into the night to ensure that key pieces of the Chamber's legislative agenda were successfully passed. Major victories included passage of Senate Bill 1849 gaming expansion bill that includes a land-based casino in Chicago, House Bill 4568 Illinois Jobs Now CREATE bond authorization legislation, and Senate Bill 2885 Health Care Purchasing Group Act. IRS Workshop at UIC


Save the date: September 18, 2012. The IRS will be coming to the University of Illinois Great Cities Institute to conduct an intensive one day workshop for nonprofit organizations. This popular introductory workshop is designed especially for administrators or volunteers who are responsible for an organization's tax compliance as well as those interested in careers in the nonprofit sector. North Lawndale African American Heritage Quilting Project Update: LEARN and Bethune Schools
The North Lawndale African American Heritage Quilting Project is in the process of using quilting to document the African American experience in North Lawndale. We have recently partnered with City Year and the Bethune School of Excellence's Class of 2012 to donate 6 quilts to the as a class gift. Seventh and eighth graders supervised third and fourth graders in the development of quilt blocks to depict local heroes, family traditions and symbols representing qualities the youth would like to see in their leaders. We are also working with LEARN Charter School to translate their Black History Month presentations to quilt form. They will also be donating a quilt developed during the Drive Thru Quilting Day to McDonald's on Roosevelt and Kedzie. Visit http://northlawndalequilting.blogspot.com to get more detailed updates. Kresge Foundation Adopts 'Creative Placemaking' Approach


The Kresge Foundation has announced a new strategy for its arts and culture program that unifies the elements of the three-part framework which has guided its arts and culture grantmaking since 2010. Under the strategy, Kresge will focus on the integration of arts and culture into comprehensive community revitalization efforts, an approach sometimes called "creative placemaking." According to the foundation, creative placemaking embodies the belief that the arts can enliven and rejuvenate public and private spaces, improve the climate for local businesses, and contribute to making neighborhoods and communities more desirable places to live. HAC News Job Exchange

Visit http://tinyurl.com/hacnews for the entire newsletter, which focuses on rural housing issues. VA ANALYZES FACTORS LINKED TO HOMELESSNESS AMONG VETERANS. Homeless Incidence and Risk Factors for Becoming Homeless in Veterans reports that the presence of mental illness and/or substancerelated disorders was the strongest predictor of becoming homeless after discharge. Homeless vets were also more likely to have served in Afghanistan or Iraq. In the population studied, Afghanistan/Iraq vets and women were most likely to use HUD-VASH vouchers. The VA study did not include urban-rural or other geographic information. The Daily Yonder reports that Census data show that generally vets disproportionately live in rural and exurban communities, although those who served after 1990 are not overrepresented in rural America. HOUSING AND ACS FUNDING BILLS HAVE NOT ADVANCED. Dates have not been determined for full Senate consideration of FY13 funding bills for USDA, HUD, or the Census Bureaus American Community Survey (see HAC News, 5/16/12). The HAC News and HACs website will report updates when available. MINORITIES AND RENTERS UNDERCOUNTED IN 2010 CENSUS. The Census Bureau has calculated that overall the 2010 Census was accurate although, as in previous decades, certain groups were undercounted. African Americans were undercounted by 2.1% and Hispanics by 1.5%. Asians and Native Hawaiians and Other Pacific Islanders had no statistically significant error rate. American Indians and Alaska Natives living on reservations were undercounted by 4.9%, while there was no statistically significant error rate for those not living on reservations. Renters were undercounted by 1.1%. HOME PROGRAM EXAMINED IN NEW ISSUE OF RURAL VOICES. The spring issue of HACs quarterly magazine includes over 25 brief success stories from rural organizations that have used the HOME program to develop housing, create jobs, and provide decent affordable housing, as well as pieces from Senator Patrick Leahy (D-VT) and former HUD official Mercedes Marquez and a summary of what proposed changes in HOME regulations could mean for rural places.
