II. RATIONALE:

Citizenship Training Program (CTP) is necessary for students since they

benefit greatly in the activity. They provide them with the values, information, and
abilities needed to become responsible, involved, and active members of their
communities and society.

Citizenship Training Program (CTP) fosters a sense of ownership and

belonging in communities by educating students about their rights and obligations
as citizens. It also develops the ability of a student to think critically and meet their
own needs. CTP provides opportunity for students to interact with individuals from
different backgrounds, learn about their experiences, and challenge their own
biases. This fosters a more tolerant and understanding society where everyone
feels valued and respected, regardless of their differences. Citizenship training
teaches students with the skills and knowledge needed to become effective
leaders in their communities and it encourages them to think critically,
communicate effectively, and work collaboratively to solve problems and make
positive changes.

According to Department of Education (DepEd) Order No. 35, s. 2003, all

public and private secondary schools are mandated to implement the Citizenship
Advancement Training (CAT) or Citizenship Training Program (CTP) in the Fourth
Year.
Some schools already practiced this activity. Basag National High School,
Tulunan National High School, Malapatan National High School, and Tampakan
National High School already practiced this activity since the s.y 2023-2024 up until
now. Citizenship Training is implemented through a combination of classroom
instruction and practical activities. These activities include community service
projects, leadership exercises, discussions on civic responsibilities, and drills.
