    VII. Rationale

    Republic Act No. 7160, otherwise known as the Local Government Code of 1991
    particularly Section 16 thereof mandates that all local government units (LGUs) to
    ensure and maintain peace and order within their respective areas of jurisdiction. In
    addition, Section 116 states that a Peace and Order Council (POC) shall be established

    in every Province, City ,Municipality and Barangay. In view of DILG


    Memorandum Circular No. 2019 – 143, Series of 2019 entitled: “Guidelines for Peace
    and Order Councils (POCs)”, all POCs in every level (regional, provincial, city, municipal
    and barangay level) shall conduct regular meetings to ensure the effective and efficient
    performance in the implementation of programs, projects and activities aimed to curb
    anti-criminality, anti-insurgency, and anti-illegal drugs to ensure peace and order, and
    public safety. This is pursuant to Executive Order No. 773, Series of 2009 entitled:
    “Further Reorganizing the Peace and Order Council (POC), particularly Section 3 (b)
    states that Sub-National Councils shall identify strategies which will enrich peace and
    order and public safety within their respective areas of responsibility.

    Furthermore, All Barangays in every local government unit shall also strengthen
    its Barangay Anti-Drug Abuse Council (BADAC) within its territorial jurisdiction. They
    shall render assistance to the law enforcement agencies in the eradication and clearing
    operations of illegal drugs.

    VIII. Objectives:

    To provide assistance in strengthening Barangay Anti-Drug Abuse Council and


    Barangay Peace and Order Committee Operations to sustain peace and order
    and drug clearing efforts.
    IX. Project Description:

    The MPOC and MADAC of Malalag recognizes the efforts of its component
    BADACs and BPOCs which are contributory to the preservation of peace and order and
    drug clearing implementation in the locality. Their service helps in preventing the
    escalation of criminality. Criminality is one of the thematic areas that need to be
    addressed in the Peace and Development Zones

    X. Implementation Strategy:

    1) Provision of financial, technical and logistical support to the BADAC and


    BPOC operations;

    2) Provision of incentives to all members of BPOC an BADAC
