The Substitute version of Senate Bill 54 makes the following 28 changes:

• Removes all current components of HB 54


• Redirects the YWCA Dayton - Huber Heights Campus $500,000 capital appropriation to Saint
Vincent de Paul Social Services Emergency Shelter for Men ($250,000), Dayton Dream Center
Transitional Housing ($125,000), and East End Whole Family Services Hub Facility Expansion and
Renovation in Dayton ($125,000)
• Redirects the $1,000,000 appropriation for Community Health Centers of Greater Dayton – West
Carrollton Health Center Reconstruction to West Carrollton River District and Whitewater Park
($500,000) and Saint Vincent de Paul Social Services Emergency Shelter for Men ($500,000)
• Redirects the $300,000 Gloria Theatre and the Urbana Youth Center Improvements capital
appropriation to the Champaign County YMCA
• Redirects the $75,000 Van Wert Reservoir Trails capital appropriation to Hiestand Woods Park
and Preserve
• Redirects the $7,500 capital appropriation for Antwerp Riverside Park Fitness Trail to Putnam
County Trails Project
• Redirects the Fort Jennings Park Pedestrian Bridge and Antwerp Riverside Park Fitness Trail
$350,000 appropriation to Paulding County Historical Society Museum ($250,000) and Putnam
County Trails Project ($100,000)
• Divide the Jewish Federation of Cincinnati mail room pilot from H.B. 33 into two projects
• Deletes “Community Center” from the Milford Five Points Landing appropriation
• New capital appropriations of $2,143,0003 for Public Radio
• Combines three appropriations for the Preble County Fairgrounds into one
• Redirects the $50,000 Chesterhill Lions Club capital appropriation from FCC to OHU
• Increases the Medina County Radio System – Seville Tower appropriation by $100,000 and
reduces the Medina County Sheriff Office Jail Safety Enhancement appropriation by $100,000
• Combines two Cuyahoga County MHA capital appropriations (Cuyahoga County and Cuyahoga
Commission Restoration of Mental Health Diversion Center) into one appropriation (Cuyahoga
County Mental Health Diversion Center
• Expands the eligibility for reimbursement for the Holocaust and Genocide Memorial and
Education Commission funding to include education and memorial museums for costs occurred
to facilitate visits
• Moves the $500,000 capital appropriation for the Alliance for Working Together from LCC to FCC
• Moves the capital appropriation for the Maderia Dawson Promenade Center from MHA to DNR
• Redirects a $250,000 capital appropriation for the Western Reserve Port Authority to the Vienna
Air Heritage Park
• Change the name of the capital appropriation from Rockford Community Park Public Restrooms
to Rockford Community Park Improvements
• Moves the $200,000 capital appropriation for Perry Township Whispering Grace Horses and
Freedom Farm from MHA to STC
• Appropriates $500,000 for the continuation of the Pike County capital case
• Broadens the Sports Grant Fund eligibility to include “competitions” governed by an
international federation or the Olympic, Pan American or Commonwealth games instead of
“sports”
• Appropriates for the $15 M to reimburse county Boards of Elections for the costs of the May
ballot for PWC renewal
• Appropriates $10 M to Soil and Water Conservation districts to mitigate the effects of the 2024
drought
• Appropriates $250,000 for the 1in5 Foundation to promote suicide prevention in schools
• Provides $40.6 M to JFS and DRC to cover payroll increases related to the collective bargaining
agreement.
• Creates the Ohio River Commission
• Creates the Ohio Ireland Trade Commission
