EliteX City Police Department serves as the frontline


forces for safe keeping and maintaining the day to
day life of the citizens of EliteX city by upholding
justice and preventing crime by vigilance and
correction of miscreants who try to harm the daily
lifestyle of our Elite Citizens.

By joining our ECPD you serve the purpose of not


only serving the city but also the higher calling of
protecting our brothers and sisters from the way of
harm.

In this handbook you will find the steps and


guidelines to help you serve in our force
professionally ensuring improvement of your daily
duties and upkeeping the safety of our citizens.
MIRANDA RIGHTS:
Miranda rights are a set of legal protections that
must be read to a person in custody before they are
interrogated by law enforcement. The purpose of
these rights is to ensure that individuals are aware
of their protections under the Constitution and to
safeguard against coerced confessions. If these
rights aren’t provided, any statements made by the
suspect during interrogation may be inadmissible in
court.

MIRANDA's RIGHTS :
You have the right to remain silent. Anything you do
or say, can and will be used against you in the court
of law. You the right to an attorney. If you can not
afford an attorney, one will be appointed to
represent you.

Vehicle Codes

o CODE GREEN – Lights and Sirens off.


o CODE YELLOW – Lights on; Sirens off.
o CODE RED – Lights and Sirens on.
Traffic Stop

A Traffic stop is done when an ECPD officer finds a


driver/vehicle violating a/multiple violating traffic law(s) or
tries to endanger his/her life or put others life at risk

Proper method of conducting an on-field traffic stop is listed


below:
o Turn your Siren Lights and sound on to inform the person who
has done the traffic offense.
o Inform in the police radio that you are performing a traffic
stop - must include place, car name and your name.
o Tell the person to park his car without breaking any other
traffic rules and park your car behind the person's car.
o Tell the person to turn off his engine and stay in his/her car.
o Check with Police Files or other officers whether that
car/person has involved in any crime in the past 24 hours.
o If the person has no past criminal offenses, get out of your
vehicle, approach the driver’s window and politely start your
conversation by greeting them.
o Ask for License, registration and paperwork. Verify the
documents of the person.
o State the traffic laws which the person violated and ask the
reason for it.
o Show leniency with warnings if the reasons are justified and
fair. If not, inform the person that he will be fined for the
traffic offenses he/she committed and fine the necessary.
o Once you have finished the traffic stop, tell the person to
carry on with a warning and inform the completion of traffic
stop (10-100) in police radio.
TERRY STOP

Terry Stop is done if the person traveling in the car has a


warrant for BOLO or if the above said citizen doesn’t comply to
an officer’s traffic stop request

o Initiate Code 3 and ask the suspect to pull over the car
to a safe area
o Call in Radio that you are doing a Terry stop and ask 10-
50(Backup) in Radio.
o Note down the vehicle registration number.
o Ask the suspect to pull over the car to a safe area
o After the backup has arrived, ask the suspect normally
to get down from the car and make him move a little
away from his vehicle.
o Now you get down from the car with a weapon/taser on
your hand, point your weapon and ask him to hands up.
Then cuff him and say the reason for his arrest.
o Check whether the car is registered in his name and
check the car trunk, glovebox and the person for any
suspicious items.
o If he has an ACTIVE Warrant, you can process him to jail
for his crime.
o If he has BOLO, you can take him to PD and search him,
investigate and proceed as per the investigation.
o If the person fails to stop, ask for 10- 50 and a maximum
of 4 police can chase the car. If he/she is caught, you
can arrest, bring him to the PD and follow the above
procedures

Special Training officer:
Special training officer (STO) is a officer who is
responsible for training and assigning roles for officers
who are trying to improve their camaraderie and skills
within the force and help them climb the ranks by
improving them and correcting them through training
sessions, monitoring their day to day activities,ethics
and so on
A S.T.O can conduct spot evaluations, exercises or ask
the cadet/officer to do an activity or explain a sit-rep
(situation report) if the S.T.O deems necessary.

WARRANT
A Legal Document issued by a government official authorizing the police
to make an arrest or search permission. Warrant can be issued on a
criminal when you are sure about his/her crime.

BOLO
BOLO is an acronym for “Be on the Lookout”. A BOLO is issued from the
police department containing information about a wanted suspect, a
person of interest, or a related vehicle. BOLO can be issued if you are not
sure about a suspect, but you got some information about the crime.

PATROLLING PROCEDURE
1. Before going for patrolling, Inform on the primary radio to your ECPD
officers and lead regarding the patrolling area
2. While in Patrol, you should always obey the traffic laws.
3. You cannot give your police vehicle to any civilian or your friend.
4. Vehicle sirens can be used only in pursuit or in an emergency situation,
don’t use sirens unnecessarily
Cases & Evidence Filing
All Police Officers are strictly commanded to follow
documentation of Cases & Evidence with regards to
complaints, petty cases, minor cases, and major felony
cases in the MDT. All Case Files and Information shared
in MDT are to be maintained confidential. Any
publishing of case files should be done only after
approval of command staff. All Police Officers should
document items before confiscating as evidence. Use
the Camera App in Mobile phone to take photo
evidence of suspects, vehicles, weapons, place, tire
marks, etc. Use Snipping Tool in Windows to take
screenshots when taking photo evidence of inventories
of suspects, vehicles, houses. Case Reports should
entail all 5 W's and 1 H - What, Why, Who, Where,
When and How. Case reports should have detailed
information of the scenario with categorized
information. Case Reports should entail all the names
of suspects, victims, eyewitness, police officers, EMS or
any other third parties if they are involved in the
scenario. Police officers should include documents
such as portraits, mugshots, ID Card Scans, etc when
filing a Case Report.

Traffic and minor offenses:

• DUI/DWI: Driving under the influence of alcohol or drugs
• Running a Red Light
• Running a Stop Sign
• Driving Without a License.
• Failure to Yield: Not giving the right of way when required, which
can lead to accidents.
• Illegal Parking
• Distracted Driving

Major offenses:
• Kidnapping of Civilian
• Murder of Civilian
• Kidnapping of LEO
• Murder of a LEO
• Possession of Illegal Weapon
• Possession of Burglary Tools
• Intent to sell/distribute illegal substances
• Fabrication of illegal substances
• Attempt of Corruption
• Disrespecting a Civilian or a LEO
• Providing False information
ECPD Work Policies

1(a) – Vehicles:

1(a)-01: ECPD Officers are permitted to park one personal vehicle


inside of the ECPD lot area, not in the garage itself. If you aren't
sure where to park, ask a high ranking official.
1(a)-02:
If you have more than one vehicle permanently parked at ECPD, or
if it is illegally parked, it is subject to being towed. You are
responsible for your own vehicle.
1(a)-03:
We are not responsible for any damage dealt to your vehicle. If
your vehicle is damaged on our property, it is your full responsibility
to take action.

1(b) - General Protocols

1(b)-01:
You are responsible for any gates you open. You must close them.
1(b)-02:
If there is a prisoner unattended and you are on duty, it is your
responsibility to watch over them. If he remains unattended, you
can be subject to punishment based on what happens with the
prisoners.
1(b)-03
Recruit All ECPD officers are allowed to carry a Taser, Combat Pistol,
Flashlight and Baton. Some Special Units have different Weapon
Restrictions
1(c) - Recruit Standard Operating Procedures:

1(c)-01:
If you are a Recruit, you must be supervised at all times. The
supervisor must be of rank Sergeant or higher.

1(c)-02:
Recruits are subject to termination should the ECPD administrative
staff deem the cadet unfit for duty

ECPD Disciplinary Policies

2(a) - General Discipline

2(a) - 01: You are to treat everyone with respect at all times, no
matter what rank they are. If you are experiencing issues with
another Officer, please report them to your supervisor.

2(a) - 02:
All cadets must report to a supervisor at all times.

2(a) - 03:
Recruits are NOT to drive vehicles without explicit permission and
supervision. 8(a) - 04: Never interfere with the duties of any
department with superior jurisdiction.
2(b) - Asset Policies

2(b) - 01:
ECPD strictly condemn any actions pertaining to any dirty cop.
Anyone found being a dirty cop will be severely punished legally &
judicially under the court of law.

2(b) - 02:

All Weapons available in the PD shop belong to the property of


ECPD. Any Unlawful usage or supply to any third party outside PD
will result in severe punishment under the court of law.

2(b) - 03:

All Vehicles available in the PD shop belong to the property of ECPD


and all its information should be kept confidential. Anyone found
not abiding by these mentioned rules will be put before court of
law and severely punished.
2(b) - 04:

All Case files and information present in the PD-Files are Asset and
property of ECPD. Any tampering or unlawful distribution to third
party by police officers will be punished harshly legally & judicially
in court of law.
ECPD Employment Policies
3(a) - Camaraderie:

3(a) - 01:

Do not enforce your image of Police to get benfits over products or


services offered in the city.

3(a) - 02:

Do not purse or coerce, directly or indirectly, within the ECPD to get


distinguishable benefits for personal gain.

3(a) - 03:

Treat every ECPD Officers with utmost gratitude and respect. Try to
learn good things from others and develop yourself.
9(b) - Promotion:

3(b) - 01:

Promotions are given out to officers based on how they performed


in the serving period and not based how many hours they have
served as Police Officers.

3(b) - 02:

Do not ask the command staff for promotions. Any constant


nagging talks pertaining to promotion by any officer will lead to
disciplinary actions taken upon the officers.
