Background of LPP
Lodhran Pilot Project (LPP) was inspired by the success of Orangi Pilot Project (OPP) in Karachi. The late Dr. Hameed Khan and Mr. Jahangir Khan Tareen visited Lodhran in 1999, to discuss the possibilities of replicating the OPP approach in Tehsil Lodhran with the Municipal Committee Ofcials and local activists. The project began in March 1999 and LPP was one of only 5 organizations to receive that JSDF grant from the World Bank. LPP takes a participatory approach to propagate sustainable and equitable development by motivating the community to provide the internal components. According to the baseline survey of District Lodhran, there are 441 total villages in the area, with 73 Union Councils and 3 Tehsils. Before LPP began work, only 23 villages had any form of sanitation or sewer system. In the ofce presentation, the ofcial of LPP presented the details of LPP as follows: Tehsil Lodhran: LPP has completed 5 sub projects in the target area. The community of the area has contributed Rs.572,355/and LPP contributed Rs.1,202,769/- for a total cost of Rs.1,775,124/-. Total households in Tehsil Lodhran are 606. Tehsil Dunnya Pur: In Tehsil Dunniya Pur 8 sub projects are completed. The community has raised Rs.1,286,019/- and LPP has contributed Rs.2,982,796/- for a total cost of Rs.4,268,815/-. The number of households in Dunnya Pur is 1,227. Tehsil Kehror Pacca: In Tehsil Kehror Pacca, 5 sub projects have been completed. The community contributed Rs.838,016/- and LPP contributed Rs.1,699,547/- for a total cost of Rs.2,537,563/-. Before the projects the sewerage system was destroyed and the condition of the streets was miserable. The masses of these areas were in trouble due to a lack of appropriate sewerage system. The number of households in the Tehsil Kehror Pacca is 2,429.
Observations
One of our questions was, What would happen at the end of the project? Would the projects be sustainable? From what we saw in these 3 Tehsils, the condition and position of the people in those areas was much better than before. The project design appears sustainable and the communities seem inspired, motivated and mobilized. One of the objectives of this visit was to observe the technical support that was extended to the TMAs. FIDA observed that this support came in the form of: Involving them at Planning, Designing & Implementation level. Through pilot demonstration of rural sanitation. Developing partnership of TMAs with local communities and NGOs. Developing Coordination between community and TMAs. Training of local activists, masons and ofcials of TMAs and union administration.
