DOH ADMINISTRATIVE ORDER NO. 2011-0011, July 25, 2011
With the goal of accrediting training facilities and providers,
this Administrative Order is being issued to create regulations
for the establishment of a consortium of training centers to
increase the capacity of Emergency Obstetrics and Newborn
Care (EmONC).
BEmONC Basic Emergency Obstetric and Newborn Care
and is an essential health care program intended
to lower the mortality rate for mothers and
CEmONC newborns. It is an essential intervention that
qualified personnel at health centers may
offer.

Comprehensive Emergency Obstetric


and Newborn Care
are interventions given to expectant mothers
and babies who are suffering from life-
threatening issues such as as severe
hemorrhage, infection, obstructed or
prolonged labor, eclampsia, and newborn
asphyxia.

Difference between BEmONC and CEmONC


The main difference between BEmONC and
CEmONC is the level of care they provide for
mothers and newborns. CEmONC includes all
BEmONC services and adds surgical capacity
and blood transfusion.
