1.0 SCOPE
This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of Automatic Meter Reading (AMR) system (Revenue Meter, Power Quality
Meter, DCU, Meter Panel, Switching Relays & DMC) intended to be used in the system of
Saudi Electricity Company, Saudi Arabia.
This Material Standard Specification shall always be read in conjunction with the latest
revision of SEC General Specification No. 01–TMSS–01 titled “General Requirements for
All Equipment/Materials”, which shall be considered as an integral part of this TMSS.
This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.
The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS.

4.1 General

4.1.3 The general features of Automatic Meter Reading (AMR) System are
illustrated in Figure 1.
4.1.4 Power meter shall be with the ability to connect different system
configuration such as 3-phase, 4-wire or 3-phase, 3-wire or single phase
system as specified in the Data Schedule with programmable CT-VT through
connection in compliance to IEC 62053-22 Class 0.2S kWh, IEC 62053-23
Class 2, kVARh. The meter accuracy shall be as specified in the Data
Schedule/Scope of Work. The meter shall also be suitable to connect to the
system without VT (Voltage Transformer) for a minimum phase to neutral
voltage of 230 Vac or as specified in the Data Schedule/Scope of Work.
4.1.5 Power meter shall have provision for calculations of transformer and line loss
compensation and shall ensure in both billing and monitoring.
4.1.6 Four quadrant active and reactive energy parameters shall provide easy
access to power delivery information available in either Form 9 (3-phase, 4-
wire, wye) or Form 5 (3-phase, 3-wire, delta) or its equivalent.
4.1.7 The raw data that downloads from the power meter shall follow standardize
format (commercial power quality database e.g PQ view) or propriety
standardized format as approved by SEC.
4.1.8 Power meter shall capable of data storage transfer. The memory device shall
be of Industrial Type.
4.1.9 Power meter shall capable of downloading the storage data via easy
communication to a generalized data base management center.
4.1.10 Power meter shall have sufficient number of monitoring channels (at least 4
independent voltage channels and 4 independent current channels) and
different applicable connection configurations.
4.1.11 Voltage input to the Power meter shall be optically isolated to 2500 volt DC
or exceed as per ANSI C 37.90.1.
4.1.12 Power meter shall be with two (2) 10-character alphanumeric passwords to
protect the preset values from unauthorized tampering. The first password
shall allow the user to view the reading only and the second password shall
allow the user to change and re-program the unit.
4.1.13 Power meter shall have built in test facilities to be tested in place without
requiring other switchboard mounted test device.
4.1.16 Meters shall have separate register for import and export.
4.1.17 Auxiliary Power supply shall be 125 Vdc, unless otherwise specified. Power
Meters with built-in auxiliary power supply shall be protect the functions of
the meter with suitable back-up protection during failure of auxiliary power
supply.
4.1.18 Data stored in the meter shall not be lost during calibration checks or upon
loss of auxiliary power supply or without any battery supply.
4.1.19 Case of meter device shall be shielded against outside electromagnetic and
electrostatic fields per IEEE C37.90.2 or IEC 61000. Metering device shall
be vibration and shock-resistant per IEC 60255-21-1.
4.1.20 Case of meter shall be dust and moisture proof and made of non-flammable,
non-hygroscopic material with suitable mechanical strength. Fixing screws
and mounting hardwares shall be made of stainless steel and supplied with
each meter.
4.1.21 Operational temperature range of meter shall be (-) 5ºC to (+) 70ºC.
4.1.23 Metering device shall have grounding provision per ANSI/NFPA 70.
4.1.24 Battery door (if used), terminals cover, meter cover and reset switch of meter
shall be suitable for sealing by utility.
4.1.25 Meters shall support one or more of the following protocols as required;
DLMS-Mode E, DNP3, Modbus, Telnet, ASCII and binary interleaved
communications protocols. The meter shall be programmed with and
communicate using both a graphical user interface and ASCII text over a
terminal emulation system.
4.1.26 Meters shall have provision to synchronize with GPS time signal. Preferably
independent port shall be provided for GPS time signal.

4.1.30 Every meter shall be provided with a suitable size of name-plate in non-
corrodible material fastened inside the meter cover. These shall be readable
from outside through glass window. Name plate shall include following
information:

f. tamper event recording for a minimum of 200 events with time and date
stamps for occurrence and restoration.
h. store maximum active and reactive demand with time and date stamp
using Block Method or Sliding Window method. A storage capacity of
ninety six (96) periods per day for a minimum of thirty five (35) days
for all demand values shall be available.
i. Load profile storage for demand kW, kVAR and kVA from data stored
for minimum four (4) months with configurable integration time of 15,
30 or 60 minutes interval using Block Method or Sliding Window
method. A fixed sub interval of five (5) minutes for the sliding method
shall be used. The time and date stamps shall be recorded and stored for
maximum active and reactive demand.
4.2.2 Communication
The meter shall provide multiple digital communication ports and support
multiple open protocols. Minimum following communication ports shall be
provided in the meter.
c. If the automatic rest is being used and the power supply has failed at the
specified time, then the reset may occur immediately following the
return of the power supply.
d. On every reset all the registered data; maximum demand, total import
and export of kWh, kVARh, kVAh, along with the date and time of
reset shall be transferred to historical register storage.
e. The meter shall retain the historical register data for at least the last four
rest period.
a. This option shall allow the user to read the meter from a preset list of
billing features called billing scheme.
d. All billing readings taken on a single day shall be appended to one file
and stored with user name and the date of reading as a reference and
later on it may be exported to the mainframe computer in a different
data format for billing purpose.
a. This option shall allow the user to download the load profile data from
the meter and store in a file with meter number and the date of reading
as the reference.
a. This option shall allow the user to select the required item from the
billing features mentioned in clause 4.2.5.c and export the
corresponding reading to main frame computer format or one of the
data format; TXT, EBCID, CSV, Microsoft XLS, EDIFACT MSCONS
and XML.
4.3.1 Power Quality Meters are mainly to measure every aspect of power and
provide extensive tools for recording trends and power quality events such as
capture and measurement of voltage impulse waveforms, harmonics, sags,
swells and interruption events. Power Quality Meters shall have minimum
addition features over and above the requirements described for Revenue
Meters:
iii. Active power P: Maximum, Mean and Minimum values, total and
per phase
iv. Reactive power Q: Maximum, Mean and Minimum values, total
and per phase
v. kWh, kVARh, kVAh in all tariffs both import and export
vi. Demand calculation. The meter shall include a function to
determine that the demand for a fixed interval above a set value.
This determination shall be available for use in internal logic to
alarm or send a digital signal.
vii. Power factor

i. Interruption events (short and long term interruption)
ii. Voltage sag and swell. A record shall be available of voltage
excursions outside of a preset band around nominal voltage
setting. Record intervals shall be adaptive, changing from one
value record per quarter cycle up to once per day to prevent
overwriting recordings before the end of the voltage excursion.

Power Quality Meter shall able to record system behavior under fault
condition (pre, during and post fault). Records of extended duration
with high sampling rate recording capabilities shall be enabled to
capture entire duration of the fault. Full description of the system
response pre and post fault condition shall also be enabling.
m. K-Factor Calculation
The meter shall have logic available for use in programming contacts or
digital outputs. The logic shall use any internal meter logic pint for
Boolean logic calculations as well as having metered values available
for use in; mathematical functions. Boolean logic shall include AND,
OR, NOT, rising edge detection, falling edge detection as well as
latches and counters. Math functions shall include add, subtract,
multiply and divide as well as analog compare functions.
Users friendly powerful multi-user software shall be used for configure and setup the
meter. The software shall provide tools for analyzing the measured data and following
minimum capability shall be available.

The Hand Held Unit shall be commonly available and compatible with any
meter reading software that operates with DLMS protocol or equivalent
protocol as approved by SEC. The HHU shall communicate with any meter
that conforms to DLMS or equivalent protocol as approved by SEC. The
HHU shall include a RS232 or USB data cable to communicate with the PC.
The optical probe shall be used to transfer data to and from the meter. The
probe shall have an optical head on one end to interface with the meter and a
9 pin D-connector or an USB connector on the other end to connect either to
the HHU or directly the PC. The communication through optical probe shall
conform to DLMS protocol as well as IEC 62056-21 or equivalent protocol
as approved by SEC.
4.5.3. Portable Revenue and Power Quality Meter shall be compactable with the
main Revenue and Power Quality Meters. Installation of these meters shall be
simple and work in parallel with the main meter.
4.5.4. The quantity of HHU, Portable Revenue and Power Quality Meter and
Optical Probe shall be as per purchase order.
Data Collection Unit (DCU) collects data from one or more utility meters and forwards it to
the Data Management Center (DMC) which is responsible for data processing,
dissemination and data management. DCU shall also responsible for reading and storing the
information related to the meters connected to it and then intelligently sending this
information to the data server in DMC. The DCU is an industrial PC designed to work for
Harsh Enviornment.
The requirement of DCU shall be waived/cancelled, if the Power Meter has built-in facility
to transfer data to DMC or to transfer data from two or more meters to DMC without DCU.
d. Rubber hold down clamps to hold full size ISA/PCI cards (12”) &
protect against shocks

5.1.3 DCU shall have built-in alarm board expandable for remote monitoring and
alerts.

6.1 General
6.1.1. Usually Power Meters are installed in the respective feeder control panels in
the substations.
6.1.2. Wherever panels are required for meters/DCU the panels shall be as per SEC
specification 31-TMSS-01, Rev.0 and 01-TMSS-01, Rev.0 with associated
materials.
6.1.3. Maximum six numbers meters are allowed in each Meter Panel.
6.1.4. DCU panel shall have provision to install at least two meters along with other
DCU components.

Core function of the AMR system is the integration of the measured data that may collect
and retrieve from the various monitoring locations. The AMR system shall be provided with
suitable communication protocols to transfer the data from the meters to Data Management
Center (DMC) for data storage and analysis.
7.1.1 DMC is dedicated for communicating, storing and availing all meters data.
DMC is the control station with host computers responsible for Data
Processing, Dissemination and Data Management Operations. To improve
availability and reliability of the system two redundant machines run the
services. These machines are configured in High Availability Cluster
configuration.
7.1.2 The DMC shall provide multiple digital communication ports and support
mutable open protocols with the meter for data collection purposes. The
DMC shall provide interface software that can be able to recognize and
convert raw data from the meters into its own database to achieve the desired
data for analysis, reporting and benchmarking purposes. The interfacing
software shall also be available to download data from the meters, convert to
standard format if necessary and put in standardized file hierarchy (IEEE
1159.3 PQDIF) and /or a commercial power quality database (e.g. PQView
or propriety standardized format as approved by SEC).
7.1.3 The desired DMC shall support multi-vendor metering system. The proposed
communication protocol and the DMC shall demonstrate capabilities for
supporting the existing meters that already installed within SEC network and
other meter technologies (other meters provided by other vendors) that shall
be installing in future. Otherwise the DMC shall have up-gradable system to
overcome the future plan and work expansion for the new meter installation.
7.1.4 DMC shall be able to store previous recorded data at least for two years
which shall allow SEC engineers to generate yearly, quarterly, monthly,
weekly and daily reports.
7.1.5 Monitoring of the power system at all voltage levels for a given transmission
network is required to obtain a meaningful representation of the power
system performance.
7.1.6 DMC shall have data access via the intranet that providing automated and
custom reports to be retrieved by all interested parties. This ability alleviates
the need for managers to request customized reports from frontline engineers
and allows multiple report formats to be available from any commuter with
access to the web site. In addition to remote data retrieval capability,
complete access to meters set up and configuration shall be enabled via the
desired web-base.
7.2 Three major components each representing a functional layer of the system in a
regional DMC are; communication Server, Application Server and Database Server.
a. Communication Server
This server shall take the responsibility of translating the data sent by
the main servers to DCU and ensure proper physical layer translation.
The communication server is used to take over the overhead of protocol
translation by ensuring proper load management. If different type of
communication media are deployed (such as GSM in future expansion)
then this server takes the load of translating all the data between
different types of physical media; to LAN/WAN. A single high end
server is selected for running the communication system software,
which interacts with Application Server for processing of the received
information and with Database Server for the data storage requirments.
Minimum requirement of hardware and software is as follows:
i. Hewlett-Packard Rack ProLaint DL380 G5 Xeon 5160 3000-
4MB/1333 SFF SAS (Hewlett-Packard Backplan, 2P,
P4000/512/BBWC, 4GB, DVD, Fans or equivalent – 1 No

This shall be responsible for providing and managing the data storage
of the system. SQL Server 2005 Database Management System
“DBMS” is preferred to run this server. Both communication server and
application server shall interact with the Database Server for storing
AMR system Data.
Data Layer is responsible for storing, backing up, archiving and making
available the system data. Following data shall be stored on database:
i. Field data such as information about electrical meters in the field,
load status and power quality
ii. System data such as user data with their privileges
iii. Communication Server related data
Usually the busbar voltage of double busbar scheme is selected through proper relays in the
associated control and relay panel in the substation. Wherever the voltage selection is not
available suitable SEC approved Switching relays shall be used for busbar voltage selection.
9.0 TESTS
All tests shall be carried out in accordance with IEC or equivalent ANSI/IEEE Standards.
The test results shall be provided to SEC for review and approval.
All type tests prescribed in relevant IEC or ANSI/IEEE Standards shall be performed
on the first unit of every new design to be supplied to SEC.
In lieu of actual type tests, certified test reports of type tests performed on an identical
unit may be submitted to SEC for review and approval during bidding stage.
Operational test of meters shall be applying current and potential source, which
include calibration of meters. Functional checks of the complete AMR system shall be
performed in the site as per this standard requirement. All circuits & wirings shall be
tested with simulated functional condition for proper operation.
