1.0 SCOPE

This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of Automatic Meter Reading (AMR) system (Revenue Meter, Power Quality
Meter, DCU, Meter Panel, Switching Relays & DMC) intended to be used in the system of
Saudi Electricity Company, Saudi Arabia.

2.0 CROSS REFERENCE

This Material Standard Specification shall always be read in conjunction with the latest
revision of SEC General Specification No. 01–TMSS–01 titled “General Requirements for
All Equipment/Materials”, which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 Automatic Meter Reading (AMR) is the technology of automatically


collecting data from the metering devices (revenue and power quality meters)
and transferring data to a central database for purpose of billing and tracking
electrical system performances. The major advantages of AMR are; eliminate
site visits, automatic billing or pre-payment of electricity, instantaneous
meter reading, tracking system performance, etc.

4.1.2 AMR comprising of the following:

d. Portable Revenue and Power Quality Meter to be used for maintenance


purpose (if required)

4.1.3 The general features of Automatic Meter Reading (AMR) System are
illustrated in Figure 1.

4.1.4 Power meter shall be with the ability to connect different system
configuration such as 3-phase, 4-wire or 3-phase, 3-wire or single phase
system as specified in the Data Schedule with programmable CT-VT through
connection in compliance to IEC 62053-22 Class 0.2S kWh, IEC 62053-23
Class 2, kVARh. The meter accuracy shall be as specified in the Data
Schedule/Scope of Work. The meter shall also be suitable to connect to the
system without VT (Voltage Transformer) for a minimum phase to neutral
voltage of 230 Vac or as specified in the Data Schedule/Scope of Work.

4.1.5 Power meter shall have provision for calculations of transformer and line loss
compensation and shall ensure in both billing and monitoring.

4.1.6 Four quadrant active and reactive energy parameters shall provide easy
access to power delivery information available in either Form 9 (3-phase, 4-
wire, wye) or Form 5 (3-phase, 3-wire, delta) or its equivalent.

4.1.7 The raw data that downloads from the power meter shall follow standardize
format (commercial power quality database e.g PQ view) or propriety
standardized format as approved by SEC.

4.1.8 Power meter shall capable of data storage transfer. The memory device shall
be of Industrial Type.

4.1.9 Power meter shall capable of downloading the storage data via easy
communication to a generalized data base management center.

4.1.10 Power meter shall have sufficient number of monitoring channels (at least 4
independent voltage channels and 4 independent current channels) and
different applicable connection configurations.

4.1.11 Voltage input to the Power meter shall be optically isolated to 2500 volt DC
or exceed as per ANSI C 37.90.1.

4.1.12 Power meter shall be with two (2) 10-character alphanumeric passwords to
protect the preset values from unauthorized tampering. The first password
shall allow the user to view the reading only and the second password shall
allow the user to change and re-program the unit.

4.1.13 Power meter shall have built in test facilities to be tested in place without
requiring other switchboard mounted test device.

4.1.14 Terminals for CT (Current Transformer) and VT (Voltage Transformer)


wiring shall be suitable for minimum 4 mm2 and 2.5 mm2 wire respectively.

4.1.15 The meter shall be rated for 60 Hz operation.

4.1.16 Meters shall have separate register for import and export.

4.1.17 Auxiliary Power supply shall be 125 Vdc, unless otherwise specified. Power
Meters with built-in auxiliary power supply shall be protect the functions of
the meter with suitable back-up protection during failure of auxiliary power
supply.

4.1.18 Data stored in the meter shall not be lost during calibration checks or upon
loss of auxiliary power supply or without any battery supply.

4.1.19 Case of meter device shall be shielded against outside electromagnetic and
electrostatic fields per IEEE C37.90.2 or IEC 61000. Metering device shall
be vibration and shock-resistant per IEC 60255-21-1.

4.1.20 Case of meter shall be dust and moisture proof and made of non-flammable,
non-hygroscopic material with suitable mechanical strength. Fixing screws
and mounting hardwares shall be made of stainless steel and supplied with
each meter.

4.1.21 Operational temperature range of meter shall be (-) 5ºC to (+) 70ºC.

4.1.22 Meter shall have auto calibration facility.

4.1.23 Metering device shall have grounding provision per ANSI/NFPA 70.

4.1.24 Battery door (if used), terminals cover, meter cover and reset switch of meter
shall be suitable for sealing by utility.

4.1.25 Meters shall support one or more of the following protocols as required;
DLMS-Mode E, DNP3, Modbus, Telnet, ASCII and binary interleaved
communications protocols. The meter shall be programmed with and
communicate using both a graphical user interface and ASCII text over a
terminal emulation system.

4.1.26 Meters shall have provision to synchronize with GPS time signal. Preferably
independent port shall be provided for GPS time signal.

4.1.27 Tamper detection for:

a) against phase sequence reversal

b) against Neutral disconnect

c) detect missing potential

d) detect reverse run

e) detect cover open

f) detect outage

4.1.28 Dial out on alarm

Alarms shall be generated for the following minimum events:


i. Limits of status change
ii. Control output change
iii. Filling of meter memory
iv. Password failure
v. Meter communication failure

4.1.29 Current Transformers (CTs) shall be provided, if required. CTs shall be 1-


phase or 3- phase as per IEC 60044-1 of accuracy class 0.2. The rated current
shall be 1A or 5A and CTs burden shall not affect the accuracy of the
measurement.

4.1.30 Every meter shall be provided with a suitable size of name-plate in non-
corrodible material fastened inside the meter cover. These shall be readable
from outside through glass window. Name plate shall include following
information:

a. Manufacturer’s name or trademark and place of manufacture

b. Designation and type

c. Number of phase and number of wires for which the meter is designed

d. Serial number

e. Year of manufacture

f. Reference voltage nominal system voltage or VT secondary voltage

4.2 Revenue meter

4.2.1 The fundamental function of Revenue Meter is to provide measurements of


power flow within interface between the customers and the electricity
supplier (utility) for billing purposes. Measurement of positive (import) /
negative (export) power, active / reactive energy, demand and energy are the
major parameters to be measured using revenue meters. Revenue meter shall
be with following minimum features:

a. Measure and display


i. kWh, kVARh and kVAh in import and export direction
ii. PF for 3-phase system and per phase
iii. Voltage: Phase to phase and phase to neutral
iv. Current: R, Y, B & N
v. Total three phase and per phase active power
vi. Total three phase and per phase reactive power
vii. Total three phase and per phase apparent power
viii. Line frequency
ix. Demand kW, kVAR and kVA

b. Extended Temperature Large LCD display, with programmable number


of digits (minimum 8 digits) for displaying the reading. The display
function shall be user-friendly. The display shall provide the following:
i. A register value with its appropriate unit, multiplication factor and
description of the parameter of which the register is storing.
ii. A tariff number indicates which tariff period is in view.
iii. A 3-phase status indicator remains static throughout the operation
and goes off if the corresponding phase trip.
iv. An anomaly indicator flashes when there is failure in the
electronic components, overflow in calculation or any other error
which results in meter malfunction.
v. A reverse direction indicator flashes when the active energy in
one or more of the phases is flowing in the reverse (export)
direction.

vi. A battery low indicator flashes when the battery is required


replacement.
vii. A communication indicator is lighted when the meter is
communicating through one of its communication ports.

c. Internal Real Time Clock with battery backup


i. This shall automatically synchronize with the AMR System
Clock.
ii. The clock shall use the notation 00:00 to 23:59. The calendar shall
be correct for meter service life and automatically cater for leap
year.
iii. The metering shall record time, based on the Saudi Arabian
Standard time.

d. Storing reading in EEPROM (Electrically Erasable Programmable


Read-Only Memory)
i. All programmed / configured and registered data shall be retained
for a period of 20 years during power failure.
ii. The meter memory shall also be used to record the following
security data that may be displayed / read through the
communication ports on request.
• Serial number of the meter as indicated in the name plate
• Number of time the meter has been configured
• Date and time of last configuration
• Number of times the meter has been power down
• Date and time of last power down
• Number of resets
• Date and time of last reset
• Date of battery install
• Date and time of battery fail
• Date and time of last phase loss
iii. All registered data shall be written into the memory at least once
per day and whenever power failure occurs.
iv. The non-volatile memory shall be capable of being read by
external equipment in the event of damage or component failure
which renders the meter inoperable.

e. Time of use capability (TOU)


i. The meter shall internally record and store following time of use
parameters:
• Twenty year calendar
• Four season
• Twelve Holiday per season
• Four TOU schedules per season
• Eight tariff register
ii. The meter shall display the following information in real-time
when the TOU is enabled.
• Current month accumulation

• Previous month accumulation


• Current season accumulation

iii. Full four quadrant accumulations for Watt-hr, VAR-hr, VA-hr and
coincident VARs during peak watt demand including maximum
demand shall be available for each tariff schedule, each season
and for total accumulation.

f. tamper event recording for a minimum of 200 events with time and date
stamps for occurrence and restoration.

g. Programmable to select block method or sliding window or thermal


average method for demand calculation.

h. store maximum active and reactive demand with time and date stamp
using Block Method or Sliding Window method. A storage capacity of
ninety six (96) periods per day for a minimum of thirty five (35) days
for all demand values shall be available.

i. Load profile storage for demand kW, kVAR and kVA from data stored
for minimum four (4) months with configurable integration time of 15,
30 or 60 minutes interval using Block Method or Sliding Window
method. A fixed sub interval of five (5) minutes for the sliding method
shall be used. The time and date stamps shall be recorded and stored for
maximum active and reactive demand.

4.2.2 Communication

The meter shall provide multiple digital communication ports and support
multiple open protocols. Minimum following communication ports shall be
provided in the meter.

a. Optical communication port in compliance to IEC 62056-21. The


optical port shall allow bi-directional communication with a Hand Held
Unit (HHU) or a PC for rapid, error free electronic data transfer and to
configure the meter.

b. A standard serial port (RS232/RS485) with maximum communication


speed up to 115200 baud rate. Serial port shall support digital
communications of internal logical points to two other meters, relays or
communications or logic processors.

c. RS 485 Port (per DLMS Protocol or equivalent as approved by SEC)


(Optional)

d. 100 Base – Tx Ethernet (optional)

e. Inbuilt 56k modem with dial-in, dial-out capability (optional)

4.2.3 Auxiliary I/O contacts shall be provided as per requirements of Data


Scheducle. Provision of future expansion shall be provided.

4.2.4 Reset Function and Historical Data Recording

a. The reset shall be carried through one of the following ways:


i. Manual; by pressing the front panel reset push-button
ii. On command from the HHU or PC
iii. On command via the remote communication interface
iv. Automatically under control of the meter internal clock at specific
configurable predetermined time

b. The manual and automatic rest options can be enabled / disabled


through configuring the meter. Enabling the manual reset shall disable
the automatic reset and vice versa.

c. If the automatic rest is being used and the power supply has failed at the
specified time, then the reset may occur immediately following the
return of the power supply.

d. On every reset all the registered data; maximum demand, total import
and export of kWh, kVARh, kVAh, along with the date and time of
reset shall be transferred to historical register storage.

e. The meter shall retain the historical register data for at least the last four
rest period.

4.2.5 Reading the meter for billing

a. This option shall allow the user to read the meter from a preset list of
billing features called billing scheme.

b. The billing features of the meter shall be displayed on a dialogue box


through which one can select the required features and stores in the
billing scheme. One of the many stored billing scheme shall be selected
and used for reading the meter for billing purpose.

c. The readable billing features are as given below:


i. Meter number
ii. All energy registers reading
iii. All tariff registers reading
iv. All tariff registers stored in historical data

d. All billing readings taken on a single day shall be appended to one file
and stored with user name and the date of reading as a reference and
later on it may be exported to the mainframe computer in a different
data format for billing purpose.

4.2.6 Reading the load profile data

a. This option shall allow the user to download the load profile data from
the meter and store in a file with meter number and the date of reading
as the reference.

b. This option shall have variety of features to incorporate the acquired


load profile data into charts and reports to produce flexible and user
defined data analysis.

4.2.7 Data Export

a. This option shall allow the user to select the required item from the
billing features mentioned in clause 4.2.5.c and export the
corresponding reading to main frame computer format or one of the
data format; TXT, EBCID, CSV, Microsoft XLS, EDIFACT MSCONS
and XML.

b. Data Export shall be compliance to the standard SAP interface like


SAP-ISU CSS and SAP-ISU EDM and must have SAP approval.

4.3 Power Quality Meter

4.3.1 Power Quality Meters are mainly to measure every aspect of power and
provide extensive tools for recording trends and power quality events such as
capture and measurement of voltage impulse waveforms, harmonics, sags,
swells and interruption events. Power Quality Meters shall have minimum
addition features over and above the requirements described for Revenue
Meters:

a. shall be equipped with non-volatile RAM for recording logs and


programming information. The memory shall have minimum capacity
to store four 15-cycle oscillographic events, up to 512 sequential events
records. An additional memory with optional capacities shall be
provided to store historical trending data, power quality data and
waveform recording in secure memory.

b. shall be capable to store previous records of event data minimum for


one year.

c. Sample rate for Wave Capture shall be as specified in the Data


Schedule and shall not be less than 128 samples/cycles.

d. shall be able to measure / calculate the following trend data


continuously.
i. Voltage: Maximum, Mean and Minimum values of phase to phase
and phase to neutral
ii. Current: Maximum, Mean and Minimum values of each phase and
neutral

iii. Active power P: Maximum, Mean and Minimum values, total and

vi. Demand calculation. The meter shall include a function to
determine that the demand for a fixed interval above a set value.
This determination shall be available for use in internal logic to
alarm or send a digital signal.
vii. Power factor

excursions outside of a preset band around nominal voltage
setting. Record intervals shall be adaptive, changing from one
value record per quarter cycle up to once per day to prevent
overwriting recordings before the end of the voltage excursion.

j. Pre-Post Fault Recording Capability

Power Quality Meter shall able to record system behavior under fault
condition (pre, during and post fault). Records of extended duration
with high sampling rate recording capabilities shall be enabled to
capture entire duration of the fault. Full description of the system
response pre and post fault condition shall also be enabling.

The meter shall include 12 channels of programmable recording.


Memory shall be of sufficient size to record 12 channels at 5-minute
intervals with at least 35 days before the earliest interval is overwritten.
The memory shall be dynamically configured such that a reduction in
number of recorded channels or an increase in interval time shall
increase the number of days before memory overwrites.

l. Synchronized phasor measurement

The meter shall provide high accuracy phasor measurements for


voltages and currents if an IRIG-B signal is available. The
synchrophasor shall be available using unsolicited binary messages
with selectable update rates of 1-20 times per second.

m. K-Factor Calculation

The meter shall perform K-factor calculations for transformer loading


as defined by IEEE transformer loading guides. The calculated K-
Factor shall be available for use in alarm or control equations.

n. Analog and Math Logic

The meter shall have logic available for use in programming contacts or
digital outputs. The logic shall use any internal meter logic pint for
Boolean logic calculations as well as having metered values available
for use in; mathematical functions. Boolean logic shall include AND,
OR, NOT, rising edge detection, falling edge detection as well as
latches and counters. Math functions shall include add, subtract,
multiply and divide as well as analog compare functions.

4.4 Soft ware

Users friendly powerful multi-user software shall be used for configure and setup the
meter. The software shall provide tools for analyzing the measured data and following
minimum capability shall be available.

a. Tools

The software shall be able to:


i. Configure the meter for all possible circuit types
ii. Create a consumer data bank grouped into area wise. Each
consumer shall be identifiable by a name, consumer number,
meter number, telephone number for remote communication and
mode of communication.
iii. Retrieve recorded data automatically
iv. Monitor / Display on-line, real-time voltage, current, power and
harmonic information
v. HHU interface
vi. Security privilege
vii. Billing interface

b. Data Analysis

The software shall be able to carry out the following analysis:


i. level-time diagram summaries for all measured parameters
ii. Statistical valued for the trend data (Maximum, Mean, Minimum,
etc.)
iii. Measurement value lists (in tabulated format)
iv. Print-out representative summaries

c. Reporting

The software shall be able to create reports that may include:


i. Trend measurements summary
ii. Power Quality incidents
iii. Power Quality performance
iv. Harmonic performance
v. Site assessment
vi. Sequence of events

4.5 Peripheral Devices

4.5.1. Hand Held Unit (HHU)

The Hand Held Unit shall be commonly available and compatible with any
meter reading software that operates with DLMS protocol or equivalent
protocol as approved by SEC. The HHU shall communicate with any meter
that conforms to DLMS or equivalent protocol as approved by SEC. The
HHU shall include a RS232 or USB data cable to communicate with the PC.

4.5.2. Optical probe

The optical probe shall be used to transfer data to and from the meter. The
probe shall have an optical head on one end to interface with the meter and a
9 pin D-connector or an USB connector on the other end to connect either to
the HHU or directly the PC. The communication through optical probe shall
conform to DLMS protocol as well as IEC 62056-21 or equivalent protocol
as approved by SEC.

4.5.3. Portable Revenue and Power Quality Meter shall be compactable with the
main Revenue and Power Quality Meters. Installation of these meters shall be
simple and work in parallel with the main meter.

4.5.4. The quantity of HHU, Portable Revenue and Power Quality Meter and
Optical Probe shall be as per purchase order.

5.0 Data Collection Unit (DCU)

Data Collection Unit (DCU) collects data from one or more utility meters and forwards it to
the Data Management Center (DMC) which is responsible for data processing,
dissemination and data management. DCU shall also responsible for reading and storing the
information related to the meters connected to it and then intelligently sending this
information to the data server in DMC. The DCU is an industrial PC designed to work for
Harsh Enviornment.

The requirement of DCU shall be waived/cancelled, if the Power Meter has built-in facility
to transfer data to DMC or to transfer data from two or more meters to DMC without DCU.

5.1 General requirement

5.1.1 DCU shall comprising of following minimum features or equivalent:

a. High volume cooling fans with filter

b. Heavy duty steel body

c. Shock resistant drive bay mounts

d. Rubber hold down clamps to hold full size ISA/PCI cards (12”) &
protect against shocks

e. Operating temperature (-)5ºC to (+)70 ºC

f. Humidity 0-85% non condensing

g. Watchdog which means availability 24/7

5.1.2 Following functions shall be performed by DCU:

a. Calculate the load factor (LF) for any period selected by the operator

b. Drawing load profile for any period selected by the operator

c. Reading Power Meter register for monitoring, fault finding and


debugging

d. Printing, LF, Load profile, instantaneous reading

e. Out of tolerance readings: to compare kWh, kVAh and kVARh


readings with basic readings automatically, if the daily consumption is
below the previous day consumption by percentage determine by the
operator at the Master server, the reading shall be send to the Master
server with a warning to the operator to take a decision of what to do to
this reading whether to accept the reading or replace it with the previous
day reading. A daily report on the DCU shall be updated accordingly. A
period of time for waiting shall be allowed for taking the decision.
Otherwise the DCU and Master server shall accept the reading.

f. Store peak settings for Power Meter until affecting releasing date
comes.

5.1.3 DCU shall have built-in alarm board expandable for remote monitoring and
alerts.

5.1.4 Thermal sensor shall be provided to detect the temperature.

5.1.5 Accessibility and Easy maintenance feature shall be provided.

5.2 Safety and Security

5.2.1 Minimum following safety and security features shall be provided.

a. Lockable front access to system control/drives

b. Hot swappable and redundant power supply

c. Hot swappable and redundant cooling fans (if required)

d. Safety per IEC950

6.0 Meter and DCU Panel

6.1 General

6.1.1. Usually Power Meters are installed in the respective feeder control panels in
the substations.

6.1.2. Wherever panels are required for meters/DCU the panels shall be as per SEC
specification 31-TMSS-01, Rev.0 and 01-TMSS-01, Rev.0 with associated
materials.

6.1.3. Maximum six numbers meters are allowed in each Meter Panel.

6.1.4. DCU panel shall have provision to install at least two meters along with other
DCU components.

6.2 DCU and Meter Panel components

6.2.1 DCU and Meter panel shall comprise of following (minimum):

b. Circuit breakers

c. Terminal blocks

d. RS-485 converter

e. Key board shelf

f. Printer shelf

7.0 Data Integration

Core function of the AMR system is the integration of the measured data that may collect
and retrieve from the various monitoring locations. The AMR system shall be provided with
suitable communication protocols to transfer the data from the meters to Data Management
Center (DMC) for data storage and analysis.

7.1 Data Management Center (DMC)

7.1.1 DMC is dedicated for communicating, storing and availing all meters data.
DMC is the control station with host computers responsible for Data
Processing, Dissemination and Data Management Operations. To improve
availability and reliability of the system two redundant machines run the
services. These machines are configured in High Availability Cluster
configuration.

7.1.2 The DMC shall provide multiple digital communication ports and support
mutable open protocols with the meter for data collection purposes. The
DMC shall provide interface software that can be able to recognize and
convert raw data from the meters into its own database to achieve the desired
data for analysis, reporting and benchmarking purposes. The interfacing

software shall also be available to download data from the meters, convert to
standard format if necessary and put in standardized file hierarchy (IEEE
1159.3 PQDIF) and /or a commercial power quality database (e.g. PQView
or propriety standardized format as approved by SEC).

7.1.3 The desired DMC shall support multi-vendor metering system. The proposed
communication protocol and the DMC shall demonstrate capabilities for
supporting the existing meters that already installed within SEC network and
other meter technologies (other meters provided by other vendors) that shall
be installing in future. Otherwise the DMC shall have up-gradable system to
overcome the future plan and work expansion for the new meter installation.

7.1.4 DMC shall be able to store previous recorded data at least for two years
which shall allow SEC engineers to generate yearly, quarterly, monthly,
weekly and daily reports.

7.1.5 Monitoring of the power system at all voltage levels for a given transmission
network is required to obtain a meaningful representation of the power
system performance.

7.1.6 DMC shall have data access via the intranet that providing automated and
custom reports to be retrieved by all interested parties. This ability alleviates
the need for managers to request customized reports from frontline engineers
and allows multiple report formats to be available from any commuter with
access to the web site. In addition to remote data retrieval capability,
complete access to meters set up and configuration shall be enabled via the
desired web-base.

7.2 Three major components each representing a functional layer of the system in a
regional DMC are; communication Server, Application Server and Database Server.

a. Communication Server

This server shall take the responsibility of translating the data sent by
the main servers to DCU and ensure proper physical layer translation.
The communication server is used to take over the overhead of protocol
translation by ensuring proper load management. If different type of
communication media are deployed (such as GSM in future expansion)
then this server takes the load of translating all the data between
different types of physical media; to LAN/WAN. A single high end
server is selected for running the communication system software,
which interacts with Application Server for processing of the received
information and with Database Server for the data storage requirments.
Minimum requirement of hardware and software is as follows:

To increase the availability to minimize the impact of the failures and to


boost the performance of the system a dual processor (each one having
dual core) high end machine is to be selected. To cope up with hard
disk crashes, the sever shall contain (2) two 72GB hard disks arranged
in RAID level 1 configuration. These hard disks host the operating
system as well as the communication system software. The system data
storage requirements are carried out using the data storage provided by
the Database Server.

b. Application Server

It provides the major functionality of the AMR system. The software


running on this is responsible for many tasks that include: Data
Management, Data Processing, Data Storing, Authentication and
Authorization system user, Dissemination of Data to monitoring Clients
(Human Machine interface “HMI”) and providing services to HMI
Clients (Service Like; Ad-hoc requests, Meter configuration request
etc). Two high end servers shall be selected and to be configured in
High Availability (HA) of Failover Cluster configuration to increase the
reliability and availability of the system. The minimum requirement of
hardware and software is as follows:
i. Hewlett-Packard Rack ProLaitn DL380 G5 Xeon 5160 3000-
4MB/1333 SFF SAS (Hewlett-Packard Backplane, 2P,
P400/512/BBWC, 4GB, DVD, Fans) – 2 Nos

c. Database Server

This shall be responsible for providing and managing the data storage
of the system. SQL Server 2005 Database Management System
“DBMS” is preferred to run this server. Both communication server and
application server shall interact with the Database Server for storing
AMR system Data.

Data Layer is responsible for storing, backing up, archiving and making
available the system data. Following data shall be stored on database:

ii. System data such as user data with their privileges
iii. Communication Server related data

Two high end servers shall be selected and to be configured in High


Availability (HA) of Failover cluster configuration to increase the
reliability and availability of the system. The minimum requirement of
hardware and software is as follows:

8.0 Switching Relays

Usually the busbar voltage of double busbar scheme is selected through proper relays in the
associated control and relay panel in the substation. Wherever the voltage selection is not
available suitable SEC approved Switching relays shall be used for busbar voltage selection.

9.0 TESTS

All tests shall be carried out in accordance with IEC or equivalent ANSI/IEEE Standards.
The test results shall be provided to SEC for review and approval.

9.1 Type (Design) Tests

All type tests prescribed in relevant IEC or ANSI/IEEE Standards shall be performed
on the first unit of every new design to be supplied to SEC.

In lieu of actual type tests, certified test reports of type tests performed on an identical
unit may be submitted to SEC for review and approval during bidding stage.

9.2 Routine (Production) Tests

All routine tests prescribed in relevant IEC or ANSI/IEEE standards shall be


performed on Power Meters and AMR components.

9.3 Special tests

Operational test of meters shall be applying current and potential source, which
include calibration of meters. Functional checks of the complete AMR system shall be
performed in the site as per this standard requirement. All circuits & wirings shall be
tested with simulated functional condition for proper operation.
